П.The article proposes the criteria of the information and reference system for digitalisation of collection, storage, accounting and analysis of scientific publications (conference abstracts) of teachers of the Ukrainian higher education institution (HEI), providing reporting according to certain criteria and interactive data visualisation. The paper presents the results of modelling the structure of data storage that meets the standards of bibliographic description; digitalisation of reporting, which allows generating bibliographic references in APA, IEEE, DSTU 8302:2015 formats and exporting them to PDF, CSV, JSON, XML; implementation of dashboards for visualising statistical data in real time; forecasting scientific activity in accordance with licensing requirements, which allows analysing the dynamics of publications of teachers and students; substantiating the use of project architecture to provide remote access. The proposed approaches can be scaled up to take into account other types of scientific activity, such as scientific articles, methodological publications, patents, etc. Ця наукова праця присвячена вирішенню науково-технічного завдання синтезу інформаційно-довідкової системи для цифровізації збору, збереження, обліку й аналізу наукових публікацій (тез конференцій) викладачів закладу вищої освіти в Україні, забезпечуючи цифрове формування звітності за визначеними критеріями та інтерактивну візуалізацію даних. У статті представлені: результати моделювання структури збереження даних, що відповідає стандартам бібліографічного опису; цифрову трансформацію процесу створення звітності, яка дозволяє формувати бібліографічні посилання у форматах APA, IEEE, ДСТУ 8302:2015 та експортувати їх у PDF, CSV, JSON, XML; реалізацію дашбордів для візуалізації статистичних даних у реальному часі; прогнозування наукової активності відповідно до ліцензійних вимог, що дозволяє аналізувати динаміку публікацій викладачів та студентів; обґрунтовано застосування архітектури проєкту для забезпечення віддаленого доступу та можливості спільної роботи з системою. Запропоновані в статті підходи й рішення можуть бути масштабовані для обліку наукової діяльності, серед яких наукові статті, навчально-методичні видання, патенти і інші академічні активності й досягення, які передбачені чинними в Україні Ліцензійними умовами провадження освітньої діяльності тощо.Item Трансформація сучасних методів та інструментів управління сучасними підприємствами в контексті викликів цифровізації(ЦНТУ, 2023) Чабанюк, Є. Здійснено аналіз розвитку наукової думки щодо трансформації підходів до цифровізації процесів управління діяльністю підприємства. Визначено, що під цифровізацією слід розуміти трансформацію існуючих аналогових (електронних) продуктів, процесів і бізнес-моделей організації, яка базується на ефективному використанні цифрових технологій. The paper is devoted to the modern methods and tools for managing modern enterprises in the context of digitalization challenges. The analysis of the development of scientific opinion regarding the transformation of approaches to the digitalization of enterprise activity management processes was carried out. It was determined that digitalization should be understood as the transformation of existing analog (electronic) products, processes and business models of the organization, which is based on the effective using of digital technologies.Item Цифровізація процесів митного контролю та митного оформлення вантажів на залізничному транспорті(ЦНТУ, 2022) Берестов, І. Т.; Berestov, I.; Pestremenko-Skrypka, O.; Shelekhan, H.; Berestova, T.Статтю присвячено дослідженню щодо організації раціонального митного контролю, обробки та пропуску поїздів на прикордонних передавальних станціях України при обслуговуванні міжнародних вагонопотоків. Ефективність організації міжнародних перевезень вантажів значно залежить від злагодженої організації роботи станції, яка здійснює повний перелік операцій у взаємодії з митною та іншими державними контролюючими службами. Для якісної роботи та швидкої переробки вагонів виникає необхідність в покращенні інформаційної складової перевізного процесу. Таку можливість дає використання електронного декларування. The article is devoted to the research of proposals on the organization of rational customs control, processing and passing of trains at the border transfer stations of Ukraine in the service international traffic. For quality work and fast processing of cars there is a need to improve the information component of the transportation process export and import freight flows through border transmission stations. This possibility is provided by the use of electronic declaration during the registration of international cargo operations. International transportation of goods is a necessary detail that makes it possible to realize trade relations between states. It is an effective tool of foreign economic activity, without which it would be almost impossible. The efficiency of the organization international cargo transportation significantly depends on the coordinated organization of the work the border transfer station, which carries out a complete list of operations in cooperation with customs, border and other state control services. In order to increase the technology of passing international freight flows through border transfer stations, it is necessary to introduce the latest information and control systems that will reduce the duration of train processing at border transfer stations and, as a result, reduce downtime and delayed cars. Research on the development of technologies and means electronic data exchange that provide information support for international cargo transportation is promising. The electronic data exchange system must comply with the international transport infrastructure, be based on agreed technical parameters and