Ефективність організації міжнародних перевезень вантажів значно залежить від злагодженої організації роботи станції, яка здійснює повний перелік операцій у взаємодії з митною та іншими державними контролюючими службами. Для якісної роботи та швидкої переробки вагонів виникає необхідність в покращенні інформаційної складової перевізного процесу. Таку можливість дає використання електронного декларування. The article is devoted to the research of proposals on the organization of rational customs control, processing and passing of trains at the border transfer stations of Ukraine in the service international traffic. For quality work and fast processing of cars there is a need to improve the information component of the transportation process export and import freight flows through border transmission stations. This possibility is provided by the use of electronic declaration during the registration of international cargo operations. International transportation of goods is a necessary detail that makes it possible to realize trade relations between states. It is an effective tool of foreign economic activity, without which it would be almost impossible. The efficiency of the organization international cargo transportation significantly depends on the coordinated organization of the work the border transfer station, which carries out a complete list of operations in cooperation with customs, border and other state control services. In order to increase the technology of passing international freight flows through border transfer stations, it is necessary to introduce the latest information and control systems that will reduce the duration of train processing at border transfer stations and, as a result, reduce downtime and delayed cars. Research on the development of technologies and means electronic data exchange that provide information support for international cargo transportation is promising. The electronic data exchange system must comply with the international transport infrastructure, be based on agreed technical parameters and meet the needs of compatibility of transportation technologies as a criterion for the integration of the national transport system into the world system. It is proposed to carry out preliminary declaration of goods and processing transport documents before the departure of the train to the border transfer station to reduce the technological time of processing trains. This will reduce the processing time of the transit train by 105 minutes. The main advantages of the introduction electronic document management: simplification of document management; making effective management decisions; increasing the reliability of the processed information, reducing the downtime of cars. Thus, the introduction of the system pre-declaration of goods and processing of transport documents in the processing international freight traffic will reduce material and labor costs and speed up the passage of goods through customs clearance.Item Сучасний стан автоматизації процедур митного контролю та митного оформлення водних транспортних засобів та товарів, що переміщуються ними(ЦНТУ, 2017) Коновалов, Ю. Зокрема, досліджено програмні комплекси, що використовуються для автоматизації процесів митного контролю та митного оформлення, та визначено переваги використання кожного з них. Крім того, визначено проблемні питання автоматизації митного контролю та оформлення водних транспортних засобів та товарів, що переміщуються ними. The object of this research is studying and analyzing of current state of automation of customs control and customs clearance procedures for water vehicles and for goods which are moved by them. The process of automation provides the observance of customs and tariff regulation measures and creation of conditions of acceleration of goods turnover, which place an important role in regulation of foreign trade of state. The issues of current state of automation of customs control and customs clearance procedures for water vehicles and for goods which are moved by them are opened in the article. Particularly, the software complexes of the SFS of Ukraine (Single Automated Information System SFS; Single Window of SFS, ASCO Inspector, System of Analysis and Risk Management), of private structures (Information System of the Port Community), programs developed by the Customs (Electronic Journal of Container Accounting Red Container), which are used to facilitate customs control by SFS officials, and progressive approaches to the analysis and assessment of risks to the arrival of goods (Cargo Targeting System of the World Customs Organization) which are made out by the World Customs Organization) are researched. Advantages of each of these systems are identified. Furthermore, the problem issues of automation of customs control and customs clearance procedures for water vehicles and for goods which are moved by them are identified. The research shows, that the system “Single Window” of SFS and Information System of the Port Community are duplicate functions of one each other and provides the same service to the subjects of foreign economic activity. Besides, they are characterized by the complex of problem issues as in law field as well in practical field of automation of customs control and customs clearance procedures.Item Нормативно-правова база здійснення митного контролю пасажирських перевезень у пунктах пропуску для повітряного сполучення(ЦНТУ, 2017) Корнійчук, О. О.; Korniichuk, О.У статті досліджено нормативно-правове забезпечення здійснення митного контролю пасажирських перевезень у пунктах пропуску для повітряного сполучення відповідно до вимог правового поля. Проаналізовано вимоги міжнародних та вітчизняних нормативно-правових актів щодо здійснення контрольних заходів при пасажирських переміщеннях через авіаційні пункти пропуску. The object of the researching is analysis of law providing of implementing of Customs Control of passenger traffic in Customs Air Check-points according to requires of international and Ukrainian laws. The issues of providing of international passenger and freight traffic safety are especially important in conditions of increasing threats. Visa liberalization between Ukraine and countries-members of EU provokes demand to work out new tools-bar of Customs Control to be used in the field of increasing international passenger traffic by air. Developed countries’ experience of implementing of control on passenger traffic by air shows the high level of using of risk-oriented Customs Control Tools. These tools are ordered to defying and neutralizing of foreign trade threats, on the one hand; and providing of simplification of Customs Formalities, on the other hand. Analysis and Management Risk System exists in Ukraine today. It is an effective tool of Customs Control, and it provides minimal involving of Customs Authorities into operational activities of all participants of International Providing Chain. In fact, functioning of single module ASAMR in Customs Air Check-points is regulated by law, but is not used in practice. The bill on Changes into Customs Code of Ukraine (on authorized economic operators and simplified of customs procedures) forecasts implementing of Previous Informing System, which is a main condition of effective functioning of Management System.Item Проблеми функціонування інформаційної системи портового співтовариства в морських портах України(ЦНТУ, 2017) Прус, Л. Р.; Prus, L.