П.The article proposes the criteria of the information and reference system for digitalisation of collection, storage, accounting and analysis of scientific publications (conference abstracts) of teachers of the Ukrainian higher education institution (HEI), providing reporting according to certain criteria and interactive data visualisation. The paper presents the results of modelling the structure of data storage that meets the standards of bibliographic description; digitalisation of reporting, which allows generating bibliographic references in APA, IEEE, DSTU 8302:2015 formats and exporting them to PDF, CSV, JSON, XML; implementation of dashboards for visualising statistical data in real time; forecasting scientific activity in accordance with licensing requirements, which allows analysing the dynamics of publications of teachers and students; substantiating the use of project architecture to provide remote access. The proposed approaches can be scaled up to take into account other types of scientific activity, such as scientific articles, methodological publications, patents, etc. Ця наукова праця присвячена вирішенню науково-технічного завдання синтезу інформаційно-довідкової системи для цифровізації збору, збереження, обліку й аналізу наукових публікацій (тез конференцій) викладачів закладу вищої освіти в Україні, забезпечуючи цифрове формування звітності за визначеними критеріями та інтерактивну візуалізацію даних. У статті представлені: результати моделювання структури збереження даних, що відповідає стандартам бібліографічного опису; цифрову трансформацію процесу створення звітності, яка дозволяє формувати бібліографічні посилання у форматах APA, IEEE, ДСТУ 8302:2015 та експортувати їх у PDF, CSV, JSON, XML; реалізацію дашбордів для візуалізації статистичних даних у реальному часі; прогнозування наукової активності відповідно до ліцензійних вимог, що дозволяє аналізувати динаміку публікацій викладачів та студентів; обґрунтовано застосування архітектури проєкту для забезпечення віддаленого доступу та можливості спільної роботи з системою. Запропоновані в статті підходи й рішення можуть бути масштабовані для обліку наукової діяльності, серед яких наукові статті, навчально-методичні видання, патенти і інші академічні активності й досягення, які передбачені чинними в Україні Ліцензійними умовами провадження освітньої діяльності тощо.Item Концепція оцінки ергономічної стійкості транспортного потоку великих міст з урахуванням динамічності зміни впливових факторів(ЦНТУ, 2024) Войтов, В. I.Представлено концепцію оцінки стійкості руху транспортних потоків з урахуванням динамічності зміни впливових факторів. У роботі розроблено методичний підхід прогнозування завантаженості вулиць великих міст. Методичний підхід враховує коливання динамічності транспортного потоку у вигляді зміни прискорення руху автомобілів в потоці та коливання зміни інфраструктури дорожнього середовища, яке пов`язане з кількістю світлофорів, пішохідних переходів та кількістю смуг руху. Сформульовано концепцію моделювання та прогнозування стійкості транспортних потоків великих міст до утворення заторів. Обґрунтовано основні складові концепції, за якими поетапно виконується така оцінка з урахуванням динамічності зміни впливових факторів. Запропонована концепція відрізняється від відомих тим, що враховує коливання параметрів транспортного потоку – щільності та швидкості руху автомобілів, як функції часу. The methodological approach of forecasting the congestion of the streets of large cities, taking into account the fluctuations in the density of traffic flows and the speed of movement of cars in the flow, received further development. The methodical approach takes into account fluctuations in the dynamics of the traffic flow in the form of changes in the acceleration of the movement of cars in the flow and fluctuations in changes in the infrastructure of the road environment, which is associated with the number of traffic lights, pedestrian crossings and the number of lanes for the movement of vehicles. Through modeling, it was found that increasing the acceleration values of cars in the stream significantly increases the range of robustness. At low values of acceleration of cars, the reserve of resistance to the formation of traffic jams decreases, which negatively affects the traffic flow, there is a probability of the formation of traffic jams. The presence of fluctuations in the density of the traffic flow and the speed of movement of cars in the flow, due to changes in the acceleration of cars, allows making adjustments to the value of the robustness criterion ets.Item Прогнозування показників пасажирських перевезень на автомобільному транспорті(ЦНТУ, 2024) Філімоніхіна І. М.; Filimonikhina, I.; Semeniuta, M.; Yakymenko, S.Інтерполяція і апроксимація часто використовуються для оцінки відсутніх значень та прогнозування майбутніх значень різних характеристик тієї чи іншої сфери людської діяльності. Так, в автомобільному транспорті необхідно робити прогнози по основним характеристикам пасажирського транспорту, таким як кількість перевезених пасажирів та пасажирообіг. Через досить високі розкиди в значеннях обсягів перевезень пасажирів досить актуальним є достовірність прогнозування цих показників. Побудова адекватних математичних моделей і достовірні короткострокові прогнози дозволять ефективно управляти роботою автотранспорту і забезпечать підвищення якості обслуговування пасажирів на автомобільному транспорті. The development of the automotive industry is significantly influenced by changes in the socioeconomic and socio-political situations in the country. These changes cause changes in such indicators of passenger transport as the number of transported passengers and passenger traffic. In recent years, there has been a tendency for these indicators to fall. The purpose of this study is to obtain reliable short-term forecast estimates for the number of transported passengers and passenger traffic in the Kirovohrad region. In the work, an analysis of statistical data on the number of transported passengers and passenger traffic of the Main Department of Statistics in the Kirovohrad Region was carried out. For the analysis, standard methods of time series research were used using the Microsoft Excel 2016 software package and the Mathcad mathematical package for the analysis of statistical data and methods of forecasting their changes in a certain period.Item Прогнозування завантаженості вулиць великих міст з урахуванням коливань щільності та швидкості руху транспортних потоків(ЦНТУ, 2024) Войтов, В. С.; Vojtov, V.; Berezhna, N.; Sysenko, I.; Voitov, A.; Kryvenko, L.; Kozenok, A.