    The Concept of Digital Transformation of Monitoring Scientific Activity of Participants in Educational Process of the Ukrainian HEI

    The article proposes the criteria of the information and reference system for digitalisation of collection, storage, accounting and analysis of scientific publications (conference abstracts) of teachers of the Ukrainian higher education institution (HEI), providing reporting according to certain criteria and interactive data visualisation. The paper presents the results of modelling the structure of data storage that meets the standards of bibliographic description; digitalisation of reporting, which allows generating bibliographic references in APA, IEEE, DSTU 8302:2015 formats and exporting them to PDF, CSV, JSON, XML; implementation of dashboards for visualising statistical data in real time; forecasting scientific activity in accordance with licensing requirements, which allows analysing the dynamics of publications of teachers and students; substantiating the use of project architecture to provide remote access. The proposed approaches can be scaled up to take into account other types of scientific activity, such as scientific articles, methodological publications, patents, etc. Ця наукова праця присвячена вирішенню науково-технічного завдання синтезу інформаційно-довідкової системи для цифровізації збору, збереження, обліку й аналізу наукових публікацій (тез конференцій) викладачів закладу вищої освіти в Україні, забезпечуючи цифрове формування звітності за визначеними критеріями та інтерактивну візуалізацію даних. У статті представлені: результати моделювання структури збереження даних, що відповідає стандартам бібліографічного опису; цифрову трансформацію процесу створення звітності, яка дозволяє формувати бібліографічні посилання у форматах APA, IEEE, ДСТУ 8302:2015 та експортувати їх у PDF, CSV, JSON, XML; реалізацію дашбордів для візуалізації статистичних даних у реальному часі; прогнозування наукової активності відповідно до ліцензійних вимог, що дозволяє аналізувати динаміку публікацій викладачів та студентів; обґрунтовано застосування архітектури проєкту для забезпечення віддаленого доступу та можливості спільної роботи з системою. Запропоновані в статті підходи й рішення можуть бути масштабовані для обліку наукової діяльності, серед яких наукові статті, навчально-методичні видання, патенти і інші академічні активності й досягення, які передбачені чинними в Україні Ліцензійними умовами провадження освітньої діяльності тощо.

    Роль грошово-кредитної політики України у забезпеченні економічного зростання в умовах цифрових трансформацій

    В статті обґрунтовується необхідність переосмислення монетарної політики НБУ на основі досягнення цільових орієнтирів прискорення економічного зростання та підвищення продуктивності економіки, всебічного залучення проривних цифрових можливостей. Обґрунтовано, що збереження існуючої консервативної монетарної політики не відповідає потребам прискорення економічного зростання, яке в умовах цифрових трансформацій має відчутні можливості. Доведено, що переосмислення та модернізація монетарної політики НБУ має відбуватись з урахуванням домінуючої немонетарної природи трансформаційних процесів української економіки, що в комплексі з іншими заходами економічної політики забезпечить передумови прискорення економічного зростання. В статье обосновывается необходимость переосмысления монетарной политики НБУ на основе достижения целевых ориентиров ускорения экономического роста и повышения производительности экономики, всестороннего привлечения прорывных цифровых возможностей. Обосновано, что сохранение существующей консервативной монетарной политики не отвечает потребностям ускорения экономического роста, который в условиях цифровых трансформаций приобретает ощутимые возможности. Доказано, что переосмысление и модернизация монетарной политики НБУ должны производиться с учетом доминирующей немонетарной природы трансформационных процессов в украинской экономике в комплексе с другими мерами экономической политики, что обеспечит предпосылки ускорения экономического роста. It is substantiated the need to rethinking of the monetary policy of the NBU on the basis of achieving the targets of accelerating economic growth and increasing the productivity of the economy, comprehensively attracting breakthrough digital opportunities, including in the financial sector of the economy. It has been proven that Ukraine has a range of negative trends hampering economic development, which causes the spread of such negative phenomena as: debt growth, blocking domestic investment, increasing dependence on credit resources and increasing of its price, increasing of import dependence, spreading of the social inequality and labor migration. It has been substantiated that the preservation of the existing conservative monetary policy does not meet the needs of accelerating economic growth, which in the conditions of digital transformation acquires tangible opportunities. In the process of research, the main tasks of technical and technological renewal of production and increasing in labor productivity were identified, the achievement of which should be promoted by the monetary policy of the NBU. It is revealed that for the Ukrainian central regulator there is a growing need to solve the problem of developing a cashless society and determine its own position regarding to the possibilities of using crypto currencies not nominated in national currency, which can erode the sovereignty of the NBU. The article proves that the rethinking and modernization of the NBU monetary policy should be carried out taking into account the dominant non-monetary nature of the transformation processes in the Ukrainian economy in conjunction with other economic policy measures, which will provide the prerequisites for accelerating economic growth.