meet the needs of compatibility of transportation technologies as a criterion for the integration of the national transport system into the world system. It is proposed to carry out preliminary declaration of goods and processing transport documents before the departure of the train to the border transfer station to reduce the technological time of processing trains. This will reduce the processing time of the transit train by 105 minutes. The main advantages of the introduction electronic document management: simplification of document management; making effective management decisions; increasing the reliability of the processed information, reducing the downtime of cars. Thus, the introduction of the system pre-declaration of goods and processing of transport documents in the processing international freight traffic will reduce material and labor costs and speed up the passage of goods through customs clearance.Item Improved Model and Software of the Digital Information Service of the Municipal Health Care Institutions(ЦНТУ, 2022) Dorenskyi, О.; Drobko, О.; Drieiev, О.; Доренський, О. П.; Дробко, О. С.; Дрєєв, О. М.Today, state and municipal services are being actively digitized in Ukraine. In particular, the Kropyvnytskyi city authorities initiated the creation of several information systems (IS) necessary for the development of various spheres of activity based on public needs for municipal services. Among these are IS of medical services provided by the city's health care institutions. Thus, the scientific and technical task of implementing the software for the municipal medical services information system in the city of Kropyvnytskyi is relevant. The work aims to implement access to information about medical services of health care institutions in the city of Kropyvnytskyi by creating municipal information systems with iOS-client. The scientific novelty of the obtained results is to improve the model of municipal information systems of medical services through the implementation of the offline mode of system operation, which in contrast to existing models of similar municipal systems provides access to IP data in the absence of Internet connection. The practical value of the results of scientific work is determined by the developed algorithms of the system, non-creation, work with the map and collection center of analytical, mobile iOS-application of the municipal medical services information system for the city of Kropyvnytskyi, published in the "App Store". В Україні активно цифровізуються державні й муніципальні послуги. Зокрема органи управління міста Кропивницького за суспільною потребою на муніципальні сервіси інціювали створення декількох інформаційних систем (ІС), які необхідні для розвитку різних сфер діяльності. Серед них – ІС медичних послуг, які надаються закладами охорони здоров’я міста. Отже, науково-технічна задача реалізації програмного засобу муніципальної інформаційної системи медичних послуг Кропивницького є актуальною. Тож слід діджиталізувати доступ до інформації про медичні послуги установ сфери охорони здоров’я м. Кропивницького шляхом створення муніципальної інформаційної системи з мобільним клієнтом. У процесі досягнення мети дослідження розв’язані такі науково-технічні задачі: 1) виконано аналіз існуючих систем - аналогів та технічних рішень муніципальних інформаційних систем – цифровізованих інфосервісів в Україні; 2) розробено концептуальну модель інформаційної системи медичних послуг; 3) удосконалено модель муніципальної інформаційної системи медичних послуг для забезпечення доступу до даних ІС при відсутності інтернету; 4) програмно реалізовано функціонування клієнта муніципальної інформаційної систем медичних послуг на мобільній платформі; 5) розроблено клієнтське програмне забезпечення ІС медичних послуг для мобільних операційних систем iOS та виконати його кваліфіковане тестування. У роботі застосовані методи теорії інформаційних систем, теорії алгоритмів, методи аналізу й синтезу, метод моделювання процесів і систем, методи проектування інформаційних систем, методи проектування алгоритмів, метод реалізації програмних засобів, метод кваліфікованого тестування програмного забезпечення. Наукова новизна отриманих результатів полягає в удосконаленні моделі муніципальної інформаційної систем медичних послуг за рахунок реалізації процесу офлайнового режиму функціонування системи, що на відміну від існуючих моделей аналогічних муніципальних систем забезпечує доступ до даних ІС у період відсутності зв'язку з Інтернетом. Практична цінність роботи визначається розробленим програмним забезпечення функціонування системи, нетворку, роботи з мапою і центру збору аналітичних, а також мобільним iOS-застосунком муніципальної інформаційної системи медичних послуг міста Кропивницького, який опублікований в «App Store».Item Сучасні тренди розвитку вищої освіти у глобалізованому світовому освітньому просторі(ЦНТУ, 2020) Карзун, І. С.Стаття присвячена вивченню сучасних тенденцій функціонування та розвитку вищої освіти в умовах цифровізації та глобалізації світового освітнього простору. Проведено порівняльний аналіз позицій України та інших країн світу за станом розвитку вищої освіти відповідно до даних Глобального інноваційного індексу, а також за рівнем якості підготовки випускників закладів вищої освіти відповідно до даних Індексу глобальної конкурентоспроможності. Досліджено динаміку підготовки здобувачів у закладах вищої освіти України та наведено рейтинг регіонів України за чисельністю осіб, які здобувають вищу освіту. Охарактеризовано основні складові поліпшення функціонування вищої освіти України, а саме: підвищення ефективності фінансового забезпечення вищої освіти, якості вищої освіти, удосконалення інформаційного забезпечення в умовах цифровізації та глобалізації освітнього простору тощо. Обґрунтовано шляхи подальшого розвитку вітчизняних