У роботі розроблено методичний підхід прогнозування завантаженості вулиць великих міст з урахуванням коливань щільності транспортних потоків та швидкості руху автомобілів, які пов’язані з «годинами пік». Методичний підхід, на відміну від раніше відомих, доповнює відомий критерій робастності, розроблений авторами у попередніх публікаціях, що дозволяє підвищити точність прогнозування виникнення заторів. Запропоновано функції зміни щільності транспортного потоку та швидкості руху транспортних засобів у транспортному потоці, що змінюються у часі. Крім реального часу функції містять змінні параметри у вигляді амплітуди коливань та періоду коливань. Це дозволяє зробити адаптацію моделі прогнозування до реальної дорожньої мережі з урахуванням періоду завантаженості мережі та інфраструктури доріг. The work has developed a methodical approach for forecasting the congestion of the streets of large cities, taking into account the fluctuations in the density of traffic flows and the speed of movement of cars in the traffic flow, which are associated with "peak hours". The methodological approach, unlike the previously known ones, complements the well-known robustness criterion developed by the authors in previous publications, which allows to increase the accuracy of forecasting the occurrence of traffic jams.Item Оновлення тракторного парку Полтавської області, аналіз та перспективи(ЦНТУ, 2023) Біловод, О. А.; Bilovod, О.; Padalka, V.; Burlaka, О.Наведено результати досліджень за якісними та кількісними характеристиками придбаних та зареєстрованих тракторів, що відображені у єдиному реєстрі для ведення автоматизованого обліку відділу реєстрації сільськогосподарської техніки Головного управління Держпродспоживслужби в Полтавській області за період з 2018 року по 2023 рік. Обґрунтовані тенденції оновлення тракторного парку, заміни тракторів, рекомендовані шляхи удосконалення організаційно-технічних механізмів забезпечення тракторами підприємств та фізичних осіб, зумовлених воєнним станом. te of the Tractor Park of the Poltava Region, Analysis and Perspectives The purpose of the study is to improve the organizational and technical mechanisms for updating the tractor fleet of enterprises and individuals of the Poltava region, taking into account modern trends and transformations of the region's economy, caused by the state of war. The initial data for the study are the characteristics of purchased and registered tractors from 2018 to 2023, which are reflected in the single register for keeping automated records of tractors of the agricultural machinery registration department of the head office of the State Production and Consumer Service in Poltava region. We include the following characteristics among the investigated factors: 1. The year of registration of tractors in the unified register of automated accounting of tractors of the agricultural machinery registration department of the Main Department of the State Production and Consumer Service in Poltava region. 2. Entities registering tractor equipment are classified by groups: private individuals; farms, enterprises engaged in other economic activities. In the Poltava region from 2018 to 2021, there is a clear tendency of the generalized trend towards a stable increase in the number of purchased equipment for all three selected research groups. The beginning of military events led to a sharp – more than twofold – reduction of purchased and registered tractors and tractor equipment.Item Методи та підходи до моделювання ефективності цілей операцій в транспортних системах(ЦНТУ, 2022) Голуб, Д. В.; Holub, D.Наведено методи та підходи до моделювання цілей операцій в транспортних системах, що дає змогу отримати не лише цілеспрямовані, але і гнучко орієнтовані рішення при виборі стратегії прогнозування їх роботи. Визначені часткові завдання ухвалення рішень для структуризації початкової інформації з використанням методу відображень. Дано класифікацію факторів за характером невизначеності, що є одним з результатів рішення завдання аналізу невизначеності. Сформульовані завдання, що дозволяють оперативно отримувати, аналізувати і обробляти інформацію. Представлено формалізовану постановку завдання формування початкової множини стратегій моделі проблемної ситуації в транспортній системі. З'ясовано, що багато компонент завдання формування початкової множини стратегій явно не задані і евристично формуються особою, що приймає рішення. З урахуванням показника надійності транспортних систем визначено основні напрямки вирішення проблеми задоволення суперечливих вимог до множини початкових стратегій. Узагальнено сукупність ознак, що можуть бути покладені в основу класифікації завдань ухвалення рішень в транспортній системі за ознакою міри визначеності інформації про проблемну ситуацію. Methods and approaches to modeling the goals of operations in transport systems are given, which allows to obtain not only purposeful, but also flexibly oriented solutions when choosing a strategy for forecasting their work. Partial decision-making tasks for structuring the initial information using the mapping method are defined. The