Розвиток методу аналізу ієрархій як механізму вибору інвестиційного проєкту на підприємстві

В статті розглянуто три можливих проекти інвестицій виробничого підприємства. Досліджено механізми вибору інвестиційного проекту на підприємстві. Визначено, що вирішенням завдання вибору оптимального проекту є застосування метода аналізу ієрархій, запропонованого Т. Сааті. Метод аналізу ієрархії дозволяє кількісно і якісно порівняти альтернативні проекти. Критеріями для порівняння були: загальна сума капіталовкладень, необхідна на реалізацію проекту, попит на продукцію, очікувана прибутковість та термін окупності проекту. Побудовано багатокритеріальну матричну модель на основі метода аналізу ієрархій. Оптимальним в умовах багатокритеріальної невизначеності з урахуванням вимог замовника за результатами аналізу було обрано проект по випуску бетонних сумішей. It is important for companies to choose the optimal project, considering the impact of the most important criteria on the common goal. The article investigates the mechanism of choosing the optimal of the three proposed investment projects at the production enterprise: production of foam blocks, production of paving slabs, production of concrete mix. To solve the problem of choosing the optimal project, the method of hierarchy analysis proposed by T. Saati was used. The method of analysis of hierarchies is considered to be a general theory of measurement, it is used to derive a scale from pairwise comparisons in multilevel hierarchical structures. Comparisons can be made on the basis of real or approximate values. The method is widely used in tasks related to multicriteria decision making, strategic planning, forecasting, etc. The method of hierarchy analysis allows to quantitatively and qualitatively compare alternative projects. The criteria for comparison were: the total amount of investment required for the project, product demand, expected profitability and payback period of the project. A multicriteria matrix model based on the method of hierarchy analysis is constructed. The relationship between the criteria was established and the consistency of results was assessed at all levels of the model. According to the results of the analysis, the optimal project was determined, which has the greatest value of the component of the vector of global priorities - 0.56529 (for the project involving the production of concrete mixtures). For this project, the criteria of "Demand" and "Profit" have the highest priorities of the vector of alternatives. The application of the method of analysis of hierarchies allows to reduce the amount of before the project work and numerically confirm the choice of the project. В статье рассмотрены три возможных проекта инвестиций производственного предприятия. Исследованы механизмы выбора инвестиционного проекта на предприятии. Определено, что решением задачи выбора оптимального проекта является применение метода анализа иерархий, предложенного Т. Саати. Метод анализа иерархий позволяет количественно и качественно сравнить альтернативные проекты. Критериями для сравнения были: общая сумма капиталовложений, необходимая для реализации проекта, спрос на продукцию, ожидаемая доходность и срок окупаемости проекта. Построена многокритериальная матричная модель на основе метода анализа иерархий. Оптимальным в условиях многокритериальной неопределенности с учетом требований заказчика по результатам анализа был выбран проект по выпуску бетонных смесей.

У статті розглянуто форми та методи державної фінансової та кредитної підтримки інвестиційно-інноваційного розвитку економіки України. Проаналізовано показники фінансування капітальних інвестицій з державного та місцевих бюджетів. Здійснено оцінку надання субвенцій із державного бюджету місцевим бюджетам для фінансування інвестиційних та інноваційних проектів. Висвітлено сучасні особливості та перспективи фінансування інвестиційно-інноваційної діяльності з державного фонду регіонального розвитку. Визначено форми державного інвестиційного кредитування. В статье рассмотрены формы и методы государственной финансовой и кредитной поддержки инвестиционно-инновационного развития экономики Украины. Проанализированы показатели финансирования капитальных инвестиций из государственного и местных бюджетов. Произведена оценка предоставления субвенций из государственного бюджета местным бюджетам для финансирования инвестиционных и инновационных проектов. Освещены современные особенности и перспективы финансирования инвестиционно-инновационной деятельности из государственного фонда регионального развития. Определены формы государственного инвестиционного кредитования. The purpose of the article is to study the forms and methods of state financial and credit support for investment and innovative development in the context of transformational changes in the economy and social sphere. The state investment projects are implemented by the state investment into objects of state ownership with the use of the state capital investments and/or the loans (loans) attracted by the state or under the state guarantees. In the modern economy, the role of the State as a direct investor is preserved for basic life-supporting industries and the social sphere, which are unattractive for private capital, as well as for industries of important State importance. The state according to the legislation of Ukraine, provides direct budgetary financing of scientific and scientific and technical activity which is divided into basic and program and target. The possibility of using state budget funds to finance investment and innovation projects is limited due to a significant budget deficit. Subvents from the state budget to local budgets for implementation of investment projects (programs) are provided exclusively for creation, growth or renewal of fixed funds of the communal form of ownership and are directed to the introduction of energy and resource-saving technologies; Construction and reconstruction of social and cultural facilities; Development of road and public utilities; Implementation of environmental and environmental activities. An important instrument of the State policy of financing investment and innovative development is the creation of a State fund for regional development, the funds of which are directed to the implementation of investment programs and projects for regional development (including cooperation projects and voluntary unification of territorial communities) aimed at the development of the regions. In order to intensify innovation activities in the regions, it is necessary to ensure adequate financing from the State Fund for Regional Development of Investment Regional Programmes and Projects with a concentration of funds on the creation of infrastructure for industrial and innovative parks, ensuring balanced development of the regions and modernization of social, production, transport and engineering infrastructure. An important instrument for enhancing investment and innovation development is state investment lending, the implementation of which takes place in the form of preferential innovation credit, consumer state credit, tax investment credit, state lending of investment projects, state investment lending of economic entities.