У статті досліджено використання інформаційної системи портового співтовариства в морських портах. Проаналізовано нормативно-правове, інституційне забезпечення використання інформаційної системи портового співтовариства. Наведено основні напрями проблем практичної роботи за допомогою інформаційної системи портового співтовариства при здійсненні митного контролю та митного оформлення в Україні. З’ясовано, що приватна фірма монополізувала процес обробки даних в портах України, а розроблена нею програма не відповідає чинному законодавству, зокрема Митному кодексу України та набула значних повноважень у частині встановлення умов доступу та функціонування інформаційної системи портового співтовариства. The purpose of the article is to analyze the main aspects of the use of the information system of the port community in Ukraine. The article investigates the use of the information system of the port community in seaports. The normative-legal, institutional support for using the information system of the port community is analyzed. The main directions of problems of practical work with the help of the information system of the port community during the implementation of customs control and customs clearance in Ukraine are given. It was clarified that the private firm monopolized the data processing process in the ports of Ukraine, and the program developed by it does not comply with the current legislation, in particular the Customs Code of Ukraine, and has acquired significant powers in terms of establishing the conditions of access and operation of the information system of the port community. Scientific novelty consists in complex consideration of issues related to the procedure and features of functioning of the information system of the port community in the seaports of Ukraine. The practical significance is to focus on the negative consequences of non-interference of government agencies in a situation that has all the signs of corruption and the need to address the existing problem issues related to the implementation of the "single window" principle, in particular, the DFS of Ukraine. The results of the study can be used by public authorities, in particular, within the framework of the DFS of Ukraine, AMPU, to improve the mechanism of information exchange between actors and state controlling bodies in the seaports of Ukraine.Item Управління ризиками та аналіз діяльності суб`єктів зовнішньоекономічної діяльності митними органами країн ЄС(КНТУ, 2015) Медвідь, Ю. О.; Medvid, Y.У статті розкрито особливості процесу управління митними ризиками в країнах ЄС. Визначено основні групи ризиків та основні групи показників діяльності суб’єктів зовнішньоекономічної діяльності (ЗЕД), що аналізуються митними органами. Встановлено, що сучасними тенденціями аналізу митних ризиків є моделювання ланцюга поставок товарів, дослідження інформації, що пов’язана з виявленими фактами неправомірності та фактами, що можуть свідчити про ймовірність недотримання митних правил. The article reveals peculiarities of customs risk management process in the EU in the aspect of analysis of foreign activities of economic entities. In particular, the process of customs risk management includes the following steps: establishing strategic, organizational and management principles, analysis and risk assessment, risk treatment, monitoring. The basis of the risk system is the analysis of risk indicators of foreign economic activity of entities. Among key indicators we can highlight the next: frequency and volume of declaration of goods by entities engaged in the foreign economic activities; dynamics of the ratio declaration of customs value and customs duties; declaration of goods, which belong to groups of products with significant differentiation of rates of duties or originate from countries with customs preferences; mode and route of goods delivery; the time interval and consistency of places of customs clearance; changing suppliers, country of origin, classification of goods by entities engaged in the foreign economic activities and others. Current trends of customs risk analysis are paying increasing attention to modeling of the goods supply chain, research of information and indexes of foreign entities activity related to revealed facts of irregularities and facts that may indicate possible non-compliance of rules of crossing the goods through the border.Item Особливості імплементації положень Кіотської конвенції у вітчизняну практику здійснення митної справи(КНТУ, 2014) Руда, Т. В.; Ruda, TatianaУ статті проаналізовано основні положення Кіотської конвенції з позиції їх імплементації в українське митне законодавство. Проаналізовано митну термінологію, наведену у Загальному додатку Кіотської конвенції та наведено задекларовані у ній основні напрями спрощення митних процедур. Окрім того, в статті окреслено основні проблемні моменти на шляху узгодження українського та міжнародного митного законодавства та визначено практичні напрацювання у даній сфері. The aim of the paper is to analyze the main provisions of the Kyoto Convention and outline problematic issues of Ukrainian integration into the regulatory framework in the field of customs. This paper examines the main provisions of the Kyoto Convention on the position of their implementation to Ukrainian customs legislation. Customs analyzed the terminology given in the General Annex of the Kyoto Convention and declared it defined the main directions of the simplification of customs procedures. In addition , the article outlines the main bottlenecks in the way of harmonization of Ukrainian and international customs laws and identifies best practices in this area. According to the study , it is reasonable to conclude that the provisions of the Kyoto Convention aimed at improving communication links between customs authorities and economic operators that aims to simplify, unify and reduce the costs of customs procedures. Implementation of its provisions in domestic practice will help bring Ukraine closer to the European standards of management and enhance the development of international cooperation.
