    The acceleration of the pace of innovative development of the economy of Ukraine necessitates the search for effective ways of forming innovative-integrated structures, studying foreign experience of their creation and compliance of regulatory and legal regulation of these issues with the world legislative practice. As the level of socio-economic development of different regions of Ukraine is significantly differentiated, it is advisable to develop and approve a methodology for assessing the readiness of regions to form innovative-integrated structures. The inefficiency of the territorial innovation potential and the stagnation of the socio-economic development of the national economy, which are significant threats to the national security of the state, testify to the need to justify the applied aspects (including organizational, regulatory, logistical, financial, personnel, educational, information support) of creating innovative structures in the regions of the country in accordance with the priorities defined by the National Innovation System and the available resources, defines key performance indicators for their performance.

    Основні складові інтегральної оцінки інноваційного потенціалу регіонів в умовах кластеризації національної економіки

    Стаття присвячена дослідженню проблем, пов’язаних з інноваційним розвитком економіки країни, необхідністю формування відповідної політики та оцінці інноваційного потенціалу на регіональному рівні. Наведено основні підходи до визначення інноваційного потенціалу регіонів, а також розглянуто переваги та недоліки найбільш поширених методів його оцінки. Встановлено метод інтегральної оцінки як найбільш оптимальний з переліку розглянутих для оцінки інноваційного потенціалу регіонів в умовах кластеризації національної економіки. Запропоновано алгоритм інтегральної оцінки ефективності використання інноваційного потенціалу регіонів та підібрано блоки показників стимулюючого і де стимулюючого характеру впливу на формування узагальнюючого показника. The paper is devoted to the research of problems related to the innovative development of the country's economy, the necessity of forming the appropriate policies and evaluate of innovation potential at the regional level. The main approaches of determining the innovative potential of the regions are presented, as well as the advantages and disadvantages of the most common methods of its evaluation are considered. The method of integral evaluation is indicated as the most optimal among the list of the considered for the evaluation of innovative potential of regions in conditions of clusterization of the national economy. The algorithm of the integrated evaluation of the efficiency of using of innovative potential of regions is proposed and the blocks of the stimulating and de-stimulating indicators of influence on the formation of the summarized indicator are selected.
