    Зловживання службовим становищем чиновників Наддніпрянської України к. ХVIII – поч. ХХ ст.

    Для виконання своїх планів і завдань російському абсолютизму потрібна була чітка, достатньо обширна бюрократія, здатна зміцнити свою владу. Бюрократія здійснювалася переважно через організовану систему державного управління, яка мала певні проблеми, однією з яких було зловживання владою в бюрократії. У статті представлені приклади різних злочинів проти держави з боку чиновників. До таких незаконних дій належать: хабарництво, нецільове використання коштів, формалізм стосовно районних та сільських податківців, припущення про грубі помилки при обчисленні податків, невиконання інструкцій та розпоряджень вищих органів влади тощо. Проблеми прострочення платежів та ухилення від сплати податків також були проблемою серед населення. Були також випадки підроблених платіжних засобів, наприклад, срібний рубль та асигнування. To fulfill its plans and tasks, Russian absolutism needed a clear, sufficiently extensive, bureaucracy capable of strengthening its power. The bureaucracy was implemented mainly through an organized system of public administration, which had certain problems, one of which was abuse of power in the bureaucracy. The article presents examples of various crimes against the state by officials. Such illegal actions include: bribery, misuse of funds, formalism in relation to the district and village tax collectors, the assumption of gross errors in the calculation of taxes, failure to comply with the instructions and regulations of the higher authorities, etc. The problems of late payment and tax evasion were also a problem among the population. There have also been cases of counterfeit means of payment such as silver ruble and appropriations.

    Розповсюджені види грошових хабарів чиновників за «вирішення» майнових та цивільних питань у Російській імперії (XVIII–XIX ст.)

    У статті досліджено, що що корупція і розповсюджене хабарництво в Російській імперії наносило значну шкоду державі та населенню. Корумпованою була фактично вся чиновницька машина, яка наживалася за рахунок бюрократичних недоліків, неграмотності населення, відсутності точного обліку і планування податкових зборів та відсутності необхідного контролю за діяльністю чиновників. During hundreds of year’s corruption, misfeasance and bribery had been an inherent part of the governance of all countries of the world without exception. Particularly popular were, and unfortunately, remain broadened monetary «rewards» of officials - bribes. The article argues that corruption and widespread bribery in the Russian Empire caused significant damage to the state and the population of the country. In fact, the entire bureaucratic apparatus was corrupted, which profited from bureaucratic deficiencies, illiteracy of the population, absence of accurate accounting and planning of tax fees and the lack of necessary control over the officials activities.
