    Методичне забезпечення аналізу конкурентоспроможності регіонів

    В статті визначена необхідність розробки єдиного методичного підходу до оцінки конкурентоспроможності регіонів. Розглянуті методичні підходи до оцінки конкурентоспроможності регіонів. Визначені основні переваги і недоліки інтегральних методів оцінки. The article identified the need to develop a common methodological approach to assessing the competitiveness of regions, summarizing domestic and foreign experience and form their own methods of analysis. To date, a number of economic thought methodological approaches for assessing regional competitiveness based on the use of complex integrated approach to the assessment of the competitiveness of the region. The article is summarized the scientific approaches to evaluating the competitiveness of the region and concluded that these methods use a group of indicators which are detailed in the system of diverse indicators. The article is noted that the main aspect to assess the competitiveness of the region is an adequate choice of parameters for the calculation of the integral indicator. The article is suggested the following groups of indicators to assess the competitiveness of the region: the entrepreneurial potential, socio-demographic potential, the economic and financial capacity, production capacity, natural and ecological potential, investment potential.

    В статті розглянуто науково-практичні аспекти державної підтримки малого і середнього бізнесу. Запропоновано підходи до оцінювання податкової ефективності фінансування підтримки малого підприємництва органами місцевого самоврядування. In modern condition, the solution of problems related to ensuring faster growth of small and middle businesses is of great importance nowadays. Futher pace a the firction of small a middle businesses development as well as local budgetiny are mostly predetermined by the state and above all the negional authorities support. The purpose of this study is scientific and practical motivation for assessing tax efficiency government support programs for small and middle businesses. In this paper, theoretical and practical problems of the tax efficiency of state support for small and middle businesses as a source of fiscal revenue in the region have been considered. Comparative analysys has proved thed there are significant differences in the methods of state support and the needs of small and middle businesses. The obtained results allowed to characterize the support small and middle businesses for this criterion ineffective; and therefore recommend annually to detect deviation of the actual distribution of funds from the expected support of small and middle businesses. The aproach to the evaluation of the effectiveness of tax financing of small and middle businesses support local authorities offered. Calculated on the basis of budgetary efficiency coefficients in Mykolayiv and Balta ragion and town Voznesensk of the direct relationship between the amount of funding programs to support small businesses and small businesses tax revenues to the local budget hasbeen confirmed.

    Теоретико-методичні підходи оцінки розвитку соціально-трудового потенціалу: регіональний аспект

    У статті запропоновано методику оцінки розвитку соціально-трудового потенціалу регіону з урахуванням наявної статистичної інформації, що відображає закономірності розвитку його компонент. Здійснено розрахунок та аналіз часткових та інтегрального індексів розвитку соціально-трудового потенціалу областей України з простеженням тенденцій їх зміни протягом останніх 10-ти років та зміщення рейтингових позицій. Проведено кластеризацію областей України за показником інтегрального індексу розвитку соціально-трудового потенціалу, що дала змогу виявити регіони з подібними проблемними та перспективними явищами і процесами. The aim of the article is the formulation of basic theoretical and methodological approaches to the assessment of social and employment potential. The method of assessment of social and employment potential of the region is based on available statistical information that reflects the patterns of its components. Social and employment potential - a category that allows to reveal not only the potential of each individual subject of industrial relations, but also enhance the possibility of such additional benefits arising from the social relations. Analyzed its component structures, which formed by demographic, economic, intellectual, social and psychophysiological components. These potential components of the region are formed on the basis of specific components of personal potential of its carrier, namely, health, morals, activity, intelligence, organization, education, professionalism and resources of the time. Have been provided the calculation and analysis of partial indices of social and employment potential areas of Ukraine tracing trends of change over the past 10 years and offset ranking positions. We used the method of cluster analysis of social and employment potential in the regions of Ukraine, which allows to track overall trends for individual territorial social systems that will help identify the causes of problems and appropriate situations. The conducted research is important for public authorities, who can use the constancy of collecting statistical information on indicators that reflect the development of social and employment potential for the settlement, including under and we offer techniques to other terms that have helped to make forecasts of areas. This allows to form, develop and implement effective employment opportunities for people from employment in the economy of the region.
