    Сучасний стан та проблеми фінансового забезпечення вищої освіти в Україні

    В статті проаналізовано сучасний стан фінансування вищої освіти в Україні, виокремлені слабкі сторони та недоліки державного механізму фінансування. Досліджена світова практика недержавного фінансування. На основі отриманих результатів сформовані рекомендації щодо покращення фінансового забезпечення вищої освіти, а також щодо активізації науково-дослідницької діяльності ВНЗ. The work analyzes the current state the higher education financing in Ukraine. On the basis of the Treasury system financing higher education detailed analysis, it is possible to highlight the weaknesses and shortcomings of this funding mechanism. In order to review the current state of the higher education financing and directions of its improvement, this paper discovers the mechanism of the Treasury's funding for the higher education, its advantages and disadvantages. Nowadays, the higher educational institutions look for the alternative funding sources therefore, the research was conducted. Due to analysis, one may clearly see that the most common practices usually attract financial aid for the universities. The alternative methods of financing the higher education in Ukraine are offered as a result, there are various possible activities for domestic higher education to reach the desired goals. In addition, all the types of the state financial support were considered the international practices of the private funding became the core theoretical background for the research. On the basis of the obtained results, there are several recommendations to give for the improvement of the financial support of the Ukrainian higher education as well as the promotion of the scientific research activities of the University.

    Проблеми та напрямки удосконалення державної фінансової інтервенції аграрних підприємств в Україні

    У статті визначено напрямками державного стимулювання розвитку агропромислового комплексу України за рахунок здійснення державної фінансової інтервенцій. Досліджено сучасний стан, проблеми та напрямки державного фінансування сільськогосподарських товаровиробників. Запропоновані заходи удосконалення державної фінансової інтервенції аграрних підприємств в Україні. Todaу, there is no proper legal mechanism of implementing financial and commodity interventions in agriculture of Ukraine. The aim of this work is the study of the current status of state financing of agrarian enterprises of Ukraine to identify problems and give suggestions for the improvement of the state financial support through financial intervention. The article defines the directions of the state stimulation of agricultural sector of Ukraine through the implementation of the state financial interventions. The current state of agriculture was investigated. This is a problem for domestic agricultural producers, which is limited financial resources, lack of necessary volumes of own funds, limited access to loan and borrowed funds. The state of financial support in the form of financial intervention becomes important. We proposed the measures for improving state of financial intervention of agricultural enterprises in Ukraine. Use the funds existing duties, taxes and other payments related to the sale of agricultural products, raw materials and supplies. This form will allow funds through the reallocation of resources between sectors of the economy without increasing the tax burden and expenditure budgets of different levels.

    Будівництво вітчизняної залізниці та розвиток її інфраструктури наприкінці ХІХ ст.

    У статті обґрунтовується економічна необхідність спорудження в Україні наприкінці ХІХ ст. залізниці та її інфраструктури, що знайшло своє вираження у будівництві під’їзних колій, які забезпечували ритмічність та ефективність роботи всієї залізниці в цілому. Досліджено їх значення для промислового розвитку різних регіонів України. The article explains the economic necessity of the railway construction in Ukraine at the end of the 21st century and service infrastructure, which resulted in the approach lines construction, which provided the entire railway system with rhythm and efficiency. The author defines their importance for the development of a certain Ukrainian region, namely, Poltava, Kharkiv provinces, Donetsk region. It was studied their economic efficiency. While considering the question of the railway infrastructure, the author analyzed the "Regulations on the sidings," which opened up opportunities for private and public initiative to the question of its construction. Local initiative and self-activity were necessary not only to update the already existent railtrack with rail lines and other kind of rail transport branches, but also to create convenient railway lines at such sectors, where there were no lines at all. But, on the other hand, the construction was run by the state, which had a variety of, for example, forms of financing. The Government saw the matter of the first state importance in the construction of the railway infrastructure, which requires a whole set of conditions of the inside domestic commercial and industrial activities.
