Обґрунтовано доцільність використання технологічних платформ ЄС як сучасного інструменту інноваційного розвитку секторів і галузей економіки. Визначено складові та основні завдання функціонування технологічних платформ, представлено стандартний алгоритм формування і роботи технологічних платформ. Представлено трифазний процес діяльності технологічних платформ. Показано можливості забезпечення та підвищення рівня конкурентоспроможності транспортної інфраструктури шляхом використання ресурсного та комунікативного потенціалу технологічних платформ ЄС. The article describes the capabilities and features of the European Union technology platforms using in ensuring the Ukraine's transport infrastructure competitiveness. The purpose of the article is to study and systematize the European experience in the functioning of EU technology platforms and identify areas for their use to ensure the Ukraine's transport infrastructure competitiveness. The functioning of technology platforms makes it possible to ensure the coordinated use of public and private resources for research activities in various industries, including in the field of transport and transport infrastructure. European technology platforms define the thematic areas within which the EU's science and technology priorities are formulated. Their goal is to promote the creation of a European Research Area by focusing the researchers’ efforts at both European and national levels. The most important goal of the technology platforms creating is the innovations and science-intensive technologies development of higher technological mode. EU technology platforms have significant resource, scientific, and technical potential, the use of which will significantly increase the transport industry and transport infrastructure competitiveness level. The expediency of the EU technological platforms using as a current tool for the economy sectors and industries innovative development is grounded. The components and main tasks of the technology platforms functioning are determined; a standard algorithm of the technology platforms formation and operation is presented. The three-phase process of the EU technology platforms activity is presented. The possibilities of ensuring and increasing the transport infrastructure competitiveness by using the EU technology platforms' resource and communication potential are shown. В статье рассмотрены возможности и особенности использования технологических платформ Европейского Союза в процессе обеспечения конкурентоспособности транспортной инфраструктуры Украины. Обоснована целесообразность использования технологических платформ ЕС как современного инструмента инновационного развития секторов и отраслей экономики. Определены составляющие и основные задачи функционирования технологических платформ, представлены стандартный алгоритм формирования и работы технологических платформ. Представлен трехфазный процесс деятельности технологических платформ. Показаны возможности обеспечения и повышения конкурентоспособности транспортной инфраструктуры путем использования ресурсного и коммуникативного потенциала технологических платформ ЕС.Item Методичні основи формування єдиного наскрізного тарифу мультимодальних перевезень(ЦНТУ, 2020) Гуцалюк, О. А.В статті розглянуто основні положення проєкту Закону України «Про мультимодальні перевезення» та виявлено його недосконалість щодо формування єдиного наскрізного тарифу. Досліджено міжнародний досвід встановлення наскрізних ставок та основні етапи процесу їх формування. Запропоновано методичний підхід до формування єдиного наскрізного тарифу мультимодальних перевезень, що базується на уніфікації ключових елементів технологічного процесу, на яких формуються витрати на перевезення. Надано авторське бачення термінів «змішанні перевезення», «мультимодальні перевезення», «інтермодальні перевезення», «комбіновані перевезення». The multimodal transportation development is a priority of Ukraine's transport policy due to the unique transport and geographical position at the intersection of European and Eurasian roads, international transport corridors.However, there is no legislation on the multimodal transportation in Ukraine. Thus, it is relevant to determine the legal and organizational basis of multimodal transportation, legal status of participants in such transportation, state support for multimodal transportation and related infrastructure. Today, the transport system of Ukraine has the low level of development of transport infrastructure to ensure the proper volume of the multimodal transportation. There are not enough multimodal transport terminals in Ukraine. Due to the lack of state support and the lack of a favorable investment climate, there is no development of existing multimodal infrastructure facilities. The formation procedure of tariffs for multimodal transportation in Ukraine is imperfect. The article considers the main provisions of the draft Law of Ukraine "On Multimodal Transportation" and reveals its imperfections in the formation of a single tariff. The international experience of rates formation and the main stages of this process are studied. It is offered the methodical approach of formation of the multimodal transportation`s single tariff based on unification of key elements of technological process on which transport costs are formed. The conceptual bases of ensuring the transport infrastructure development on the basis of multimodality have been improved. It is given the author's vision of the terms "multimodal transportation", "intermodal transportation", "combined transportation". В статье рассмотрены основные положения проекта Закона Украины «О мультимодальных перевозках» и выявлено его несовершенство относительно формирования единого сквозного тарифа. Исследован международный опыт установления сквозных ставок и основные этапы процесса их формирования. Предложен методический подход к формированию единого сквозного тарифа мультимодальных перевозок, основанный на унификации ключевых элементов технологического процесса, на которых формируются расходы на перевозку. Предоставлено авторское видение терминов «смешанные перевозки», «мультимодальные перевозки», «интермодальные перевозки», «комбинированные перевозки».
