    В статті розглянуто державні та недержавні механізми фінансового забезпечення соціально- культурної сфери. Досліджено проблеми діючих механізмів фінансового забезпечення галузі. Побудовано схему бюджетного механізму фінансування соціальної сфери, розглянуто його складові. Досліджено фінансовий механізм надання послуг по медичному страхуванню. Пропонуються напрямки удосконалення діючих механізмів фінансування соціальної сфери. The state and non-state mechanisms of the financial providing of socio-cultural sphere are considered in the article. The problems of operating mechanisms of the financial providing of sector are investigational. The scheme of budgetary mechanism of financing of social sphere is built, his constituents are considered. The financial mechanism of render services in medical insurance is investigational. Directions of improvement of operating mechanisms of financing of social sphere are offered.

    В статті пропонуються напрямки удосконалення бюджетного фінансування соціальної сфери, зокрема, застосування у бюджетній практиці програмно-цільового методу як одного з інструментів ефективного використання бюджетних ресурсів. Directions of improvement of the budgetary financing of social sphere are offered in the article, in particular, use in budgetary practice of program-target method as one of instruments of the effective use of budgetary resources.
