Проаналізовано публікації науковців та запропоновано авторське визначення терміну «мотивація персоналу». Приведено аналіз сучасних інструментів підвищення якості кадрів та їхніх компонентів. Сформовано основи системи розвитку кадрового потенціалу. Проаналізовано основні помилки у впровадженні стратегії розвитку кадрів. Modern business conditions require from managers not only the perfect selection of staff, but also its constant development, because the productivity of each employee and the whole company depends on the successful increase of human resources, its competitiveness and efficiency. Nowadays, a lot of attention and resources are paid to the development of human potential, because a balanced, professional approach to this aspect significantly increases all possible performance indicators of the enterprise. The aim of the study was to analyze the existing systems of human resources development of enterprises, characterization of their methods, tools, advantages and disadvantages, as well as the derivation of the author's interpretation of the term "staff motivation". There was also given a detailed description of modern tools for improving the quality of personnel and their components, proposed by world researchers, and have been formed the basics of the system of human resources development. The authors present and analyze the main mistakes in the implementation of personnel development strategy. In today's business environment, there are several effective methods of forming a productive team and developing human resources. Each of these methods includes a number of effective tools that are necessary for a thorough assessment of human resources of the enterprise and possible ways to develop human resources. The management of the organization should develop a detailed, clear strategic plan for human resources development, which will coincide with other goals of the enterprise and will not be unprofitable in the long run. Management must clearly formulate the goals for which human development will be carried out. To manage the company effectively, it is necessary to understand the deep principles of motivation and staff development, because only if the basics of these categories are presented, management will be able to create their own system of human resources development or choose the one that suits the organization best and avoid standard mistakes in its implementation.
