В.The purpose of the article is the argumentation of the recommendations of further pay-as-you-go pension system reformation and implementation of funded pension plan in obligatory state pension insurance of Ukraine. The characteristics of the solidarity system of obligatory state pension insurance of Ukraine are given. The statistical data of pension foundation of Ukraine activity is analyzed. The main factors influencing the deficit of the Pension Fund of Ukraine are investigated. Factors that hinder the implementation of the funded pension plan in obligatory state pension insurance are substantiated. The analysis of qualitative structure of pensioners of the country is carried out. В.The transport complex belongs to the strategically important element of regional development, which includes both providing expanded access to public services for the population of remote areas, realizing the tourist potential, and strengthening industrial ties. The purpose of this article is to identify problems and growth areas of the transport sector in the region through the example of the Kirovograd’s one. The tendency of priority development of land transport in the Kirovograd region, specifically automobile, has been confirmed. The key factors which influence on the transport services market development in Ukraine are given, for instance the unsatisfactory technical condition of transport, reduction of traffic during the COVID-19 pandemic, etc. The main problematic aspects of development of the transport complex in the Kirovograd region are substantiated. The main priorities for the development of transport infrastructure in the Kirovograd region are presented. In order to reduce abusive activity in the transport service market the funds transfer network implementation has been suggested. В.; Sybirtsev, V.В статті розглянуто особливості організації освітнього забезпечення формування та розвитку ринку праці на основі безперервного підвищення кваліфікації та перепідготовки трудових ресурсів регіону. Освітній кластер представлено як середовище гармонізації інтересів та інституціоналізації взаємодії суб’єктів регіонального ринку праці в процесі оптимізації його професійно-кваліфікаційної структури. Визначена роль регіонального менеджменту у подоланні диспропорцій регіонального ринку праці та наданих освітніх послуг. Освітній кластер подано як інструмент сприяння реалізації державної політики у сфері зайнятості на регіональному рівні. Представлено модель освітнього кластера та визначено особливості організації взаємодії його учасників із суб’єктами регіонального ринку праці. Визначено систему когнітивних зв’язків між параметрами функціонування освітнього кластеру та вимогами регіонального ринку праці. Розроблена структура механізму інтеграційної взаємодії ринків праці та освіти. Визначено теоретико-методологічний базис використання кластерних механізмів для формування освітнього забезпечення функціонування та розвитку регіональних ринків праці. The article deals with the features of the educational support organizing for the labor market function and development. This support has been based on the continuous training and retraining of the workforce in the region. The education cluster has presented as an environment of interests harmonization and as a tool for institutionalize interaction between the regional labor market participants during the process of this market professional and qualification structure optimization. The role and place of the regional management has determined for the purpose of deleting the disparities between regional labor market and educational services which provided to labor market participants. The education cluster presented as a tool to facilitate implementation of state policy in the field of employment at the regional level. The features of interaction organizing between the educational cluster and regional labor market participants have been shown. The system of cognitive links between the parameters of educational cluster functioning and the requirements of regional labor market determined. The structure of interaction mechanism for labor and education markets integration is developed. The theoretical and methodological basis of cluster mechanism using for the formation of educational support of regional labor markets functioning and development has been determined.Item Моделі інституціоналізації структурно-інноваційних трансформацій в умовах реформування національної економіки(Харківський національний педагогічний університет імені Г. Узагальнено передумови, чинники та принципи ефективної інституціоналізації як першооснови сталого розвитку національної економіки. Встановлено особливості сучасного етапу інституціональних перетворень в Україні в контексті тенденцій реалізації інституціональних змін в інших країнах з трансформаційною економікою. Обґрунтовано теоретичні положення щодо перспектив інституціоналізації структурно-інноваційних трансформацій в умовах здійснення процесів реформування національної економіки. Встановлено склад вимог щодо забезпечення ефективності інституціональних перетворень національної економіки. Визначено пріоритети удосконалення механізму вибору інституціональної політики у сфері державного регулювання економічного розвитку. The work abstracted basic principles of institutionalization of innovative structural transformation of the national economy. Author grounded and determined peculiarities of modern mechanisms of institutionalization of structural transformation and innovation. Also it was summarized background, factors and principles of effective institutionalization as a fundamental principle of sustainable development of the national economy. And it was established features of the present stage of institutional transformations in Ukraine in the context of trends in the implementation of institutional changes in other countries in the transformational economy. It was grounded theoretical propositions about the prospects for the institutionalization of structural and innovative transformation in the conditions of the process of reforming the national economy. And it was established the composition of the requirements for ensuring the effectiveness of the institutional transformation of the national economy. В.; Sybirtsev, V.