закладів вищої освіти. The paper is devoted to the study of current trends in the functioning and development of higher education in the context of globalization and digitalization. A comparative analysis of the positions of Ukraine and other countries in the development of higher education according to the Global Innovation Index, as well as the level of quality of training of educational institutions graduates according to the Global Competitiveness Index. The dynamics of training of applicants in higher education institutions of Ukraine is studied and the rating of the regions of Ukraine by the number of persons receiving higher education is given. The main components of improving the functioning of the higher education system of Ukraine are described, including financial support, quality of training of applicants, information support in the conditions of digitalization, etc. The ways to intensify the development of domestic higher education institutions are substantiated. In the sphere of financing, it is advisable to study and implement the best world experience in the field of diversification of funding sources, optimal use of financial resources, the introduction of transparent procedures for evaluating the performance of higher education institutions. Emphasis is placed on the need to improve the quality, accessibility and practical orientation of educational services, promote the development of information culture and skills of using of modern information and communication technologies. It is important to intensify the participation of domestic higher education institutions in international projects, grants and programs, as well as to develop cooperation between key stakeholders in improving the quality of higher education. It is necessary to form on the basis of higher education institutions powerful research centers capable to provide expert, informational and analytical services to customers. Статья посвящена изучению современных тенденций функционирования и развития высшего образования в условиях цифровизации и глобализации мирового образовательного пространства. Проведен сравнительный анализ позиций Украины и других стран мира по состоянию развития высшего образования в соответствии с данными Глобального инновационного индекса, а также по уровню качества подготовки выпускников учебных заведений согласно данных Индекса глобальной конкурентоспособности. Исследована динамика подготовки соискателей в учреждениях высшего образования Украины и приведен рейтинг регионов Украины по численности лиц, получающих высшее образование. Охарактеризованы основные составляющие улучшения функционирования высшего образования Украины, а именно, повышение эффективности финансового обеспечения высшего образования, качества высшего образования, совершенствование информационного обеспечения в условиях цифровизации и глобализации образовательного пространства и другие. В.Стаття присвячена порівняльному аналізу сутності поняття «конкурентоспроможність» по відношенню до людських ресурсів та інших подібних категорій, ідентифікації їх переваг, недоліків та сфери застосування в умовах цифровізації економіки і життя суспільства. Наведено характеристику рівнів формування конкурентоспроможності людських ресурсів (особистісного, мікроекономічного, галузевого, територіального, макроекономічного та глобального). Запропоновано напрями підвищення конкурентоспроможності людських ресурсів в умовах сучасних реалій. The paper is devoted to the comparative analysis of the essence of the concept of "competitiveness" in relation to human resources and other similar categories, identification of their advantages, disadvantages and scope in terms of digitalization of the economy and society. It was determined that in the context of digitalization it is expedient to apply the approach to studying the process of forming the competitive advantages of human resources, as allows to consider the competitive advantages in relation to all age groups and at all stages of forming and development of competitiveness. Today, such qualitative advantages as the ability of intensive using of the modern information and communication technologies, digital literacy, interpersonal skills, ability to work in a team, focus on achieving the end result are becoming very important. The characteristics of the levels of forming of the competitiveness of human resources (personal, microeconomic, sectoral, territorial, macroeconomic and global) were given. The urgency of forming and development of global competitiveness of human resources in the conditions of modern realities was emphasized. It was emphasized that along with the traditional forms of employment on a permanent basis, temporary, remote, non-standard employment is becoming more widespread, providing greater freedom of choice for both employers and employees (the best performer or place of work). The directions of improving the competitiveness of human resources in the context of digital transformation of the economy lying in the plane of development of their personal and business qualities, improvement of measures of the state regulatory influence, maintenance of quality of workplaces, consideration of specifics and the features of employment with application of information and communication technologies were offered. Статья посвящена сравнительному анализу сущности понятия «конкурентоспособность» по отношению к человеческим ресурсам и другим подобным категориям, идентификации их преимуществ, недостатков и сферы применения в условиях цифровизации экономики и жизни общества. Приведена характеристика уровней формирования конкурентоспособности человеческих ресурсов (личностного, микроэкономического, отраслевого, территориального, макроэкономического и глобального). Предложены направления повышения конкурентоспособности человеческих ресурсов в условиях современных реалий.