classification of factors by the nature of uncertainty is given, which is one of the results of solving the problem of uncertainty analysis. Tasks are formulated that allow to quickly receive, analyze and process information. A formalized formulation of the problem of forming the initial set of strategies for modeling the problem situation in the transport system is presented. It was found that on the one hand, the set of alternatives between the desired result and the conditions of its implementation should be as wide as possible, which will ensure freedom of choice of the decision-maker and minimize the possibility of missing the optimal decision. It is determined that the initial set of strategies should be comprehensive and, therefore, quite narrow, which will allow the decision-maker to verify the alternatives on the available models with resource constraints. It was found that many components of the task of forming the initial set of strategies are clearly not set and are heuristically formed by the decision maker. Taking into account the indicator of reliability of transport systems, the main directions of solving the problem of satisfying conflicting requirements for many initial strategies are identified. It is found that the need, in the general case, to consider not one model, but their multilevel hierarchy is determined by the peculiarity of the efficiency study scheme, in which the description of the higher level depends on generalized and factorized lower level variables. The mathematical formula of the criterion of adaptability in the choice of solutions is given. The set of features that can be used as a basis for the classification of decision-making tasks in the transport system on the basis of the degree of certainty of information about the problem situation is generalized.Item Бізнес-план як елемент оцінки ефективності комерційного співробітництва авіакомпаній України в умовах глобалізації світової авіації(ЦНТУ, 2020) Коваленко, Н. В.; Kovalenko, N.; Stoliarchuk, N.Досліджено переваги використання бізнес-плану як інструменту оцінки ефективності комерційного співробітництва авіакомпаній України в умовах глобалізації світової авіації. Доведено, що бізнес-планування є визначальним напрямком на шляху пошуку механізмів оцінки результатів від комерційної співпраці підприємств цивільної авіації, визначення ризиків та магістралей розвитку в майбутньому. Представлено результати використання бізнес-плану суб'єктами цивільної авіації в світі, як офіційного документу оцінки проектних рішень. Розглянуто можливості застосування бізнес-плану авіакомпаніями України з метою визначення переваг від участі у стратегічних альянсах. Запропоновано шляхи та методи економічної оцінки результатів реструктуризації вітчизняних авіакомпаній з обґрунтуванням комерційних перспектив у бізнес-плані. Based on the results of the world practice in the field of cooperation of civil aviation enterprises, the most promising methods of potentially ensuring the efficiency of operation are the merger or amalgamation of airlines in the form of an aviation alliance or aviation pool. The analysis of research on the application of aspects of business planning in the creation of an aviation pool or aviation alliance showed that, despite the need and demand of practice, this aspect in the theoretical, methodological and scientific direction is not given enough attention. An analysis of the literature showed that aspects of the use of the business plan as an element in determining the effectiveness of mergers of civil aviation enterprises in the context of European integration were not carried out. Referring to the above aspects, the ways of perspective development of Ukrainian airlines in the process of overcoming the conditions of competition and financial crisis by joining aviation alliances and creating pools are clarified. It was found that the main tool for determining the effectiveness of the reorganization of the airline and its financial recovery through cooperation is a business plan as a program of long-term development and assessment of economic feasibility. To achieve the goal of the study, the following tasks were performed: summarized and analyzed current areas of reorganization and financial recovery of Ukrainian airlines - the creation of aviation alliances and pools and opportunities for their development in modern conditions of the air transport market of Ukraine; the methodical approach to improvement of process of substantiation of reorganization and its economic results which is seen in development of the business plan of an estimation of commercial prospects is proved; developed recommendations for taking into account and reflecting in the business plan the features of the processes of creating an aviation alliance or pool. The prospect of further research, given the above, is to develop recommendations for management (management) of the process of reorganization of the airline in the implementation of the business plan to create an aviation alliance or pool. Исследованы преимущества использования бизнес-плана как инструмента оценки эффективности коммерческого сотрудничества авиакомпаний Украины в условиях глобализации мировой авиации. Доказано, что бизнес-планирования является определяющим направлением на пути поиска механизмов оценки результатов коммерческого сотрудничества предприятий гражданской авиации, определение рисков и магистралей развития в будущем. Представлены результаты использования бизнес-плана субъектами гражданской авиации в мире в качестве официального документа оценки проектных решений. Рассмотрены возможности применения бизнес-плана авиакомпаниями Украины с целью определения преимуществ от участия в стратегических альянсах. Предложены пути и методы экономической оценки результатов реструктуризации отечественных авиакомпаний с обоснованием коммерческих перспектив в бизнес-плане.