Статтю присвячено розгляду актуальної наукової проблеми формування теоретико-методологічного базису організації управління розвитком регіонального ринку праці, одночасно орієнтованого на врахування спеціалізації регіону та характеристики державної політики у сфері зайнятості. Відмінність авторських пропозицій полягає в диференціації процесів державного регулювання функціонування регіонального ринку праці та організації управління його розвитком через інституціональне проектування середовища узгодження інтересів всіх наявних стейкхолдерів. В рамках опису етапів інституціонального проектування в статті визначено особливості функцій регіонального ринку праці та закономірностей їх реалізації, представлена ієрархія принципів розвитку регіонального ринку праці та визначено напрямки оцінювання ефективності реалізації програми розвитку. Розроблена методологічна схема організації управління розвитком регіонального ринку праці заснована на запропонованій структуризації предметної області дослідження. В основу даної схеми покладено гіпотезу щодо забезпечення розвитку регіонального ринку праці через максимізацію трудового потенціалу та зростання конкурентоспроможності регіону. Для практичної реалізації даної гіпотези обґрунтовано структурування механізму регулювання та розвитку регіонального ринку праці, заснованого на теорії функціональних систем. The article examines the actual scientific problem which connected with the formation of the theoretical and methodological basis of regional labor market management development. This problem was solved by simultaneously targeting on the region specialization and on the characteristics of the state policy on employment. The copyright difference of author offers consist in the differentiation of the regional labor market state regulation and the regional labor market development management organizing by design the institutional environment for interests of all existing stakeholders reconciling. Within the steps of institutional design, the article describes the functions of the regional labor market and the laws of their implementation. Also, the article presented the hierarchy of the regional labor market development principles and the main ways of the labor market development program effectiveness evaluating. The methodological scheme of management organizing for the regional labor market development has been offered. This scheme based on the proposed structuring of substantive research. The main article hypothesis provides the necessary of the regional labor market development throw the maximizing the employment potential for growth and competitiveness in the region. В.; Sybirtsev, V.Метою статті постав розвиток теоретико-методологічних засад виділення та регламентування роботи контурів державного регулювання збалансованості національного ринку праці, орієнтованих на удосконалення наявних інститутів ринку праці та встановлення оптимальних співвідношень між параметрами цих інститутів та характеристиками ринку праці. Закладеною в статтю гіпотезою є зведення державного регулювання до максимізації трудового потенціалу через узгодження, по-перше, різноспрямованих векторів розвитку національної економіки та, по-друге, антагоністичних інтересів учасників ринку праці. The aim of the article is the development of the theoretical and methodological component for allocation and regulation the state management of the national labor market balance. Such state management has oriented on improving of existing labor market institutions and on establishing the optimal relations between the parameters of these institutions and the labor market characteristics. The hypothesis of the article is the reduction of state regulation to maximize employment potential by harmonizing the countervailing vectors of national economy development and the antagonistic interests of the labor market participants.Item Структурні компоненти інтелектуального капіталу в умовах активізації технологічних інновацій та соціокультурних зрушень(ХНУ, 2019) Пальчевич, Г. Визначено фундаментальну роль людського капіталу серед структуроутворюючих елементів інтелектуального капіталу суспільства. Висвітлено значення та функції інституційно-інфраструктурної складової інтелектуального капіталу. Охарактеризовано умови формування інформаційного та клієнтського капіталів як важливих компонентів інтелектуального капіталу. Доведено тісну взаємозалежність окремих структурних елементів інтелектуального капіталу та синергетичний ефект від їх взаємодії. Intellectual capital is truly considered the main social wealth, the movement of development innovational economy able to compete. The aim of article is the survey of structural components of intellectual capital in the condition of technologic ally oriented innovation development and social and cultural social transformations. Human, informational, contractoral and institutional and infrastructural capitals are organically interacted in the complex of national intellectual capital. Human capital in the complex of intellectual capital plays the fundamental role as the formation and effective using of other structural components of intellectual capital and it directly depends upon the level of its development. Superstructure of manysided and endless inner interaction of all compound part soft intellectual capital, maintenance of its mutual relations with outer stakeholders is held with the help of institutional and infrastructural capital. The results of intellectual, innovational and scientific technical activity, patents, no - how, program products, the data base, the results of NDDKR, informational and telecommunical technologies, technological, scientific and technical, social and economical and spiritual in formation, informational system and informational recources belong to informational capital. Contractoral capital is the system of reliable and longtermed, confidential and mutual profitable form al and nonformal relations between the state and outer economical contractors and subjects of inner national environment of intellectual capital development (humans, subjects of economy, managing institutes ets.) which were completed in the process of formation and using the intellectual capital and they promote the stability of development of national economy, innovational and scientific and technical spheres, the increasing of national income and level of ability of the state to compete, and also the increasing of reserve recourses of improvement of intellectual part of economical development in perspective.Item Трансформації людського капіталу в контексті розвитку інтелектуального капіталу в інноваційній економіці(ХНУ, 2018) Пальчевич, Г. Доведено тісний зв’язок відтворення людського капіталу з розвитком сфер освіти і охорони