    Развитие научной деятельности региона: стратегический подход, экономическая эффективность

    Целью статьи является рассмотрение вопросов эффективности функционирования процессов научного обеспечения экономики на региональном уровне, формирование соответствующих научнопрактических рекомендаций для активизации инновационных процессов на уровне субъектов Российской Федерации. В результате исследования автором разработан и апробирован алгоритм составления рейтинга субъектов Российской Федерации по уровню эффективности научного обеспечения экономики. Формирование подобных рейтингов позволяет своевременно принимать управленческие решения, направленные на стратегическое инновационное развитие хозяйства регионов. Метою статті є розгляд питань ефективності функціонування процесів наукового забезпечення економіки на регіональному рівні, формування відповідних науково-практичних рекомендацій для активізації інноваційних процесів на рівні суб'єктів Російської Федерації. У результаті дослідження автором розроблено і апробовано алгоритм складання рейтингу суб'єктів Російської Федерації за рівнем ефективності наукового забезпечення економіки. Формування подібних рейтингів дозволяє своєчасно приймати управлінські рішення, спрямовані на стратегічний інноваційний розвиток господарства регіонів. Purpose of the article is to examine the efficiency of the processes of scientific support for the economy at the regional level, the formation of the relevant scientific and practical recommendations for enhancing innovation processes at the level of the Russian Federation. As a result of research by the author developed and tested an algorithm of the rating of the Russian Federation on the level of scientific support for the effectiveness of the economy. Formation of such ratings allows to make management decisions for the strategic development of innovative farming regions.

    Рейтингові системи ранжування вищих навчальних закладів: українські та світові методики

    У статті охарактеризовано концептуальні засади методології проведення ранжування вищих начальних закладів відповідно до українських та світових рейтингових систем. Розкрито вплив рейтингових систем на поведінку абітурієнтів при виборі вищого навачльного закладу. Проаналізовано методики проведення українських рейтингів, виділено найбільш популярні з них та представлено лідерів національних рейтингів. Виокремлено світові рейтингові методики ранжування вищих навачльних закладів та позиції українських університетів в них. Крім того, проаналізовано нову рейтингову багатовимірну систему U-Multirank. The main aim of this article is to analyze the methodology of ranking of the higher education institutions by using the international and Ukrainian rating systems. The article describes the conceptual bases of methodology of the realization the ranking of higher education institutions according to Ukrainian and international rating systems. The influence of rating systems on the behavior of applicants in choosing the higher education institution are uncovered. The methodologies of Ukrainian rankings are analyzed, the most popular of them are selected, the leaders of national ratings are represented. The methodologies of the international ranking of the higher education institutions universities and the position of Ukrainian universities in them are distinguished. Additionally, the new multivariate rating system as U-Multirank is explored. It was proved, that the rating "TOP-200 Ukraine" highlights the actual indicators such as the number of teachers, foreign students and others, while the rating of "Compass reflects an assessment of the higher education institution by the graduates and employers in terms of conformity of the level of educational services to the needs of the labor market, that is more objective assessment. Moreover, it was defined, that the unifying the indicators for international methods are: the number of articles. which are published in relevant international journals; the level of citation and also the share of the foreign students and teachers.
