А.The subject of the paper reveals the prospects of adopting the foreign experience to regulate the social development of human resources in Ukraine. In the global economic crisis, according to researchers, human resources should become the basis of the country's competitiveness on the world stage. Human resources accumulate skills, as well as they are mobile and adaptable to new challenges. By the author the definition of social development of human resources as a driving factor in strengthening the social welfare is presented, the main factors, which influence on it are identified and the mechanism of social development of human resources is presented. In paper the comparative analysis of the level of human resources development in Ukraine and other countries is conducted by the author. The position of Ukraine in the world ranking of human resources development was studied. Along with this, the Ukraine's place in the world ranking was determined by such indicators as: Human Capital Index, Quality of Life Index and the Legatum Prosperity Index. The author also identified the main weaknesses that hinder the achievement of efficiency in human resource management in general. The main vectors to which the state policy on human resources regulation should be directed were found out, and possible consequences of the global pandemic impact on further development of the state economy were highlighted. The tendencies of the global labour market were clarified and it is emphasized that in the economic crisis for the forming and development of human resources, in addition to overcoming the above problems, the state needs to strengthen influence on domestic enterprises to save workplaces. The paper also states that an important factor in the social development of human resources in the opinion of the world community is the forming of professional skills that will increase workforce competitiveness.Item Особливості ресурсного потенціалу Кіровоградської області у контексті розвитку регіонального ринку праці(Інститут демографії та соціальних досліджень імені М.В. Н.Проведено оцінку ресурсного потенціалу Кіровоградської області, визначено тенденції змін на регіональному ринку праці. Розкрито особливості формування та використання трудового потенціалу, здійснено оцінку рівня кадрового забезпечення Кіровоградської області. Оцінка ґрунтується на поєднанні інформації офіційних статистичних джерел та результатів дослідження автора, що забезпечує її комплексність. Проаналізовано індекс регіонального людського розвитку та охарактеризовано динаміку індексу за останні 10 років. За результатами здійсненої оцінки рівня регіонального людського розвитку Кіровоградської області запропоновані першочергові завдання за наступними блоками: відтворення населення, соціальне середовище, комфортне життя, добробут та гідна праця. Результати дослідження дозволяють оцінити позитивні та негативні зміни на ринку праці, у сфері зайнятості населення, а також в системі підготовки та підвищення кваліфікації працівників. Сформульовано заходи щодо підвищення якості формування, ефективності використання та рівня розвитку трудового потенціалу області. The assessment of the resource potential of Kirovohrad region was made and the tendencies in changes of the regional labour market were determined. The peculiarities of the formation and exploitation of labour potential were disclosed and the assessment of the staffing rate in Kirovohrad region was made. The assessment is based on the combination of the official statistic information and the results of the author’s research which provides its comprehensiveness. The analysis of the regional human development index was made and the dynamics of the index over the past 10 years was characterized. The priority tasks for the following blocks: the reproduction of the population, the social environment, comfortable life, well-being and decent work were proposed according to the results of the assessment of the level of the regional human development Kirovograd region. The results of the research allow assessing positive and negative changes on the labour market, in the sphere of employment as well as in the system of training and re-training staff. The priority measures to raise the quality of formation, efficiency of application as well as the level of the development of the regional labour potential were formulated in the article. Проведена оценка ресурсного потенциала Кировоградской области, определены тенденции изменений на региональном рынке труда. Раскрыты особенности формирования и использования трудового потенциала, осуществлена оценка уровня кадрового обеспечения Кировоградской области. Оценка основана на сочетании информации официальных статистических источников и результатов исследования автора, что обеспечивает ее комплексность. Проведен анализ индекса регионального человеческого развития и охарактеризована динамика индекса за последние 10 лет. По результатам осуществленной оценки уровня регионального человеческого развития Кировоградской области предложены первоочередные задания по следующим блокам: воспроизводство населения, социальная среда, комфортная жизнь, благосостояние и достойный труд. Результаты исследования позволяют оценить положительные и отрицательные изменения на рынке труда, в сфере занятости населения, а также в системе подготовки и повышения квалификации работников. Охарактеризовані ключові проблеми взаємопов'язаного функціонування ринків праці та освітніх послуг. Запропоновано напрями вдосконалення взаємодії ринку праці та ринку освітніх послуг регіону.
