Item Інноваційна стратегія розвитку підприємств машинобудівної галузі(ЦНТУ, 2017) Захарова, О. В.; Барбанова, І. Проаналізовано основні тенденції розвитку машинобудівних підприємств за останні чотири роки. Уточнено сутність поняття «інноваційна стратегія». Проаналізовано та оцінено можливі види інноваційних стратегій. Запропоновано послідовність формування інноваційної стратегії розвитку підприємств машинобудівного комплексу України. In today's economic conditions for managing the efficient functioning of the enterprises of the machinebuilding industry, the transition to an innovative way of development, which should become the key to radical renewal and modernization of all sectors of the economy of the country, is very important. The purpose of this article is to determine the essence of the concept of «innovative strategy» and the substantiation of the main stages of its formation for enterprises of the machine-building industry in Ukraine. The feasibility of developing an innovative strategy for the development of the machine-building industry in Ukraine is justified. The main trends of changes in the structure of engineering products over the past four years are analyzed. It was found that in 2016 in comparison with 2010 the number of enterprises in the industry decreased by 5.4%, the number of employees decreased by 28.4% with the volume of sales realized by 9.8%. As a result, the level of labor productivity increased by 53.3%, which is more related to inflation processes. In analyzing the approaches to defining the essence of the concept of «innovation strategy», it was established that the authors focus on such aspects as novelty for the enterprise, the consistency of managerial decisions, the transformation of the state of the enterprise and technological opportunities for this, orientation to international markets and the achievement of innovation efficiency. Such an interpretation of the concept of «innovation strategy» is adopted – planned changes that open the way for the enterprise to take the path of innovative development, development of new types of products, entering new markets, increasing competitiveness and as one of the components on the path to future development in the future. The basic characteristics and conditions for using seven innovative strategies are analyzed. The sequence of forming an innovative strategy for the development of enterprises of the machinebuilding complex of Ukraine is proposed.Item Основні тенденції розвитку законодавчого забезпечення державного регулювання інноваційної діяльності в Україні та пошук напрямків її вдосконалення в умовах соціально-економічної нестабільності(ЦНТУ, 2017) Бугаєва, М. В.; Buhaieva, M.Розглянуто тенденції розвитку законодавчого забезпечення державного регулювання інноваційної діяльності в Україні, а також створення сприятливого інституційно-правового середовища для функціонування суб’єктів інноваційного процесу. Визначено основні закони України, що регламентують інноваційну діяльність та її державне регулювання. Обґрунтовано доцільність удосконалення законодавчої бази із запровадження та нормального функціонування моделі інноваційного розвитку в Україні. Проаналізовано недосконалість створеної законодавчої бази регулювання інноваційної діяльності в Україні, запропоновано шляхи вдосконалення регулювання інноваційної діяльності в умовах соціально-економічної нестабільності. The article considers the issues of legal support of state regulation of innovation activity in Ukraine. The lack of legal framework in the innovation sector is a significant factor contributing to the formation and development of innovative activity and the effective use of the existing intellectual potential of the country and its regions. Many barriers exist in laws and regulations, which ultimately adversely affect the formation and development of an innovative climate in the state and its regions, taking into account socio-economic and political instability. The purpose of the article is to study the degree of legislative provision of state regulation of innovation activity in Ukraine and the search for directions for its improvement in conditions of socio-economic instability. The author determines the basic Ukrainian laws which regulate the innovative activity in Ukraine. The paper substantiates the necessity of legislative framework improvement for the implementation and normal operation of the model of innovative development in Ukraine. The drawbacks of the present legislative base of innovation activity regulation in Ukraine are analyzed. The article determines the main features of the innovative activity and the ways of implementation of innovative activity regulation. It was determined that regional legislation in the field of regulation of innovation activity may be more progressive than at the national level. In addition, it will not only complement it, but fill in the gaps, especially in terms of terminology, rights and responsibilities of the parties to the innovation process and in other issues related to the specific activity of innovation-integrated structures.Item Regulation mechanism of innovative development of research sector of the higher education system in Ukraine(КНТУ, 2016) Haidura, Hani Mohammad; Хайдура, Хані МохаммадThe purpose of this publication is to generalize and deepen the scientific approaches to defining the essence of the state regulation of the innovative development of the research sector of the higher education system (SRID RS HES); to develop the classification of the forms and models of the SRID RS HES; to explore the main areas of the SRID RS HES; to summarize the current national and international experience of using forms of the SRID RS HES to use it in the economy of Ukraine and Lebanon; to analyze and evaluate the features of the SRID RS HES the interregional and regional levels of the national economy; to develop the author’s model of rating evaluation of the competitive positions of the universities oriented on the innovative development; to develop the strategic directions of the SRID RS HES in Ukraine; to develop the proposals for improving the organizational and economic bases (mechanism) of the adjustment of the SRID RS HES; to form the financial conditions for the innovative leading of the higher education institutions in terms of the research activity under conditions of the integration processes in the higher education system. Метою публікації є розробка теоретичних положень, методичних підходів та науково- практичних рекомендації стосовно формування та використання механізму державного регулювання інноваційного розвитку дослідницького сектора системи вищої освіти (ІР ДС СВО) України. У статті