Item Management in the education system: global tendencies, reforming and innovations(FIT CTU in Prague, 2023) Рябоволик, Т. Ф.; Riabovolyk, T.In this section the issues of management in the education system, research of global tendencies and their implementation in Ukrainian realities are raised. The importance of reform and innovation processes in the educational space is determined. In the 21st century, it is no longer enough to simply graduate from school or university in order to have certain knowledge, skills and competencies for the labor market that will be sufficient for the rest of your life. The issue of conscious lifelong learning of person is actualized. By studying the peculiarities of the process of production of educational services, the factors that act as a brake in the reforming of the education system have been identified, namely: a long period of getting an education; state funding and monopolistic practices; high costs of entry into the market for private structures; high social and financial costs of transition from one producer of educational services to another. According to the global tendencies, the four possible scenarios of development in the educational space were considered, namely: 1) strengthening the position of traditional education in the educational establishment; 2) outsourced education; 3) an educational establishment is an educational center; 4) end-to-end learning. The factors that will change the educational process in the nearest years are analyzed. The priority areas of future have been explored and the "portrait" of an innovative professors has been considered. The tendencies in distance learning are identified and the main goals of reforming the education system are considered. In particular, the constant development of distance learning contributes to the emergence of new tendencies, including blended learning, microlearning, mobile learning, gamification, and artificial intelligence. These elements are just some of the latest tendencies that are forming the future of distance education, which have the potential to make education more interesting, personalized, and accessible for learners around the world. The detailed measures for reforming the education system in general for Ukraine during the post-war reconstruction are proposed. В даному розділі піднімаються питання менеджменту в системі освіти, дослідження світових тенденції та їх імплементація в українські реалії. Визначено важливість реформи та інноваційних процесів в освітньому просторі. В ХХІ столітті стає недостатнім просто закінчити школу чи університет, щоб мати певні знання, навички та компетенції для ринку праці яких вистачить на все подальше життя. Підіймаємо проблематику навчання протягом всього свідомого життя особистості. Досліджуючи особливості процесу виробництва освітніх послуг встановили фактори, що виступають гальмом в реформуванні системи освіти. Згідно світових тенденцій розглянули ймовірні чотири сценарії розвитку в освітньому просторі. Проаналізували чинники, що наступними роками будуть змінювати освітній процес. Дослідили пріоритетні галуз майбутнього та розглянули, так би мовити, «портрет» викладача інноватора. Розглянули тенденції дистанційного навчання та визначили головні цілі реформування системи освіти. Наведено основні підходи до визначення інноваційного потенціалу регіонів, а також розглянуто переваги та недоліки найбільш поширених методів його оцінки. Встановлено метод інтегральної оцінки як найбільш оптимальний з переліку розглянутих для оцінки інноваційного потенціалу регіонів в умовах кластеризації національної економіки. Запропоновано алгоритм інтегральної оцінки ефективності використання інноваційного потенціалу регіонів та підібрано блоки показників стимулюючого і де стимулюючого характеру впливу на формування узагальнюючого показника. The paper is devoted to the research of problems related to the innovative development of the country's economy, the necessity of forming the appropriate policies and evaluate of innovation potential at the regional level. The main approaches of determining the innovative potential of the regions are presented, as well as the advantages and disadvantages of the most common methods of its evaluation are considered. The method of integral evaluation is indicated as the most optimal among the list of the considered for the evaluation of innovative potential of regions in conditions of clusterization of the national economy.
