Item Зарубіжний досвід щодо детінізації діяльності населення у сфері сільськогосподарського виробництва(ЦНТУ, 2018) Решитько, Т. В.; Міценко, І. М.; Миценко, И. М.; Reshitco, T.; Mytsenko, I.В статті досліджено, що в економічно розвинених країнах функціонує і постійно вдосконалюється комплексна система державної підтримки діяльності суб’єктів сільськогосподарського виробництва для недопущення їх виходу в „тінь”. Проаналізовано зарубіжний досвід детінізації діяльності населення в сільському господарстві, виявлено, що державна підтримка сільськогосподарських товаровиробників охоплює: виплати з бюджету і компенсації витрат виробникам; заходи щодо підтримки цін, встановлення експортних та імпортних квот, тарифів, а також дотації, субсидії, податкові пільги, страхові виплати тощо. Наголошено на необхідності застосування такого позитивного досвіду з легалізації зайнятості і доходів населення для виробників сільськогосподарської продукції в Україні. В статье исследовано, что в экономически развитых странах функционирует и постоянно усовершенствуется комплексная система государственной поддержки деятельности субъектов сельскохозяйственного производства с целью не допустить выхода их в „тень”. Выполнен анализ зарубежного опыта детенезации деятельности населения в сельском хозяйстве, определено, что государственная поддержка сельскохозяйственных товаропроизводителей охватывает: выплаты с бюджета и компенсации затрат производителям; мероприятия относительно поддержки цен, установления экспортных и импортных квот, тарифов, а также дотации, субсидии, налоговые льготы, страховые платежи и другое. Акцентировано внимание на необходимости использования такого положительного опыта по легализации занятости и доходов населения для производителей сельскохозяйственной продукции в Украине. The article highlights that the issue of unshadowing of activity of population in the field of agricultural production is difficult and complex. It needs new research. A significant part of the world, including highly developed countries, could not escape the informal economy in its various manifestations. According to experts, "informal employment" is the labour law permitted by the legislation, which is not calculated by official statistics, and the received income is not declared and taxed. Due to the huge scale of distribution, this kind of activity negatively affects the formation of the labour market. Although it contributes to mitigating the problem of unemployment, it negatively affects the formation of labour morality, leads to the loss of skills of workers, and in some cases has signs of a shadow and even a criminal economy. For Ukraine the issue of legalization of activity of population in the field of agricultural production is extremely actual as taking into account the data of experts almost 45 % of the Ukrainian economy is in „shade”. The article shows that in the economically developed countries, a complex system of state support of the activities of agricultural producers is functioning and is constantly being improved to prevent them from entering the shadow, which includes: payments from the budget and compensation of expenses to producers; measures to support prices, establish export and import quotas, tariffs, as well as subsidies, subsidies, tax breaks, insurance payments, etc. Forms and methods of government control are determined the features of economic and social development of every concrete country. The necessity of applying such positive experience on legalization of employment and incomes of the population for agricultural producers in Ukraine is emphasized. In fact today unsolved are problems of legalization of activity and state social security of domestic population, busy in the informal sector of rural economy. Presently most members of OSG do not pay ESV, that in the future will deprive their rights of social protection (pension and other social support). With the purpose of creation of favourable terms for the output of rural economy of Ukraine from „shade” and stimulation of rural population of Ukraine to legal productive employment, it is suggested in a legislative order to inculcate the complex of instruments and measures on support of prices on an agricultural produce, grants and subsidies the producers of this products; favourable crediting and taxation of their activity.Item Розвиток обслуговуючих кооперативів як засіб збільшення мережі робочих місць на селі(КНТУ, 2013) Решитько, Т. The article discloses the research of interrelationship between development of service-oriented cooperatives in rural areas and increasing job-placement for villagers. The article shows how the development of service-oriented cooperatives in rural areas may influence the organization of considerable quantity of job-placement for village population. The world’s best experience of cooperative movement in rural area was given. It has been pointed out that service-oriented cooperatives provide their members with services at cost-price, improve the conditions of their activity, prevent extracting revenues from agricultural sphere to dealers’ commercial structures. But most importantly they solve social issues while creating job-placement and providing income for villagers. To make a conclusion we may state that development of agricultural service-oriented cooperatives in Ukraine will stimulate the increase of job-placement.Item Природний рух сільського населення(КНТУ, 2004) Решитько, Т. Проаналізовано місце та роль особистих селянських господарств в суспільному поділі праці. Запропоновані важелі стимулювання дрібних селянських товаровиробників до легальної трудової діяльності з метою досягнення кардинальних позитивних змін у їх діяльності. Today Ukraine's country specific distribution became private households. Unable to find work in the new farms , much of the rural population alone seeking other forms of employment - creating new subjects of small-scale agricultural production, which constitute a large portion of the informal sector of the rural economy. According to statistics in Ukraine currently operates more than 4 million different size and the nature of individual farms. They play a significant role in solving the food problem of the state and social problems in the village, producing almost half of the gross agricultural output of the country. According to experts they employ more than 2.5 million people. Occupying a "niche" in the social division of labor, private households carry inherent to the function of self - preservation and peasant families. But the most important is that in the period of market economy in Ukraine these farms allow you to mitigate the problem of rural employment and significantly stabilize the social situation in rural areas. However, its activity private households experiencing great difficulties. Reformation of agrarian sector of economy, social and labour relations resulted in considerable changes in the structure of employment of rural population. The newly created private agricultural enterprises considerably decrease the number of the hired workers.Significant part rural population tends to act in different non-traditional forms of independent selfemployment without official registration. It resulted in appearance of new, unknown before, informal sector of economy in villages. Nearly every second village habitant is occupied in that sector. The informal sector of rural economy extends possibilities for the new types of economic activity, which did not exist before or were monopolized by the state. This sector provides services to economic segments that are avoided by the registered sector because of lower level flexibility and high cost of labour.
