Розглянуто варіанти формулювань, фактори створення і структура формування підприємницького потенціалу. Дослідженні теоретичні підходи до управління формуванням і ефективним використанням підприємницького потенціалу в умовах невизначеності. Запропоновано структурно-логічні схеми стратегічних і оперативних дій, організаційно-економічних складових, мотивацій і особливостей забезпечення підприємницького потенціалу. Надана класифікація необхідних характеристик суб’єктів підприємницької діяльності, здатності котрих складають основу підприємницький потенціалу. Определена сущность предпринимательского потенциала как экономической категории. Рассмотрены варианты формулировок, факторы создания и структура формирования предпринимательского потенциала. Исследованы теоретические подходы к управлению формированием и эффективным использованием предпринимательского потенциала в условиях неопределенности. Предложены структурно-логические схемы стратегических и оперативных действий, организационно-экономических составляющих, мотиваций и особенностей обеспечения предпринимательского потенциала. Представлена классификация необходимых характеристик субъектов предпринимательской деятельности, способности которых составляют основу предпринимательского потенциала. Activation of entrepreneurial activity in conditions of uncertainty and unpredictability of environmental influences and complication of processes of interaction of market participants against the background of economic downturn of economic activity is observed. Entrepreneurial potential is a fundamentally new category in the labor economy. This is due to the fact that the behavior of the company until the next time was not the subject of labor economy. The purpose of the paper is to investigate the theoretical approaches to managing the formation and efficient use of entrepreneurial potential in uncertainty. Classification of the necessary characteristics of the business entities whose abilities form the basis of the entrepreneurial potential provided in the research results. Theoretical approaches to managing the formation and effective utilization of entrepreneurial potential under uncertainty have been investigated. Entrepreneurship is an integration definition that aims to generate profit in the face of risk through the organization of factors of production, new technological methods and the selection of the most productive resources to create new goods. The need for clear structuring and synchronization of the components of effective management of entrepreneurial potential, necessary to ensure compliance with the goals and objectives of entrepreneurship, established. The structure and factors of formation of entrepreneurial potential that determine the detailed expression of its essence are developed. Structural and logical schemes of strategic and operational actions, organizational and economic components, motivations and peculiarities of providing entrepreneurial potential are proposed. When used rationally, they provide the basis for tools for managing entrepreneurial potential, economic behavior and organization of the business environment.Item type:Item, Привабливість підприємницької діяльності в Україні та за її межами: організаційний та податковий аспекти(ЦНТУ, 2018) Шелковникова, О. В.; Shelkovnykova, O.; Shelkovnykova, V.У статті розглянуто найбільш привабливі країни для ведення підприємницької діяльності з точки зору її організації та оподаткування, а також визначено найпривабливішу країну для наших підприємців. Проведено порівняльний аналіз діяльності суб’єктів підприємництва в Естонії та Україні з питань відкриття та керування підприємством, організації розрахунків та діючих систем оподаткування. З’ясовано позитивні риси підприємництва в Україні та окреслено коло невирішених проблем. На основі успішного досвіду Естонії розроблено пропозиції щодо покращення привабливості діяльності суб’єктів вітчизняного підприємництва. В статье рассмотрены наиболее привлекательные страны для ведения предпринимательской деятельности с точки зрения ее организации и налогообложения, а также определена наиболее привлекательная страна для наших предпринимателей. Проведен сравнительный анализ деятельности субъектов предпринимательства в Эстонии и Украине по вопросам открытия и управления предприятием, организации расчетов и действующих систем налогообложения. Определены позитивные черты предпринимательства в Украине и очерчен круг нерешенных проблем. На основе опыта Эстонии разработаны предложения относительно улучшение привлекательности деятельности субъектов отечественного предпринимательства. A lot of Ukrainian entrepreneurs sooner or later accept and make decisions to open a business outside the country. As the result, the economy development slows down, because the capital works for another country. In addition, budget losses from domestic business projects implementation on the territory of other countries do not provide economic growth and realization urgent expenses our country. The article’s aim is study and analyze the attractiveness of entrepreneurial activity abroad for domestic business and develop on this basis effective proposals to improving the conditions for carrying out activities in Ukraine for our enterprises. In the article are considered the most attractive countries for the conduct entrepreneurial activity at the point of organization view and taxation. During the research, the features of entrepreneurial activity of European countries, and also USA, were analyzed. In the result of analysis we found a country with the most optimal terms of doing business for our businessmen. The comparative analysis of business activity was conducted in Estonia and Ukraine at the questions of opening and management an enterprise, calculation organizations and taxation operating systems. The enterprise positive lines were identified in Ukraine and the circle of unsolved problems was outlined. Suggestions were worked on the base of Estonian experience connected to improvement attractiveness for subjects of domestic business activity. The most significant proposals: ensure the operational realization possibility to use electronic systems by an electronic digital signature; develop effective measures to accelerate the introduction tax on capital withdrawn; simplify accounting and reporting procedures; coordinate and implement the draft law of foreign exchange transactions; ensure the free payments introduction with the world-known payment systems; reduce penalties and ensure the implementation mechanism of priority warning.Item type:Item, Розробка та реалізація комплексу регіональних та місцевих програмних заходів розвитку малого та середнього підприємництва(ЦНТУ, 2017) Кропівний, В. Розглянуті механізми державної політики підтримки на місцевому рівні бізнесового середовища, зокрема регіональна програма розвитку малого та середнього підприємництва у Кіровоградській області на 2016-2018 роки. Здійснено узагальнення результатів виконання Програми, визначені основні проблеми, що стримують розвиток підприємництва в регіоні та визначені пріоритетні завдання Програми на наступний період. In order to identify the main reasons that hinder small and medium entrepreneurship development in the region and determine the priority directions of their development, the analysis is made and trends and indicators of SME development in Kirovohrad region are generalized, the mechanisms of the state policy of support at the local level of the business environment are defined, in particular through the implementation of the measures of the regional program of small and medium entrepreneurship development in Kirovohrad region in 2016, the main reasons that hinder the development of entrepreneurship in the region are identified and the priorities of this program for the next period are determined. An analysis of the indicators of SMEs development in Kirovohrad region showed that the general tendency of the dynamics of business entities activity in Kirovohrad region has been improved. However, under present conditions, SMEs are faced with a multitude of constraining factors and problems that have to be tackled on their own. In order to solve the problems, identified during the implementation of the program of the small and medium entrepreneurship development of Kirovograd region for 2016-2018 and the programs of all previous periods, it is expedient to develop and implement such program for a five-year period, taking into account the economic and innovative potential of the region, and to introduce the development of the Concept/Road map for the small and medium entrepreneurship development in Kirovograd region for the period up to 2022.
