A comprehensive set of measures must be implemented to ensure a long-term presence in the European transport services market. These measures should promote the achievement of sustainable development goals, creation of a unified European transport system, strengthening of competitive advantages, and efficient management of resources in transport and logistics companies etc. Стаття присвячена дослідженню функціонування ринку транспортних послуг в контексті розвитку інноваційної діяльності та побудови організаційно-економічної платформи для його ефективного функціонування. Автори наголошують на необхідності запровадження інновацій та залучення інвестицій у транспортну галузь, оскільки це має безпосередній вплив на економічний стан країни. У роботі детально розглянуто основні чинники формування ринку транспортних послуг, серед яких виділено організаційні, економічні, соціально-культурні, політичні, управлінські, військові, інфраструктурні та ресурсні фактори. Визначенні інвестиційні можливості України в умовах євроінтеграції. Проаналізовано стан інвестиційної діяльності в Україні в період 2021-2022 роки. За результатами дослідження виявлено, що найбільшими країнами-інвесторами були Кіпр, Нідерланди, Швейцарія, Велика Британія, Німеччина, Австрія , Люксембург та Франція.За підсумками 2021 року у промисловість вкладено 36% загального обсягу капітальних інвестицій, сільське, лісове будівництво – 8,3%. Тому адекватне облікове супроводження інноваційної діяльності та інформаційне забезпечення оцінювання її результатів є важливим фактором розвитку інноваційної діяльності. Мета написання статті полягає в дослідженні сутності термінів «інновації», «інноваційна діяльність», «інноваційні витрати» з метою інформаційного забезпечення управління інноваційною діяльністю та відображення їх в системів ражунків бухгалтерського обліку. Узагальнено підходи до розуміння терміну «інновація» як економічної категорії та як категорії бухгалтерського обліку. Доведено, що існує неоднозначність трактування інноваційної діяльності у законодавстві та фаховій літературі. Обґрунтовано, що саме нормативне визначення уможливлює виокремлення об’єктів облікового спостереження як в частині інноваційних процесів, так і їх результатів, та має бути покладено в основу побудови системи обліку інноваційної діяльності суб’єктів господарювання. Запропоновано уточнення терміну «інновація» шляхом заміни терміну «використання» на термін «капіталізація». Доведено, що з точки зору інформаційного забезпечення управління інноваційною діяльністю, необхідно виокремлювати об’єкти облікового спостереження як в частині інноваційного процесу, так і його результатів. The effectiveness of innovation is due to the quality of information management. Therefore, adequate accounting support of innovation activities and information support for the evaluation of its results is an important factor in the development of innovation activities. The purpose of writing the article is to study the essence of the terms "innovation", "innovation activity", "innovation costs" for the purpose of information support of management of innovative activity and their reflection in the system of accounting. Approaches to understanding the term "innovation" as an economic category and as a category of accounting are generalized. It is determined that there is ambiguity in the interpretation of innovation activity in legislation and professional literature. It is substantiated that the normative definition allows the separation of accounting objects both in terms of innovation processes and their results, and should be the basis for building a system of accounting for innovation activities of economic entities. It is proposed to clarify the term "innovation" by replacing the term "using" with the term "capitalization". It is proved that from the point of view of information support of innovation activity management, it is necessary to single out the objects of accounting observation both in terms of the innovation process and its results. Наведено сутність зовнішньоекономічної діяльності та механізму її регулювання. Проаналізовано динаміку експорту та імпорту товарів і послуг, зміну сальдо зовнішньої торгівлі України за останні роки. Визначено основні країни-партнери України в експорті та імпорті товарів і послуг. Проведено аналіз частки регіонів України в експорті та імпорті товарів і послуг, реалізації інноваційної продукції промисловості за кордон. Визначено напрями вдосконалення механізму регулювання зовнішньоекономічної діяльності в умовах інноваційних змін (законодавче регулювання, інфраструктурне забезпечення, запровадження стратегічного підходу та оптимізація політики регулювання, стимулювання залучення інвестицій, використання можливостей цифрової економіки). The paper is devoted to substantiation the ways of improvement of the mechanism of foreign economic activity regulation in Ukraine. The essence of foreign economic activity and the mechanism of its regulation have been given. The dynamics of exports and imports of goods and services has been analyzed, which allowed to state the growth of these indicators over the past three years. The research of changes in Ukraine's foreign trade balance in recent years provided an opportunity to mark out the negative balance in relation to foreign trade in goods and positive – in