А.В контексті визначення впливу вищої освіти встановлено наявність тісного взаємозв’язку між кількістю здобувачів вищої освіти та валовим регіональним продуктом на одну особу. Обґрунтовано, що найбільш негативними чинниками, які впливають на розвиток потенціалу вищої освіти в регіонах є: демографічна криза, міграційне скорочення, низька середньомісячна заробітна плата та низька ділова активність. Здійснено аналіз зміни чисельності наявного населення в Україні та Кіровоградській області зокрема, відтоку абітурієнтів з Кіровоградської області, виокремлено основні регіони-реципієнти. Проаналізовано динаміку середньомісячної заробітної плати штатних працівників по Україні та Кіровоградській області у 2010-2019 роках та частки великих, середніх, малих та мікропідприємств по обраних регіонах у відношенні до загальної кількості по Україні у 2010-2018 роках. Обґрунтовано, що найбільш дієвим інструментом усунення негативних тенденцій розвитку потенціалу вищої освіти є створення та підтримка розвитку інноваційно-орієнтованих кластерних структур, метою яких є забезпечення ефективної взаємодії влади, університетів, бізнесу та громади задля синергійного ефекту у соціально-економічному розвитку Кіровоградської області. The paper is devoted to the development of the potential of higher education in the territorial context as a tool for increasing the competitiveness of the region, in particularly the problems and prospects of the Kirovohrad region. In the paper the presence of a strong relationship between the number of students and gross regional product per capita is established. The analysis of changes of quantity the available population in Ukraine and Kirovohrad region in particular is carried out. It is established that the studied region is characterized by the migration reduction during 2015-2019 years. The movement of entrants from the Kirovohrad region is analyzed by the author, the main recipient-regions are identified. The dynamics of the average monthly wages of full-time employees in Ukraine and the Kirovohrad region in 2010-2019 years are analyzed and the share of large, medium, small and micro-enterprises in the selected regions in relation to the total number in Ukraine in 2010- 2018 are analyzed. It was determined that the most negative factors which affect on the development of the potential of higher education in the regions are: demographic crisis, migration decline, low average monthly wages and low business activity in the region.Item type:Item, Передумови формування інноваційно-інтегрованих структур в умовах посилення освітньої міграції: регіональний аспект(ЦНТУ, 2019) Царенко, І. О.; Tsarenko, I.У статті досліджено передумови формування інноваційно-інтегрованих структур в умовах посилення освітньої міграції. Здійснено оцінку результатів зовнішнього незалежного оцінювання у Кіровоградській області. Проведено компаративний аналіз результативності вступної кампанії ЗВО у територіальному розрізі. Здійснено якісний аналіз аплікаційних заяв абітурієнтів регіональних ЗВО та ТОП-10 університетів з найвищим рейтинговим балом ЗНО. Виявлено, що найбільш дієвим інструментом усунення проявів освітньої міграції є поглиблення співпраці органів місцевої влади, бізнесу та закладів вищої освіти, тобто створення передумов для формування інноваційно-інтегрованих структур. The paper is devoted to the prerequisites for the forming of the innovative integrated structures in the context of increased educational migration. The results of external independent evaluation by the all schoolling subject in the Kirovohrad region have been evaluated. The particular attention is paid to the Kirovohrad region within the framework of the paper, as an example it is showed the relationship between the level of educational migration and, in the future, the decreasing in the level of attractiveness of the region and the level of socio-economic development. The analysis found that no high-performing students entered the regional universities, indicating that the universities of the region were not priority among such entrants, although, according to the results of the external independent assessment of graduates of schools of the Kirovohrad region, about 632 persons in 2019 passed tests for 180-200 points. A comparative analysis of the effectiveness of the introductory campaign of the higher education institutions by the territorial section was carried out , the results of which revealed territorial asymmetries in the occupancy of higher education institutions, namely, we observe that the most critical situations in this context are the Mykolaiv (by 91%), Luhansk (by 88%) and Kirovohrad (by 83%) regions, the unfilled area of which is more than 80%. The qualitative analysis of the applications in the regional HEIs and TOP-10 universities with the highest rating score of external independent assessment has been carried out. It was found that deepening the cooperation of local authorities, businesses and higher education institutions, that is, creating the preconditions for the forming of innovative integrated structures, is the most effective tool for the eliminating the manifestations of educational migration. The prospect of further research direction is the development of differentiated measures to enhance the attractiveness of education in regional higher education institutions aimed at reducing the level of educational emigration in the Kirovohrad region.Item type:Item, Інтегральна оцінка рівня конкурентоспроможності вищої освіти України в умовах переходу до інноваційної моделі економіки: регіональний аспект(ЦНТУ, 2018) Царенко, І. О.; Царенко, И. А.; Tsarenko, I.У статті розроблено методичний підхід до інтегральної оцінки рівня конкурентоспроможності вищої освіти на регіональному рівні. Здійснено інтегральне оцінювання конкурентоспроможності вищої освіти за регіонами України, за результатами якого запропоновано диференційовані заходи державного регуляторного впливу, запровадження яких дасть змогу забезпечити подолання існуючих територіальних асиметрій, підвищення ефективності функціонування закладів вищої освіти і конкурентоспроможності вищої освіти в умовах переходу до інноваційної моделі економіки України в цілому. В статье разработан методический подход к интегральной оценки уровня конкурентоспособности высшего образования на региональном уровне. Осуществлена интегральная оценка конкурентоспособности высшего образования по регионам Украины, по результатам которой предложены дифференцированные меры государственного регуляторного влияния, внедрение которых позволит обеспечить преодоление существующих территориальных асимметрий, повышения эффективности функционирования учреждений высшего образования и конкурентоспособности высшего образования в условиях перехода к инновационной модели экономики Украины в целом. The paper deals with the issue of integral evaluation of the level of competitiveness of higher education of Ukraine in the context of the transition to an innovative model of the economy, in particularly the regional aspect of the conducted result. The aim of this paper is to carry out an integrated evaluation of the level of competitiveness of higher education of Ukraine at the regional level and the development of the appropriate recommendations for each group of regions. The paper is developed the methodological approach to the conduction an integral evaluation of the level of competitiveness of higher education of Ukraine in the context of the transition to an innovative model of the economy, its regional aspect. The works of domestic and foreign researchers in the field of the development of higher education and the carrying out an integral evaluation are analyzed by the author. It has been established, that there is no single method for evaluation the competitiveness of higher education in the territorial perspective, which is an urgent issue for make an analysis the regional disparities in the level of competitiveness of higher education in Ukraine. The scheme of indicators of the integrated evaluation of the level of competitiveness of higher education of Ukraine is formed. According to the results of the development of the integral indicator of the competitiveness of higher education and the implementation of an appropriate integrated assessment of the regions of Ukraine, it has been stated that there is a significant differentiation of the regions of Ukraine by the most of the studied indicators that were selected to characterize the level of competitiveness of higher education. An integral evaluation of the competitiveness of higher education by the regions of Ukraine was carried out, within the limits of which the Kherson region (0.21) received the lowest integrated score and the highest - Kyiv (0.58). Five groups of regions were distinguished: with the highest, high, middle, low and lowest level of competitiveness of higher education in Ukraine. According to the obtained results, the differentiated measures of the state regulation was proposed, the implementation of which would allow to overcome the existing territorial asymmetries, improve the efficiency of higher education institutions and competitiveness of higher education in the transition to an innovative model of the Ukrainian economy as a whole. The prospect for further research is the development of ways of improving the state mechanism of regulation of the competitiveness of higher education in Ukraine.
