Повернення на практиці на поч. 30-х рр. до політики "воєнного комунізму", гцо базувалася на відмиранні товарно-грошових відносин, голому адмініструванні та примусі стало визначальним в економічній політиці СРСР на довгі роки. "Великий стрибок" у важкій промисловості в роки індустріалізації призвів лише до великої дезорганізації та надзвичайного ускладнення економічної ситуації не тільки на залізничному транспорті, але й у народному господарстві в цілому. Any attempt to make a research on our society’s command economy in its various fields can help our management develop analytical approach and implement a liberal economy type. The important observations are: At the end of the 20s New Economic Policy (NEP,) that was characterized by its liberal management of economic processes and some elements of marketing economy, was replaced by command economy with its directive and voluntaristic approach and noneconomic methods of national economy management. Later in the 30s for a long period the economy of the Soviet Union went back to the policy of “military communism” which was based on the regression of commodity-money relations, dry administration and compulsion. “Great Leap” in heavy industry during the years of industrialization caused serious disruption, disorganization and considerable complications in the economic development, including railway transport and other areas of national economy.Item Менеджмент в органах державної влади(КНТУ, 2013) Бондар, Ю. А.; Bondar, YuliaУ статті проаналізовано питання запровадження принципів менеджменту в діяльність органів державної влади. З'ясовано, що публічний менеджмент є системною, складною і, певною мірою, суперечливою державною політикою. Описано зміст поняття публічного управління та показано, що термін “державне управління”, який використовується в Україні, не є точним відповідником терміна “публічне управління”. Purpose of the article is to clarify the implementation in practice of the principles of management in the activities of public authorities. The paper analyzes the issues of implementation of the principles in the management of public authorities . It was found that the public management is a systematic, complex and , to some extent, contradictory public policy. Describes the content of the concept of public administration and show that the term " government" that is used in Ukraine is not an exact match of the term "public administration" . Thus, it is a classic model of management in the public sector gets the recognition in Ukraine, where he still used the term "governance" is not an exact counterpart of the term "public administration" and its meaning is closer to the term "public administration". Very often two different terms public administration (Public Administration) and public management (public administration) translated from English into Ukrainian as "governance".