relation to services. The main partner countries of Ukraine in the export and import of goods and services have been identified. It has been noted that the largest volumes of exports and imports of Ukrainian goods in 2019 belong to China. The analysis of the share of the regions of Ukraine in the export and import of goods and services, the sale of innovative industrial products abroad has been carried out. The highest values of foreign economic activity were recorded in the city of Kyiv, Dnipropetrovsk, Odessa, Kyiv, Donetsk regions. In the structure of exports of goods from Ukraine in 2019 dominated the plant products, base metals, and in the structure of imports to Ukraine – machinery and equipment, electronic equipment and mineral products. In the structure of exports of services in Ukraine in 2019 dominated the pipeline services and computer services, and among the imports of services to Ukraine – travel services, government and government services. The directions of improvement of the mechanism of foreign economic activity regulation in the conditions of innovative changes have been developed. They include legislative regulation, infrastructural maintenance, introduction of the strategic approach and optimization of regulation policy, stimulation of attraction of investments, use of opportunities of digital economy. Статья посвящена обоснованию путей для усовершенствования механизма регулирования внешнеэкономической деятельности в Украине. Приведена сущность внешнеэкономической деятельности и механизма ее регулирования. Проанализирована динамика экспорта и импорта товаров и услуг, изменения сальдо внешней торговли Украины за последние годы. Определены основные страныпартнеры Украины по экспорту и импорту товаров и услуг. Проведен анализ доли регионов Украины в экспорте и импорте товаров и услуг, реализации инновационной продукции промышленности за границу. The constituent elements of the innovation management system, their essence and features of interaction in terms of impact on the creation of accounting and information support for innovation management are studied. It is proved that the formation of the accounting and information system depends, first of all, on the specifics of innovation processes, features of activities and motivation of innovation companies, resources and instruments available to the company to carry out these activities. The peculiarities of the formation of accounting objects of information support are determined. У сучасних умовах інноваційна діяльність стає об'єктивною необхідністю економічної політики як на рівні держави, так і окремого підприємства оскільки ефективно конкурувати можуть лише ті підприємства, які націлені на інноваційний розвиток. Інформація є одним із важливих чинників ефективної діяльності підприємства. Від забезпечення менеджменту необхідною інформацією залежить прийняття обґрунтованих і раціональних рішень з питань організації і розвитку виробничо-фінансової діяльності підприємства, в тому числі інноваційної. Тому обліково-інформаційне забезпечення є важливою умовою ефективного управління інноваційною діяльністю що визначає актуальність дослідження. К.; Frolov, D.У статті здійснена оцінка показників, що характеризують стан та динаміку інноваційної діяльності на усіх етапах інноваційного процесу, визначені найвпливовіші фактори впливу на результативність інноваційної діяльності та підвищення ефективності управління цим процесом. На підставі побудованої економетричної моделі обґрунтовані основні детермінанти активізації інноваційного розвитку, сформульовані першочергові завдання щодо вдосконалення менеджменту в інноваційній сфері. The purpose of the article is to assess the factors that characterize innovative development, and the detection of the determinants of influence on the effectiveness of innovation activities in Ukraine. The article critically assesses the indicators that characterize the state and dynamics of innovation at all stages of the innovation process. The relative indicators of the state of the innovation sphere of the country presented in the latest statistical compendium form only a general idea of the state of innovation in sectors of the economy. However, they do not characterize the state of development of each stage of the innovation process and its effectiveness, they are not suitable for monitoring and regulating the innovation activity of the stages of the innovation cycle, and are not comparable with international indicators. The article identifies the most important factors influencing on effectiveness of innovation, the activation of the innovation process and improving the management of this process. Based on the constructed econometric model, it is substantiated and proved that the main determinant of the activation of innovative development is the amount of expenditures for financing each stage of the innovation cycle. Taking into account the lack of domestic financial resources for innovative development, the necessity of attracting external sources of financing to this area and increasing their share in the total amount of expenditures on innovative activities is justified.Item type:Item, Державна фінансова підтримка розвитку інноваційної діяльності в Україні(ЦНТУ, 2018) Шалімова, Н. Визначено особливості здійснення державної підтримки розвитку