Здійснено аналіз передумов формування інноваційних кластерів в розрізі регіонів України. Отримало подальший розвиток обґрунтування напрямів активізації формування інноваційних кластерів в умовах економічного зростання регіонів України, які враховують оцінку інноваційного розвитку регіону, що є важливим етапом в розробці регіональних інноваційних стратегій та виборі напрямків кластеризації. The article discloses the study and the ways of improvement of theoretical aspects of creating the conditions for the innovation cluster in the region with the help of grounding the indicators of innovation, investment and personnel constituents. The analysis of the conditions for the formation of innovation clusters in the context of the regions of Ukraine was carried out. The explanation of the trends of activation of the formation of innovation clusters in the conditions of economic growth of the regions of Ukraine was further developed. It was grounded on the assessment of innovative development of the region, which is an important stage in the development of regional innovation strategies and the choice of clustering directions. It is substantiated that the success of the development of the innovation cluster in the economy of the region depends, first of all, on the development of innovation, investment and personnel components. The use of multicriteria assessment of the preconditions for the formation of clusters in the region is proposed, which allows taking into account the most important factors influencing the process of formation of the cluster. The proposed method involves the use of available data for analysis, and takes into account the most important factors of the preconditions of clusterization. Therefore it is universal for using. The practical application of this technique will allow a reasonable preliminary selection of regions in which the most favorable prerequisites for the formation of clusters are available. Prospects for further research will consist in the study and evaluation of the conditions for the functioning of potential clusters in the region with the use of such qualitative methods as SWOT-analysis, PEST-analysis, the results of which can be used for substantiation of conditions for the formation of cluster structures in certain areas of economic activity in the region.Item type:Item, Зарубіжний досвід функціонування кластерних утворень та шляхи його використання в Україні(ЦНТУ, 2017) Левченко, А. Розглянуто стан функціонування кластерів в Україні та наведено основні перешкоди щодо формування кластерних структур на сучасному етапі інноваційної моделі розвитку економік країн світу. The paper is defined the necessity of forming cluster structures for economy's competitiveness as the main component of sustainable development of economy and its national security. The various scientific approaches to the definition of essence 'cluster' and factors of forming of this phenomenon are described. It is noted that the basis of any cluster is the balance between two types of factors: evolutionary and constructive. The experience of functioning of clusters in different foreign countries is reviewed and summarized. The most well-known clusters of the world are represented. The dynamics of the subindex "State of cluster development" of the Global Competitiveness Index of the countries of the world and Ukraine are analyzed. The state of forming and functioning of clusters in Ukraine is considered. The focus is on the fact that the cluster approach to the economy makes it possible to identify the needs of business, and education and the state meet these needs. Здійснено критичний аналіз умов функціонування діючих об’єктів інноваційної інфраструктури регіону. Визначені основні напрямки розвитку інноваційної інфраструктури Кіровоградської області. The aim of the article is to study the state of development and peculiarities of functioning of innovative infrastructure in Kirovohrad in order to determine the conditions necessary for the establishment or improvement of the formation of innovative infrastructure in the region taking into account its needs and potential. The state of development and peculiarities of functioning of innovative infrastructure in Kirovohrad region in the context of the implementation the state regional policy and the creation of a system of the subjects that can ensure effective implementation of innovative economic activities for the benefit of all society have been investigated The critical analysis of conditions functioning of innovative infrastructure objects existing has been carried out. The main directions of development of innovative infrastructure in Kirovohrad region have been determined. The experience of creation and activity of innovative infrastructure of foreign countries showed the need for further systematic and coordinated action by regional state administration, regional council, district state administrations and district councils, research institutions and universities, enterprises, institutions and organizations to maintain favorable conditions for innovation development of the region through the creation of new technologies, production facilities, materials, and other high-tech competitive products, including improving the formation of innovative infrastructure in the region considering its needs and potential. Визначені важливі переваги кластеру з позиції попиту та пропозиції, The purpose of this article is to review the main factors of competitiveness and justify the benefits of the cluster for each company. The author proves that clusters as a new form of organization of production in the global economy is concentrated by geography group of related companies that are competitors, but are working together. In order to disclose the nature of microeconomic efficiency of the cluster in the article used a diamond competitiveness M. Porter, describing the supply as a set of key factors - these include skilled labor, infrastructure, capital and non-key - raw materials and unskilled labor. The author examined the specificity of the interaction of each of the elements of the cluster. In this connection the author considers it appropriate to consider the four fundamental forces of the market to justify the effectiveness of the cluster compared to individual firms. This effect of clustering is an important competitive advantage and gaining more and more valuable in a knowledge economy. The results allowed to conclude that the purchase of goods and services through the cluster is the most convenient and profitable for the buyer, which is clearly evidenced by the history of cluster success. Thus, a cluster is a successful market mechanism.
