    The key determinants of the innovative oriented economies forming in the context of the world's countries prosperity ensuring

    The paper is devoted to the evaluation the impact of key determinants of innovation development and ensuring the worlds’ countries prosperity and working out the ways of increasing the innovative economic growth. By using the international statistic data of 40-ty countries, there were analyzed such indicators, as the level of GDP per capita and other indicators, such as expenditure on education, tertiary enrolment, graduates in science & engineering, number of researchers, gross expenditure on R&D, knowledge-intensive employment, intellectual property payments, high-tech imports, high-tech net exports and creative goods exports. As a result of calculating pairwise correlation coefficients between indicators, it was determined, that the most significant influence on the level of GDP per capita make such three variables: number of researchers, gross expenditure on R&D, knowledge-intensive employment. There were suggested the main directions of innovative development and prosperity raising for four groups of actors within the Quadruple Helix Model: state (government), universities and scientific institutions, business, civil society.

    The priorities of forming and development of innovative-integrated structures in Ukraine under the modern conditions

    The acceleration of the pace of innovative development of the economy of Ukraine necessitates the search for effective ways of forming innovative-integrated structures, studying foreign experience of their creation and compliance of regulatory and legal regulation of these issues with the world legislative practice. As the level of socio-economic development of different regions of Ukraine is significantly differentiated, it is advisable to develop and approve a methodology for assessing the readiness of regions to form innovative-integrated structures. The inefficiency of the territorial innovation potential and the stagnation of the socio-economic development of the national economy, which are significant threats to the national security of the state, testify to the need to justify the applied aspects (including organizational, regulatory, logistical, financial, personnel, educational, information support) of creating innovative structures in the regions of the country in accordance with the priorities defined by the National Innovation System and the available resources, defines key performance indicators for their performance.

    Strategic priorities of innovative development of Ukraine in the context of the global world tendencies

    The article is devoted to the substantiation of priorities of innovative development of Ukraine in the conditions of globalization. The global world tendencies of innovative development of the world countries in the modern conditions are systematized. The tendencies in the development of the network economy and different forms of the horizontal integration (the forming of innovative-integrated structures and innovative ecosystems) were characterized. The directions and models of interaction of the participants of the innovation process in the framework of the concept "Quadruple Helix" were determined. The main consequences of the fourth industrial revolution "Industry 4.0" were presented, related to the emergence and rapid spread of the latest production technologies and information exchange. The possibilities of ensuring rational and efficient using of resources and the spread of a humancentered approach, which are based on smart technologies were explored. The comparative analysis of indicators of innovation and competitiveness of Ukraine in the measurement of the international comparisons was carried out. The strategic priorities of the sustainable growth of the national economy on the basis of innovations were grounded.

    The Role of Universities and their Research Work in the Generation of Innovation

    The paper deals with the issue of generation of innovation. We analyze and assess the linear relation between innovation development and independent variables such as competitiveness of higher education (Ranking Universitas 21) and productivity of scientific research (H-index according to the SCImago Journal & Country Rank). The aim of this paper is to highlight the relationship between universities, which plays a key role in the economic development and innovation process of the collected countries. And also as well as the significance of the research work of the scientists of the universities of country in the increasing the competitiveness of the higher education system in the whole, and, as a result, the level of innovation development of the country's economy. For the purposes of this paper the analysis of these indicators of 49 countries of the world is conducted. With regard to the aim, we have set the following hypothesis: we assume that there is a statistically significant correlation between university ranking and innovation process of country, the research work of the scientists of the universities of country and university ranking and between the research work of the scientists of the universities and innovation development of country. The analysis confirmed that the innovation development has strong relationship with university ranking of country and less notable relationship with research work.

    Соціально-економічні передумови забезпечення національної безпеки в умовах глобалізації

    Досліджено особливості забезпечення національної безпеки в умовах посилення глобалізаційних процесів у світі. Виконано аналіз показників безпеки, миру, процвітання, ризиків енергетичної безпеки України в контексті міжнародних порівнянь. Обґрунтовано шляхи поліпшення соціально-економічних передумов забезпечення національної безпеки в Україні в умовах глобалізації та прискорення темпів розвитку держави на інноваційних засадах.The peculiarities of national security ensuring under the conditions of strengthening of the globalization processes in the world are investigated. It was defined, that national security ensuring is an even more urgent task of each state in the globalized world, by directing its efforts to protect and adhere to the national interests in the political, economic, scientific, technological, demographic, informational, social, military, environmental spheres. Although globalization has both positive and negative effects, the correlation analysis of globalization and peace indexes by the countries of the world has allowed to state the rather positive impact of globalization processes on the states’ national security. The comparative analysis of Ukraine’s rating positions by the values of the index of prosperity, the international index of energy security, etc. indicates a deterioration of the country’s position and the extremely low level of prosperity and security. The ways of improvement of the socio-economic prerequisites for ensuring national security in Ukraine under the conditions of globalization and acceleration of the states’ development on the innovative basis are substantiated. In this context, it was suggested such ways of improvement: increasing the share of state financing of R&D to 1.5%; establishing the strategic priorities of the country’s innovation development; forming and development of innovative-integrated structures (clusters, venture companies, scientific parks, etc.); development of territorial and sectoral innovation infrastructure; establishing the cooperation between public authorities and educational institutions and business structures on the basis of social partnership; integration of national and regional innovative systems to the globalized world economic space; improvement of the quality and practical orientation of vocational education; establishing the energyefficient and saving technologies; stimulating the development of small and medium-sized businesses; using the tax incentive tools for business entities; facilitating the forming of powerful research centers on the basis of institutions of higher education; increasing the level of investment attractiveness of the state.

    Регулювання конкурентоспроможності вищої освіти України в контексті сучасних тенденцій, зокрема соціального партнерства

    В статті висвітлено роль процесу регулювання у сфері вищої освіти з урахуванням соціального партнерства, яке виступає одним з типів взаємодії освітніх установ з усіма суб'єктами ринку праці, що направлені на максимальне узгодження та реалізації інтересів всіх учасників даного процесу. Визначено принципи тристороннього співробітництва – державно-приватного партнерства з вищими закладами освіти. Окреслено три основні моделі партнерства між державою, бізнес-середовищем та вищими закладами освіти. The article highlights the role of the regulatory process in the field of higher education, taking into account social partnership, which serves as one of the types of interaction between educational institutions and all actors of the labor market, aimed at maximizing the harmonization and realization of the interests of all participants in this process. The principles of trilateral cooperation – public-private partnership with higher education institutions are determined. Three main models of partnership between the state, the business environment and higher education institutions are outlined.
