    Проблемные аспекты функций финансов и распределительного процесса общественного продукта

    Исследованы распределительные и перераспределительные отношения в связи с развитием финансового рынка и обоснована необходимость выделения функции наращивания общественного богатства в качестве одной из основных функций финансов. Рассмотрено содержание финансовой системы государства, обоснованы взаимосвязи и взаимозависимости её сфер и звеньев. Предложено включать финансовый рынок в структуру финансовой системы государства в связи с тем, что он трансформирует денежные перераспределительные отношения и способствует приумножению общественного богатства. Система распределительных и перераспределительных отношений в обществе рассмотрена в контексте белорусского финансового законодательства. Досліджено розподільчі і перерозподільчі відносини в зв'язку з розвитком фінансового ринку та обґрунтовано необхідність виділення функції нарощування суспільного багатства в якості однієї з основних функцій фінансів. Розглянуто зміст фінансової системи держави, обгрунтовані взаємозв'язки і взаємозалежності її сфер і ланок. Запропоновано включати фінансовий ринок в структуру фінансової системи держави в зв'язку з тим, що він трансформує грошові перерозподільчі відносини і сприяє примноженню суспільного багатства. Система розподільчих і перерозподільчих відносин в суспільстві розглянута в контексті білоруського фінансового законодавства. The distributive and redistributive relations in connection with development of the financial market are investigated and need of allocation of function of accumulation of public wealth as one of the main functions of finance is proved. The maintenance of a financial system of the state is considered, interrelations and interdependence of her spheres and links are proved. It is offered to include the financial market in structure of a financial system of the state because it transforms the monetary redistributive relations and promotes enhancement of public wealth. The system of the distributive and redistributive relations in society is considered in the context of the Belarusian financial legislation.

    Фінансове управління розвитком підприємства у нестабільному середовищі

    У статті визначено особливості сучасного управління фінансами промислового підприємства, їх роль та функції. Запропоновано методичні підходи до удосконалення управління грошовими потоками на підприємстві. Проведено розрахунки економічної ефективності запропонованих заходів. Особливу увагу приділено фінансовому регулюванню. Розглянуті вимоги і норми державного фінансового регулювання, які є обов'язковими для всіх господарюючих суб'єктів і необхідні для забезпечення максимальної віддачі, ефективності фінансового управління, більш повного і комплексного використання наявних у розпорядженні підприємств фінансових інструментів. Обґрунтовано, що для забезпечення ефективного управління фінансами підприємству необхідно враховувати питання фінансового регулювання на всіх рівнях, і особливо там, де воно не може впливати на його умови і закони. The article defines the features of a modern industrial enterprise financial management , their role and functions. These areas of financial regulation and implemented enterprise independently of their choice depending on the goals and objectives of the strategic development , organizational and managerial capabilities, business size. It is necessary to maximize the impact, financial management, a more complete and comprehensive utilization of available financial instruments businesses. The analysis suggests that to ensure effective financial management enterprise must consider questions of financial regulation at all levels, and especially where it can not affect its conditions and laws. That is why the financial management of the enterprise involves the development of a specific financial strategy and tactics based on the financial analysis, a comprehensive assessment of its results, forecasting revenues and expenses, changes in the structure of assets and liabilities, changes in the volume and cost structure of sales, profits, as well as the dynamics of environmental factors. Solutions have to be a variant character, and one of the tasks of financial management - selection of the most rational and workable options simultaneously ensure economic production process.
