П.; Shynkar, D.Метою статті є дослідження особливостей врахування важелів державної фінансової підтримки сільськогосподарських товаровиробників при розробці та впровадженні стратегії їх розвитку, в тому числі при використанні методу SWOT-аналізу. Обґрунтовано, що державна фінансова підтримка є важливим елементом стратегічного розвитку та стратегічного менеджменту сільськогосподарських підприємств, що вимагає її індивідуального розгляду при побудові стратегій їх розвитку. Індивідуальність підходу зумовлена, в першу чергу, тим, чи визнається процес використання державної фінансової допомоги як самостійний напрям розвитку, а, відповідно, як самостійний вид стратегії. Доведено, що самостійний вид стратегії є логічним та доцільним при неавтоматичній державній допомозі, яка передбачає прийняття рішення щодо користування нею, але самостійність стратегії використання державної фінансової допомоги обмежена тим, що, в будь-якому випадку, вона є адаптаційною і виступає інструментом реалізації генеральних конкурентних стратегій підприємства. Обґрунтовано, що відсутня чіткість у розумінні місця державної фінансової допомоги в системі чинників зовнішнього та внутрішнього середовища, що не дає раціонально використовувати її можливості. Визначено, що необхідним є врахування синергетичного ефекту на інші ключові показники розвитку підприємства, адже обмежуючи внутрішнє та зовнішнє середовище лише факторами, які безпосередньо стосуються державної фінансової підтримки, побудувати ефективну стратегію неможливо. The purpose of the article is to study the peculiarities of taking into account the levers of state financial support of agricultural producers in the elaboration and implementation of their development strategy, including while using the SWOT analysis method. It has been substantiated that state financial support is an important element of strategic development and strategic management of agricultural enterprises, which requires its individual consideration when building their development strategies. The individuality of the approach is determined, first of all, by whether the process of using state financial assistance is recognized as an independent direction of development, and accordingly as an independent type of strategy. It has been proven that an independent type of strategy is logical and expedient in the case of non-automatic state support, which involves making a decision on its use, but the independence of the strategy of state financial support using is limited by the fact that, in any case, it is an adaptation tool and a tool for implementing general competitive strategies of the enterprise.Item type:Item, Ключові елементи механізму державної фінансової підтримки сільськогосподарських товаровиробників(ЦНТУ, 2021) Шинкар, Д. П.; Shynkar, D.В статті висвітлюються особливості надання державної фінансової підтримки сільськогосподарським товаровиробникам на основі дослідження еволюційної трансформації форм такої підтримки. Обґрунтовано доцільність формування механізму державної фінансової підтримки сільськогосподарських товаровиробників, визначені концептуальні підходи до його побудови та змісту й означені ключові елементи. На основі авторського підходу щодо розуміння поняття «механізм» та висвітлених вітчизняних особливостей надання державної фінансової підтримки сільськогосподарських товаровиробників запропоновано авторське трактування поняття «механізм державної фінансової підтримки сільськогосподарських товаровиробників». The aim of the article is to study the peculiarities of the domestic system of state financial support of agricultural producers and highlight on this basis the conceptual approaches to the formation of the mechanism of state financial support of agricultural producers with the definition of its key elements. Based on the analysis of normative legal acts, the peculiarities of providing state financial support to agricultural producers throughout the period of Ukraine’s independence were clarified and the evolutionary transformation of forms of such support was established. It was found that for a long time financial support to agricultural producers was provided mainly in the form of indirect support, based on the use of a system of tax benefits (there was a special tax regime in the form of a fixed agricultural tax and a special value added tax regime). Only in recent years, after the abolition of the special regime of value added tax, direct support for agricultural producers became a priority. Analysis of the effectiveness of state support for agriculture, based on data from the Organization for Economic Cooperation and Development, shows that compared to EU countries, the level of state financial support for agricultural producers in Ukraine remains quite low, and the assessment of support indicates its inefficiency. In order to solve the problems of ensuring the effectiveness of state financial support for agricultural producers, the feasibility of forming a mechanism of state financial support for agricultural producers is substantiated, conceptual approaches to its construction and content are identified and key elements are identified. Based on the author's approach to understanding the concept of "mechanism" and highlighted domestic features of providing state financial support to agricultural producers, the author's interpretation of the concept of "mechanism of state financial support of agricultural producers" is proposed. This a mechanism is a system of financial relations that arise between the state and agricultural producers in the relevant institutional environment, based on certain principles and conditions, provide for the use of forms and tools that can stimulate agricultural production and provide favorable conditions for agricultural development.
