| dc.description.abstract | У статті вирішується важлива економічна загальнотеоретична та прикладна проблема: теоретико-економічне обґрунтування негативних існуючих тенденцій ціноутворення у сфері комунальних послуг. Визначено загальну економічну тенденцію: постійне підвищення цін на послуги підприємств житлово-комунального господарства та відсутність будь-якої обґрунтованості такої тенденції. Наведено наслідки такої тарифної політики. Проаналізовано зміну структури споживання населення, згідно якої витрати на житлово-комунальні послуги займають перше місце за витратами, особливо в опалювальний період для осіб, що мають централізоване опалення. Синтезовано системні зловживання представниками монополій, що здійснюють надання житлово-комунальних послуг у розрізі надання хибної інформації щодо структури витрат виробництва та їх системного завищення, перекладання відповідальності за підвищення цін на міжнародні кредитні організації. Визначено нову закономірність економічного розвитку в Україні – принципово новий тип економічних циклів – гіперкороткі „сезонні комунальні” цикли, які визначаються інтенсивністю використання різних житлово-комунальних послуг, в першу чергу енергоресурсів, що використовуються для опалення. The article deals with the important economic theoretical and applied problem: theoretical and economic substantiation of negative existing tendencies of pricing in the field of utilities, in particular, through economic laws and categories. The general economic trend that has taken place during the last 5 years has been determined: constant increase of prices for services of enterprises of housing and communal services and absence of any justification of such tendency. The changes in the structure of population consumption are analyzed, according to which expenditures for housing and utilities occupy the first place in terms of costs, especially in the heating period for people with centralized heating. Nutrition and the purchase of clothing in the majority of the population in modern conditions is the final principle. The subsistence minimum, minimum wages and the minimum pension are insufficient to cover housing and communal expenses. Systemic abuses are being synthesized by representatives of monopolies providing housing and communal services in the context of providing false information about the structure of production costs and their systemic overstatement, shifting responsibility for raising prices for international credit organizations. This leads to the receipt of super-profits both in the official and informal dimensions, redistribution of income in favor of the oligarchic population and the impoverishment of the absolute majority of citizens, exchange rate fluctuations, and the withdrawal of foreign exchange resources from the country, demographic complications, falling domestic business activity, increasing budget deficits and public debt accumulation. The new regularity of economic development in Ukraine is defined – a fundamentally new type of economic cycles – hyper-short "seasonal communal" cycles, which are determined by the intensity of utilization of various housing and communal services, primarily the energy used for heating. | uk_UA |