узагальнюються та поглиблюються наукові підходи до визначення сутності поняття ІР ДС СВО України, розробляється класифікацію форм та моделей регулювання ІР ДС СВО, досліджуються основні напрями державного регулювання ІР ДС СВО. Узагальнено національний та міжнародний досвід використання форм регулювання ІР ДС СВО з метою використання в економіці України та Лівану, здійснено аналіз та оцінювання особливостей регулювання ІР ДС СВО на міжрегіональному та регіональному рівнях національної економіки. На основі проведених досліджень розроблено стратегічні напрями ІР ДС СВО в Україні, пропозиції щодо удосконалення організаційно-економічних основ (механізму) державного регулювання ІР ДС СВО в Україні, сформульовано фінансові умови інноваційного лідирування вищих навчальних закладів в частині дослідницької діяльності за умов інтеграційних процесів у СВО. Встановлено, що адекватним сучасному стану та вимогам розвитку ДС СВО України є набір засобів стимулювання інноваційної діяльності, що включає до свого переліку організаційні механізми залучення провідних вчених-викладачів з досвідом наукової, дослідницької та організаційної співпраці з провідними університетами світу; управління закладами вищої освіти із залученням стейкхолдерів; забезпечення академічної та фінансової автономії державних ВНЗ із формування їх статусу як отримувачів коштів бюджету, але з поступовим передавання майна із розпорядження у власність; регулярної діагностика ринку праці; забезпечення конкуренції на ринку освітніх послуг, а також фінансові механізми трансформації бюджетного фінансування ВНЗ; сприяння інтеграції університетів та наукових установ; підвищення соціального статусу інноваційно активних науково-педагогічних та наукових працівників; концентрації бюджетних ресурсів держави у провідних університетських центрах у поєднанні з фінансуванням провідних регіональних та галузевих ВНЗ.Item Аналіз сучасного стану трудоресурсного забезпечення Кіровоградського регіону в контексті реалізації стратегії соціально-економічного та інноваційного розвитку регіональної економіки(КНТУ, 2015) Бугайова, М. С.; Bugaeva, Maria; Zlatopolska, AnastasiiaУ статті здійснено аналіз сучасного стану трудоресурсного забезпечення Кіровоградського регіону та виявлені основні перешкоди у формуванні та розвитку трудових ресурсів в контексті реалізації стратегії соціально-економічного та інноваційного розвитку регіональної економіки. Проаналізовані основні соціально-економічні та демографічні фактори впливу на процес формування трудоресурсного забезпечення регіону. Виявлені резерви покращення стану трудоресурсного забезпечення, що в подальшому сприятиме підвищенню рівня життя населення та забезпечить соціально-економічне та інноваційне зростання регіону. Global trends in the development of innovative economy recognize the dominant role of the education in social and economic progress, in formation of quality labor resource providing, development of innovative component of labor potential. The aim of the paper is the determination the current state of labor resource providing of Kirovograd region and identification the main obstacles to the formation and development of labor resources in the context of the implementation of socio-economic and innovative development of the regional economy. Today the formation and development of effective labor potential is caused by the need to transition on the innovative type of economic development and its regions The demands on formation, development and management of labor potential of the country and its regions are increasing in modern economic conditions in Ukraine. The strategy of socio-economic and innovative development of the regional economy, which is based on high-tech, knowledge-intensive production, requires above all more efficient development and use of labor resources, intellectualization of labor potential. Unfortunately, in Ukraine there are more problems with reproduction and formation of labor resources, thus solving the problem of labor resource providing at the regional level is quite timely because its solution will be one of the important factors of socio-economic and innovative growth in Ukraine. The basic socio-economic and demographic factors of influence on the process of labor resource providing of the region were analyzed in the article. The provisions of improvement of labor resource provision were found and it will increase the standard of living and ensure socio-economic and innovative growth in the region. The formation adequate and timely state and regional policy for more effective use of available labor resource can improve the state labor resource providing in the future.Item Сучасні реалії та перспективні напрямки державного регулювання інноваційного розвитку підприємництва(КНТУ, 2014) Пальчевич, Г.Т.; Palchevich, GalinaУ статті досліджено завдання та функції державної інноваційної політики у сфері підприємництва, особливості державної підтримки суб’єктів інноваційної діяльності на окремих етапах життєвого циклу інновацій. Висвітлено методи податкового стимулювання інноваційної діяльності підприємств, розглянуто наявні у світовій практиці напрями заохочення інноваційної діяльності підприємств через надання податкових пільг. Надано пропозиції щодо стимулювання кредитної діяльності банків у сфері інноваційного бізнесу. It has been proved that the foundation of achieving by enterprises competitive advantage in the surrounding business environment is intellectualization of production and introduction of new technologies. The main factors shaping the innovation capacity of enterprises and the principles of operation of innovative enterprises have been considered. The tasks and functions of the innovation enterprise policy, particularly state support business innovation at various stages of the life cycle of innovation have been investigated. The methods of tax incentives for innovation activity have been considered. in the international practice areas to The ways of encouraging of innovation activities of enterprises by providing tax incentives have been substantiated. The proposals to stimulate lending activity of banks in business innovation have been elaborated, in particular: permission to banks to use with credited enterprises the results of innovation and take profits from such use; reducing the income tax rate of banks that provide long-term loans to enterprises to increase the amount of resources invested in financing projects of restoration and modernization of production. The necessity of using as instruments of state regulation of innovation activity the special investment regimes, preferential loans, government support of commercial banks in providing innovative loans have been proved.
