Abstract
У статті розкрито підхід щодо розробки інструментарію проведення поглибленого аналізу зовнішньоекономічної діяльності суб’єктів господарювання з точки зору аналізу та управляння митними ризиками. Описані рівні управління ризиками в органах доходів і зборів. Особливу увагу зосереджено на інструментах, що використовуються органами доходів і зборів за результатами аналізу та оцінки ризиків тактичного рівня управління. The approach to the development of tools for in-depth analysis of foreign business entities was disclosed in the article. In developing this toolkit we propose to apply a system of analysis and management of customs risks. For this it was described levels of risk management in the organs of income and charges: strategic, tactical, and operational.
It was determined that in the organization and analysis of foreign business entities appropriate to apply the tools of tactical risk management. A number of activities using tools such as risk indicators, risk profiles, orientation, guidance regarding the officials of the income and charges of analysis, detection and risk assessment certain areas of monitoring and random selection are developing at the tactical level.
We propose to develop guidelines for accuracy control areas of origin of goods; monitoring adherence to the declared goods to non-tariff regulation, prohibitions and / or restrictions on movement across the customs border of Ukraine; monitoring compliance with legislation on the protection of intellectual property rights for development of tools for in-depth analysis of foreign business entities.
