Н.; Chuban, V.; Horbachenko, Yu.У статті проаналізовано сучасні тенденції виникнення пожеж у природних екосистемах, які призводять до істотних економічних втрат і негативних екологічних наслідків та є небезпечним явищем у довкіллі, що в свою чергу призводить до дестабілізації сталого розвитку економіки країни. Визначено проблеми забезпечення належного рівня захисту у природних екосистемах від пожеж та їх негативних наслідків, що полягає у комплексному поетапному вирішенні проблемних питань належного фінансування пожежно-рятувальних підрозділів, в тому числі за рахунок додаткового фінансування за рахунок місцевого бюджету The article is aimed at determining main aspects of the effect the fires in natural eco-systems produce on the economics of Ukraine as a whole. Main tasks are to analyze fire hazard, to determine degree of damage and theorize possible ways of cleaning up the situation at the state level. The methods of evaluation of losses from environmental disasters differ greatly from the methods of evaluation of losses from manmade disasters. First of all, it is connected with significant differences in types and scope of consequences. Every third fire in Ukraine is the one in natural ecosystem, i.e., in general, it is more than 27,000 fires a year at the area of 25,000 ha. Expenditures from the State Budget of Ukraine are analyzed and it is determined that the level of financing of bodies and units of State service of Emergency Situations in Ukraine is not sufficient because the efficiency of emergency response is determined by the level of response readiness of material and technical basis of bodies and units of State Service of Emergency Situations in Ukraine. Due to inadequate level of financing, the necessary level of protection of the population and territories from emergency situations, including fires in ecosystems, will not be achieved. Thus, the main problem was and still is a lack of financing from the state budget to buy fire-fighting equipment and means of fire-fighting. The task of implementation of an ecosystem approach to managerial activity and adapting Ukrainian legislation in the field of environmental protection to the requirements of EU directives is crucial by the year 2020. Implementation of modern integrated systems of early detection of fires, increase of readiness of fire-fighting forces, modernization of technical means of fire extinguishing and conducting of fire propaganda using modern information technologies should be the priority directions of further development of ecosystem protection in Ukraine, as well as in other countries of the world. Fires in natural ecosystems lead to significant economic losses and negative environmental consequences and are a dangerous phenomenon in the environment, which, in its turn, leads to destabilization of sustainable development. The solution of the problem of ensuring an adequate level of protection in natural ecosystems from fires and their negative consequences is the complex phased solution of problem issues of proper financing of fire and rescue units, including additional financing from the local budget.Item Аналіз існуючої організації охорони праці в органах і підрозділах Міністерства надзвичайних ситуацій України(КНТУ, 2012) Горбаченко, Ю. The article is devoted to the structural characteristics and implementation of the financial mechanism of the MOE. Причини змін, що відбуваються, різні в кожній з країн світу. У статті розглянутий сучасний стан і тенденції розвитку біржового ринку і впливу на нього світової фінансово-економічної кризи. Розроблені рекомендації щодо підвищення ефективності функціонування товарних бірж в умовах світової фінансово-економічної кризи. The global financial crisis revealed in the rising of real estate and food production prices, reduction of working places in private organizations as well as in public ones under conditions of instability and loss of faith in future. The reasons of the current changes differ in each country. The article touches upon the current state and tendencies of exchange market development and the influence of the world financial and economic crisis on it. The recommendations regarding the effectiveness increase of the commodity exchange functioning under the conditions of financial & economic crisis has been worked out.Item Кореляційно-регресійний аналіз цін продукції сільського господарства на товарних біржах(КНТУ, 2011) Чубань, В. С.; Chuban, V.В статті набуло подальшого розвитку вивчення взаємозв'язку показників цін реалізації продукції сільського господарства методами кореляційно-регресійного аналізу, що дало змогу розкрити механізм формування цінової динаміки аграрного ринку залежно від факторів суми укладених угод на товарних біржах, кількості агропромислових бірж та валового збору сільськогосподарських культур. The study of the correlation of agricultural products realization price rates using the methods of correlation-regression analysis has received further development in the present article. It gives the opportunity to show the mechanism of agrarian market price dynamics formation depending on such factors as the amount of the effected transactions on commodity exchanges, the number of the (agricultural) commodity exchanges and the croppage.Item Моделювання процесу ціноутворення на продукцію сільського господарства за допомогою нечіткої логіки та нейронних мереж(КНТУ, 2010) Чубань, В. С.; Chuban, V.У даній роботі запропонований і обґрунтований методичний підхід до проведення комплексного аналізу цін на продукцію сільського господарства з використанням інструменту нечіткої логіки і нейронних мереж, що дає можливість більш ефективно здійснювати прогнозування за вхідними факторами посівних площ культур; обсягу їх виробництва; врожайності; укладених угод на біржах України по сільськогосподарській продукції; обсягів експорту та імпорту сільськогосподарських культур. In the given work the methodical going is offered and grounded near the lead through of complex price analysis on the products of agriculture with the use of instrument of fuzzy logic and neuron networks, that enables more effectively to carry out prognostication after the entrance factors of sowing areas of cultures; to the their production volume; to the productivity; celled agreements on the exchanges of Ukraine on an agricultural product; volumes of export and import of agricultural cultures.