інноваційної діяльності з використанням інструментів прямої та непрямої фінансової підтримки. Проведено моніторинг ефективності використання інструментарію прямої та непрямої державної підтримки розвитку інноваційної діяльності в Україні, зокрема на основі співставлення оціночних показників національної економіки з показниками провідних економічно розвинених країн світу. Узагальнено світову практику стимулювання інноваційної діяльності за допомогою податкових пільг. Окреслено пріоритетні напрями реформування податкового законодавства в Україні, спрямовані на забезпечення розвитку та активізацію інноваційної діяльності. Статья посвящена исследованию современного состояния государственной финансовой поддержки развития инновационной деятельности в Украине. Определены особенности осуществления государственной поддержки развития инновационной деятельности с использованием инструментов прямой и косвенной финансовой поддержки. Проведен мониторинг эффективности использования инструментария прямой и косвенной государственной поддержки развития инновационной деятельности в Украине, в частности на основе сопоставления оценочных показателей национальной экономики с показателями ведущих экономически развитых стран мира. Обобщена мировая практика стимулирования инновационной деятельности посредством налоговых льгот. Определены приоритетные направления реформирования налогового законодательства в Украине, направленные на обеспечение развития и активизации инновационной деятельности.The purpose of this study is to assess the state of the state financial support for the development of innovation activities in Ukraine and to identify, on this basis, the priority directions of transformation of financial instruments aimed at activating innovation activity. It is determined that the state financial support for the development of innovation activities is carried out through the use of direct financial support instruments and indirect financial support instruments. Direct financial support instruments are: budget financing, financing of state-owned scientific institutions, financing of state-owned innovative financial and credit institutions, grants, government contracts, state guarantees, preferential loans. Indirect financial support tools include: tax breaks, customs incentives, business incubators, science parks, intellectual property and copyright protection, and the development of innovative infrastructure. The study of the current state of state financial support for the development of innovation activity in Ukraine suggests the passive participation of the state in the financing of innovation activities. As sources of direct state financial support for innovation activity are the funds of state and local budgets, their deficit results in low efficiency of using direct financial support instruments. Given the limited budgetary resources available, the government's focus should be on the implementation of progressive instruments of indirect state financial support that have proven effective in leading economically developed countries. It is established that tax incentives are the most widespread instruments of indirect state financial support and stimulation of innovation activity in world practice. Granting of tax privileges should be aimed at: expansion and (or) development of innovation activity of business entities, carrying out of scientific research and scientific and technical works, use and commercialization of their results; introduction of innovations; modernization of production; encouragement of long-term capital investment in innovative projects, programs, technologies, both domestic and foreign investors, including institutions of the banking sector through the provision of preferential loans to actors of innovation. The priority directions of reforming tax legislation in Ukraine, aimed at ensuring the development and activation of innovation activities, can be: providing a tax credit for research and development; introduction of special depreciation regimes; tax holidays; establishment of a system of tax rebates.Item type:Item, Формування кадрової стратегії інноваційного підприємства(ЦНТУ, 2018) Коваль, Л. Проаналізовано наявний кадровий потенціал підприємства, проведено діагностику рівня сприйнятливості працівників підприємства до інновацій та оцінка мотивації персоналу до розвитку інноваційної праці, сприятливість персоналу до окремих видів інноваційної праці на промисловому підприємстві. В статье предложены направления повышения инновационной активности предприятий за счет совершенствования кадровых стратегий. Проанализирован имеющийся кадровый потенциал предприятия, проведена диагностика уровня восприимчивости работников предприятия к инновациям и оценка мотивации персонала к развитию инновационного труда, склонность персонала к отдельным видам инновационного труда на промышленном предприятии. Possibilities of manifestation and development of innovative activity of Ukrainian workers are formed both under the influence of the system of external factors (globalization, global informatization, international competition, influence of the global financial crisis, etc.), and under the influence of a combination of various internal factors. Taking into account the specificity of innovation in the process of recruitment and reserve preparation, we