Abstract
У статті досліджується інформаційний фактор у системі державного управління в розрізі можливості впливу на ціни. Визначено сутність та роль інформації в сучасному світовому господарстві з орієнтацію на країни – лідери світового розвитку. Наведено характеристику економічної системи України, яка, так само як і більшість країн колишнього СРСР, характеризується олігархічним укладом, поєднанням економічної та політичної влади, але з декларуванням ринкових цінностей. Визначено принципи побудови та організації системи державного управління та державного регулювання економіки в Україні, проаналізовано домінування особистого матеріального інтересу окремих представників системи державного управління над суспільними та національними інтересами.
Наведено сутність та зміст індустріальної стадії розвитку економіки, визначено відмінність української цивілізаційної стадії, яку вважати індустріальною можна лише умовно, враховуючи наявні процеси та тенденції.
Запропоновано новий економічний термін – „інформаційна бульбашка”, як складова витрат виробництва монополій державного значення, що характеризується неправильним розумінням ролі інформації правлячим класом України та зловживанням інформаційним фактором органами державного управління. Побудовано нову формулу витрат виробництва приватних монополій, що забезпечують населення комунальними послугами, діяльність яких різними способами підтримують органи державної влади. Визначено нову складову цих витрат – „інформаційні витрати”, яка може призводити до суттєвого збільшення як ціни комунальних послуг, за якими вони надаються населенню, так і монопольного прибутку власників компаній.
Спрогнозовано негативні наслідки застосування цього чинника при врахуванні витрат виробництва, що спроможне призвести до економічної кризи нового типу. Визначено певні конкретні заходи, що сприятимуть уникненню появи криз подібного типу в майбутньому.
The article investigates the information factor in the system of public administration in terms of the possibility of influencing prices. The essence and role of information in the modern world economy from the orientation towards the countries – leaders of world development are determined. The characteristics of the economic system of Ukraine, which, like most countries of the former USSR, is characterized by an oligarchic structure, a combination of economic and political power, but with the declaration of market values, is described. The principles of construction and organization of the system of state administration and state regulation of the economy in Ukraine are determined, the domination of personal financial interests of some representatives of the system of state administration over social and national interests is analyzed.
The essence and content of the industrial stage of economic development are presented, the distinction between the Ukrainian civilization stage is determined, which can be considered industrial only conditionally, taking into account existing processes and tendencies.
A new economic term – "information bubble" – is proposed as a component of production costs of monopolies of state importance, characterized by a misunderstanding of the role of information by the ruling class of Ukraine and the abuse of the information factor by public administration. A new formula for the costs of production of private monopolies, which provide the population with communal services, whose activities are supported by various bodies of state power in various ways, is constructed. A new component of these costs is identified – "information costs", which can lead to a significant increase in both the prices of utilities, for which they are provided to the population, and the monopoly profit of the owners of companies.
The negative consequences of applying this factor are forecasted, taking into account production costs that can lead to a new type of economic crisis. Certain concrete measures have been identified that will help to avoid the appearance of crises of this type in the future.