здоров’я. Виділено пріоритетні напрями державної освітньої політики стосовно покращення якісних характеристик людського капіталу. Визначено роль інтеграції сфери вищої освіти, науково - дослідної та інноваційної діяльності у розвитку людського капіталу як складової інтелектуального капіталу держави . Охарактеризовано новітні тенденції у сфері зайнятості населення. Окреслено шляхи реорганізації сфери охорони здоров’я, зокрема, її фінансового забезпечення. The high level of development of human capital is the guarantee of economical stability, the state ability to compete on the world market, the active movement of innovational and scientific and technical progress and incontestable condition of social and economic wealth of society. The aim of the article is the survey of the development of human capital as the basic structural component of intellectual capital in the conditions of formation the model of innovational economy. The development of human capital mostly depends upon the success of reforming educational and health protection spheres. The prior role among the key directions of state educational policy plays the guarantee of development of scientific and innovational activity in education, maintenance of its information theory, the improvement of librarian and information resource security of education and science. The realization of these directions is an important step towards the formation of information state capital and creation of valuable conditions for innovational and scientific and technical activity as ways of intellectualization of human work. The activity of investing process into innovational and scientific activity provides real possibilities for effective formation of human capital. Gradual intensification of integration of high educational sphere, scientific researching and innovational activity is absolutely expected, looking forward to acceleration of global process and increasing intellectual capital role in the economical development of any country. Because of it the role of educational establishments and scientific offices in economy is changed. The urgent task of all educational and scientific systems of many countries is to provide the approach of all tops of the «knowledge triangle» such as higher education, scientific researches and economical and social important innovations. Reorganization of the system of the branch budget finance, the balance of uniting budget and outer budget sources of including money with the certain decentralization of the branch finance for the benefit of the regional medical programs, and also widening the rights of the regional, local authorities and working organizations in the increasing and using the resources of health protection must be provided with the aim of improving the situation in the sphere of health protection in Ukraine.Item Пути совершенствования налогового планирования на микро- и макроуровнях с использованием элементов налогов как экономической категории и их влияния на финансово-экономическую деятельность субъекта хозяйствования(LTD International Research, Education & Training Center, 2020) Кузьменко, Г. В.Критерии классификации налогового планирования нуждаются в дальнейшей разработке для обеспечения эффективности и результативности налогового планирования отдельных налогов, сборов и платежей на уровне субъекта хозяйствования, а также на региональном и национальном уровнях. Целью данного исследования является обоснование путей совершенствования налогового планирования на микро- и макроуровнях с учетом элементов налога как экономической категории и сущности финансово-хозяйственной деятельности субъекта хозяйствования. Обоснованы такие признаки налогового планирования, как «циклы финансово-хозяйственной деятельности» (базируется на показателях налогового поля субъекта хозяйствования за соответствующими стадиями кругооборота капитала) и элементы налогов (учитывает обязательные элементы налогового, предусмотренные налоговым законодательством). На основании изучения совокупности показателей, определяющих процесс налогового планирования, была построена информационная модель его реализации, исходными элементами которой являются: основные показатели деятельности предприятия; налоговая база по конкретным налоговым обязательствам и объектам налогообложения, возникающим на соответствующих этапах обращения капитала; налоговые льготы, предусмотренные законом, которые дают право освободить налогоплательщика от обязанности исчисления и уплаты налога или сбора или уплаты налога или сбора в меньшем размере; задолженность налогоплательщика по определенным налоговым платежам. Обосновано, что для более детальной классификации налогового планирования должны учитываться элементы налога, предусмотренные действующим налоговым законодательством. Предложенные подходы к классификации налогового планирования с учетом особенностей хозяйственной деятельности субъекта и элементов налога как экономической категории на основе таких критериев, как «циклы финансово-хозяйственной деятельности» и «элементы налогов», позволяют усовершенствовать подход к определению «контрольных» показателей, которые следует учитывать при разработке финансовых текущих и стратегических планов предприятий на микроуровне и при формировании доходов бюджета на разных уровнях на мезоуровне и макроуровне. Учитывая теоретическую направленность данного исследования, дальнейшее развитие событий в этой области должно быть сосредоточено на построении конкретных моделей и методов налогового планирования для конкретного налога с учетом его элементов и цикла финансово-хозяйственной деятельности.Item Використання важелів амортизаційної політики з метою активізації інноваційної діяльності(Ексклюзив-Систем, 2019) Шалімов, В. А.Розглянуто та узагальнено підходи до визначення сутності поняття “фінансова стратегія підприємства”. Визначено, що фінансова стратегія визначає довгострокову мету фінансової діяльності підприємства, що залежить від його фінансової політики, вибору найефективніших напрямів її досягнення. Розглянуто особливості формування фінансової стратегії на підставі даних сільськогосподарського підприємства. Визначено чотири етапи, за якими повинен здійснюватися процес формування фінансової стратегії сільськогосподарського підприємства. За результатами дослідження виявлено, що для сільськогосподарського підприємства доцільно застосовувати стратегію поступового розвитку, яка передбачає поступове нарощення обсягів діяльності, зростання прибутковості та забезпечення стабільного фінансового стану.
