Стаття розкриває зміст однієї з найважливіших екзистенційних проблем України сьогодення — можливість забезпечення населення продовольством під час війни. Особливість теперішнього часу, що визначає наукову новизну нижчевикладеного матеріалу, полягає у активній стадії ведення бойових дій на території української держави, що вносить свої прямі та опосередковані корективи у процес організаційноMекономічних відносин у сфері агробізнесу як джерела забезпечення продовольчої безпеки сучасної України. Науковою новизною запропонованого матеріалу є кумулятивний підхід до аналізу проблем управління продовольчою безпекою, які, протягом періоду її незалежності, не розв'язувались, а лише нагромаджувались і ускладнювались. Метою статті є формування нового бачення проблеми забезпечення продовольчої безпеки України через призму руйнування значної частки потенціалу забезпечення населення продовольством, визначення новітніх факторів створення небезпек у цьому середовищі, пропонування системного підходу до проблеми забезпечення продовольчої безпеки на основі інноваційних підходів. Здійснено класифікацію проблем у сфері продовольчої безпеки України, які поділено на 3 групи: 1) проблеми, що існували до початку війни та визначались хибним господарським механізмом та олігархічною структурою економіки; 2) ускладнення, що були викликані пандемією COVID-19 та специфічними заходами "реагування" на нього з боку держави, що також обгрунтовується олігархічним економічним інтересом; 3) ті, що з'явилися внаслідок початку агресивної стадії російсько-української війни на території нашої держави 24 лютого 2022 року. Завершення активних бойових дій зумовить появу нової групи проблем у сфері ведення агробізнесу України залежно від результатів фіналізації гарячої стадії війни та ступеня звільнення українських територій. Також важливим питанням є те, наскільки до цього моменту посиляться/послаблять свій вплив/зникнуть існуючі проблеми. Їх наявність, гострота та ступінь впливу на існуючу ситуацію визначатимуть пріоритетність державного впливу та інструментарій державного регулювання, послідовність та логіку їх застосування. Все це зумовлює необхідність активізації застосування інноваційних технологій у сфері агробізнесу з урахуванням існуючих проблем за причинами походження, а також для уникнення появи нових гіпотетичних проблем, що можуть бути викликані внутрішніми причинами планування та організації сільськогосподарського виробництва. The article reveals the content of one of the most important existential problems of Ukraine today — the possibility of providing the population with food during the war. The peculiarity of the present time, which determines the scientific novelty of the material presented below, is the active stage of hostilities on the territory of the Ukrainian state, which makes its direct and indirect corrections in the process of organizational and economic relations in the field of agribusiness as a source of ensuring food security in modern Ukraine. The scientific novelty of the proposed material is a cumulative approach to the analysis of food security management problems, which, during the period of its independence, were not resolved, but only accumulated and complicated. The purpose of the article is to form a new vision of the problem of ensuring food security in Ukraine through the prism of the destruction of a significant share of the potential for providing the population with food, to identify the latest factors creating dangers in this environment, to propose a systematic approach to the problem of ensuring food security based on innovative approaches. The classification of problems in the field of food security of Ukraine has been carried out, which are divided into 3 groups: 1) problems that existed before the beginning of the war and were determined by a faulty economic mechanism and the oligarchic structure of the economy; 2) complications caused by the COVID-19 pandemic and specific state "response" measures to it, which is also justified by oligarchic economic interest; 3) those that appeared as a result of the beginning of the aggressive stage of the russianMUkrainian war on the territory of our state on February 24, 2022. The end of active hostilities will lead to the emergence of a new set of problems in the field of agribusiness in Ukraine, depending on the results of the finalization of the hot stage of the war and the degree of liberation of Ukrainian territories. Also, an important question is how much the existing problems will strengthen/weaken their influence/disappear by this moment. Their presence, severity and degree of impact on the existing situation will determine the priority of state influence and the tools of state regulation, the sequence and logic of their application. All this leads to the need to intensify the use of innovative technologies in the field of agribusiness, taking into account the existing problems due to the causes of origin, as well as to avoid the emergence of new hypothetical problems that may be caused by internal reasons for planning and organizing agricultural production.

The author systematizes the components that form a comprehensive approach to understanding economic potential, developed organizational and methodological support of economic potential of management system, studied the features of agribusiness, which have an impact on the formation of economic potential and its management. The purpose of the study is to streamline the theoretical and methodological approaches in managing the economic potential of agribusiness, taking into account the practical aspects of business entities. The streamlining of theoretical and methodological approaches made it possible to draw a conclusion about the close relationship between subject and object of the management system of economic potential in view of the goal, list of tasks, effectiveness and taking into account the combined of internals and externals of factors within of the system of general laws, principles, functions, methods of management. According to the author, a comprehensive approach to understanding the economic potential is provided by a combination of resource-production, marketing approach and development strategy. It is established that in the field of agribusiness economic potential is formed by the resources and opportunities available to producers of agricultural products, products of its industrial processing, as well as means and objects of labor for agribusiness, the accompanying scientific institutions, the use of which is aimed at maximizing production efficiency and maximum supply of consumer demand for food products. With this in mind, the basic approaches in management aimed at ensuring effective decision-making on the use of labor resources, tools and objects of labor, allowed to develop a model for managing the economic potential of agribusiness in conditions of limited of resources.