consider it necessary to introduce a variety of methods for collecting information and assessments - interviewing, testing, testing, certification (including the application of an assessment of competitiveness); To offer individuals who are applying for a vacancy to provide a resume that gives an idea of labor experience, education, publications, inventions, business qualities, recommendations, etc. It makes sense to use different forms to prepare the reserve of staff: the replacement of managers at the time of holidays, illness, business trips, internships in other units, other organizations, training in courses, seminars, obtaining second education in educational institutions, participation in scientific and practical conferences and other. In the training of personnel it is important to focus on the training of a wide range of specialists who can flexibly use their knowledge for solving related tasks, it is important to conclude contracts for the training of management personnel in the field of innovative management, whose deficit is acutely tangible. In each region there should be close links between innovative enterprises and higher education, and ideas should be considered as the creation of educational, research and innovation complexes, which are united by innovative companies and universities. Consequently, the obstacles in the manifestation of innovation activity of hired workers in many enterprises serve a set of factors associated with the lack of management of innovative personnel activities, the imperfection of the organization of wages and the promotion of innovation content, features of the mentality, low innovation culture of employees, etc.Item type:Item, Сучасний стан інноваційної діяльності підприємств, установ, організацій Кіровоградської області та його проблеми(ЦНТУ, 2017) Фільштейн, Л. Конкретизовано проблеми інноваційного розвитку підприємств регіону. На основі проведеного аналізу визначено основні напрямки активізації інноваційного розвитку суб’єктів господарювання регіону.The objective of the article is to study the current state and problems of the innovation activity of enterprises and organizations in the region, to generalize the received information for the development and implementation of measures for qualitative reform and increase of the region's economy efficiency, ensuring of its development on an innovative basis. Summarizing the main economic processes in Kirovograd region and the results of the survey of innovation development of region enterprises state, it is necessary to note the unsatisfactory development of industry innovation activity, the results indicate that in the conditions of legislation instability, low investment rating of Kirovograd region, lack of financial and investment fund and tense relations with individual countries, there is a risk of lowering business investment activity in the region. This is facilitated by the decline in solvent demand for scientific technical products by the state and the business sector, the deterioration of scientific personnel qualitative characteristics and the material technical base of the research and a number of equally important factors. At the same time, Kirovograd region has significant potential for the innovation activity development under conditions of effective state and regional policy. However, despite the high innovation potential, the innovative component of the economic development of the region is poorly used. Здійснено критичний аналіз умов функціонування діючих об’єктів інноваційної інфраструктури регіону. Визначені основні напрямки розвитку інноваційної інфраструктури Кіровоградської області. The aim of the article is to study the state of development and peculiarities of functioning of innovative infrastructure in Kirovohrad in order to determine the conditions necessary for the establishment or improvement of the formation of innovative infrastructure in the region taking into account its needs and potential. The state of development and peculiarities of functioning of innovative infrastructure in Kirovohrad region in the context of the implementation the state regional policy and the creation of a system of the subjects that can ensure effective implementation of innovative economic activities for the benefit of all society have been investigated The critical analysis of conditions functioning of innovative infrastructure objects existing has been carried out. The main directions of development of innovative infrastructure in Kirovohrad region have been determined. The experience of creation and activity of innovative infrastructure of foreign countries showed the need for further systematic and coordinated action by regional state administration, regional council, district state administrations and district councils, research institutions and universities, enterprises, institutions and organizations to maintain favorable conditions for innovation development of the region through the creation of new technologies, production facilities, materials, and other high-tech competitive products, including improving the formation of innovative infrastructure in the region considering its needs and potential. It has been substantiated that these measures should be considered as a prerequisite for successful economic reform in the region.
