Item Ідентифікація проблем та напрямів поліпшення формування трудового потенціалу регіону як чинника забезпечення ефективного інноваційного розвитку(Льотної академії НАУ, 2019) Шалімова, Н. С.; Магопець, О. А.; Шалімов, В. В.Проаналізовано трудовий потенціал регіону, тенденції його формування як основного чинника забезпечення інноваційного розвитку регіону. Ідентифіковано основні проблеми в сфері формування трудового потенціалу регіону, які полягають у суттєвому зменшенні трудового потенціалу в цілому, масовому відтоку молодих фахівців з метою працевлаштування за межі регіону, порівняно нижчій частці зайнятих з вищою освітою, зменшенні економічно неактивного населення старше працездатного віку, зростанні частки осіб працездатного віку в загальній кількості економічно неактивного населення. Здійснено прогнозування чисельності трудових ресурсів Кіровоградської області на період до 2042 року за такими показниками, як чисельність економічно активного населення, зайнятого населення, безробітного населення, економічно неактивного населення за трьома сценаріями – оптимістичним, середнім (найбільш імовірним) та песимістичним. Розроблено пропозиції щодо зменшення загроз в сфері формування трудового потенціалу в контексті забезпечення регіонального інноваційного розвитку. The purpose of the study is to identify the problems and directions of improving the formation of the labor potential of the region in the context of providing innovative development. In the course of the research, general scientific methods (analysis, synthesis, induction, deduction, concretization, classification) and special methods (economic-mathematical, statistical, comparative analysis) were used. The main problems in the sphere of formation of the labor potential of the region were identified: (1) reduction of the labor potential of the Kirovograd region for the period 2000-2018, including the level of economic activity, employment, rising unemployment; (2) the proportion of persons with full and basic tertiary education is lower than the average in Ukraine, while the proportion of persons with a junior diploma and a skilled worker is higher than the average in Ukraine; (3) the structure of the economically active population by age attests to the redistribution of youth from the Kirovograd region for the benefit of other regions of Ukraine; (4) an increase in the proportion of persons of working age in the total economically inactive population, including reasons for fulfilling household (family) duties, health status, seasonal nature of work, discouragement, lack of desire to seek work or ignorance, where and how to do it; (5) among the economically inactive population in the Kirovohrad Oblast, in comparison with the average data in Ukraine, the higher proportion of persons with incomplete higher and vocational education or no education at all. The forecast of the number of labor resources of the Kirovohrad region for the period up to 2042 is made by such indicators as the number of economically active population, employed population, unemployed population, economically inactive population in three scenarios - optimistic, average (most likely) and pessimistic. Proposals for reduction of threats in the sphere of formation of labor potential in the context of regional innovation development have been elaborated. The practical significance of the results of the scientific research is that the results of studies on the analysis and forecasting of staffing in the Kirovohrad region and proposals for balancing labor potential and needs of the regional labor market in accordance with strategic development priorities will allow to develop measures at the regional level to improve the use of labor potential in the Kirovohrad region.Item Research of Qualitative and Quantitative Composition of Economically Active and Non-active Population of the Region as a Factor of Formation of Innovative Development Strategy(Kalmosani, 2019) Shalimova, N.; Magopets, O.; Shalimov, V.; Шалімова, Н. В.The labor potential of the region (on the example of the Kirovohrad region), tendencies of its formation as the main resource of innovative activity in the context of providing innovative development of the region are analyzed. The tendencies of change of economically active, employed and unemployed population of Kirovohrad region for the period 2000-2018 are determined. The balance of labor resources of Kirovohrad region from the point of view of their distribution by age groups, taking into account working capacity, by level of economic activity, employment, including formal is calculated. Dynamics and structure of age of economically inactive population of Kirovohrad region for the period from 2000 to 2018 are investigated. A comparative analysis of the structure of economically active and economically inactive population of Ukraine and Kirovohrad region by age and level of education is conducted. The following threats for further innovative development of the region are specified: a significant share of economically inactive, unemployed and informally employed population, significant outflow of young people, as the most prone to innovative activity of the population category, due to internal and external migration. The official reasons for economic inactivity of the population of Kirovograd region and tendencies of their similarity with other regions of Ukraine are distinguished. It is substantiated that by the share of economically inactive population who fulfills their household duties and is “lost” in the job search process Kirovograd region is among certain western regions of the Ukraine. It is concluded that the actually economically inactive population of these regions forms the proportion of the population who goes to work abroad or work in the informal sector and is not covered by the relevant statistical observations.
