Item Інформаційні термінали як елемент інформаційної взаємодії митниць та громадян(ЦНТУ, 2017) Попель, С. А.; Popel, S.У статті обґрунтовано необхідність удосконалення інформаційної взаємодії митниць та громадян з питань державної митної справи в умовах перетворення ДФС України від фіскального органу до сервісної служби. Охарактеризовано електронні способи інформування громадян митними адміністраціями. Визначено, що одним із найбільш перспективних способів інформування громадян про митні правила та порядок виконання митних формальностей є використання інформаційних терміналів. Досліджено основні завдання та переваги використання інформаційних терміналів, а також їх різновиди. The purpose of the article is to study the characteristics of the use of information terminals to inform the customs administrations of citizens on state customs. In the article substantiates the need for improved information exchange and customs of citizens on state customs in terms of the transformation of Ukraine from the DFS fiscal authority customer service. The electronic means of informing citizens customs administrations. It was determined that one of the most promising ways to inform citizens about the rules and customs procedure of customs formalities is to use information terminals. The basic objectives and benefits of the use of information terminals, and their varieties. Use of information terminals to help improve customs information interaction DFS and citizens in the context of the movement (transfer) their goods through the customs border of Ukraine.Item Сутність та вимоги до подання короткої ввізної декларації в країнах ЄС(КНТУ, 2016) Руда, Т. В.; Попель, С. А.; Ruda, Tatiana; Popel, SergiiУ статті розкрито сутність та роль короткої ввізної декларації (ENS) у процесі здійснення попереднього інформування про переміщення товарів. Проаналізовано відомості, що наводяться у ENS залежно від виду транспорту, яким переміщуються вантажі та наявності спеціального статусу. Наведено терміни та форми подання короткої ввізної декларації й окреслено порядок подання та корегування у ній відомостей. The purpose of the paper is to analyze the content and presentation of the main requirements for the import summary declaration to the specific implementation of foreign trade operations. The article reveals the essence and role of import summary declaration (ENS) in the process of prior notification of the movement of goods. It was analyzed the information provided to ENS depending on the type of vehicle which transported goods and the availability of special status. The timing and the presentation of the import declaration and brief outline procedures for submitting and correcting information in it were shown. Based on the research conclusions can be drawn that the introduction of a prior notification of the movement of goods across the customs border involves establishment of appropriate regulatory preconditions, establishing communication linkages between the customs authorities and participants of foreign trade activities and provide the necessary information resources and technologies that ultimately will simplify customs procedures and ensure the appropriate level of customs security.Item Стан і перспективи розвитку інноваційної інфраструктури в Україні(КНТУ, 2014) Попель, С. А.; Popel, SergeyУ статті наведено визначення сутності інноваційної інфраструктури. Проаналізовано нормативне забезпечення створення і розвитку її основних об’єктів. Вивчено основні структурні елементи інноваційної інфраструктури, створення яких передбачаєлось державною цільовою програмою на 2009-2013 рр. Досліджено сучасний стан і основні перспективні напрямки розвитку інноваційної інфраструктури України. The aim of the paper is to investigate the condition and prospects of development of innovation infrastructure in Ukraine. The article contains the definition of the essence of innovation infrastructure. Analysis of regulatory support the creation and development of its major facilities. The basic building blocks of innovation infrastructure, which provides for the creation of the national target program for 2009-2013 the current state and the main prospective directions of innovation infrastructure in Ukraine. State of innovation infrastructure today is at a very low level, but in recent years there have been some positive developments, which are primarily associated with the adoption of the state target program to create innovation infrastructure.Item Побудова трирівневого механізму формування інноваційного потенціалу промислового підприємства(КНТУ, 2015) Попель, С. А.; Popel, SergeyВ статті обґрунтовано основні завдання механізму формування інноваційного потенціалу промислового підприємства. Запропоновано трирівневу структуру механізму і розглянуто кожен із виділених рівнів. Наведена характеристика основних елементів механізму формування інноваційного потенціалу підприємства. Запропоновано методику аналізу стану інноваційного потенціалу та алгоритм оцінювання якості й прогнозування майбутнього рівня інноваційного потенціалу. The purpose of the article is to build three-tier mechanism of formation of innovative potential of industrial enterprises and research of its main elements. The main objectives of the mechanism of formation of innovative potential of industrial enterprises were justified in the article. Three-tier structure of the mechanism was proposed by the author and every of the selected levels were examined. The characteristic of the main elements of the mechanism of formation of innovative potential of the company was represented. The method of analysis of the innovation potential and quality assessment algorithm and prediction of future innovation potential were offered in the study. The proposed three-level mechanism of innovative potential of industrial enterprises allows it to quickly responding and appropriately responding to changing external economic environment.
