Item Передумови формування інноваційного кластера в регіоні(ЦНТУ, 2017) Сторожук, О. В.; Заярнюк, О. В.; Storozhuk, О.; Zaiarniuk, О.У статті розглянуто та удосконалено теоретичні засади формування передумов для створення інноваційного кластера в регіоні шляхом обґрунтування показників інноваційної, інвестиційної та кадрової складової. Здійснено аналіз передумов формування інноваційних кластерів в розрізі регіонів України. Отримало подальший розвиток обґрунтування напрямів активізації формування інноваційних кластерів в умовах економічного зростання регіонів України, які враховують оцінку інноваційного розвитку регіону, що є важливим етапом в розробці регіональних інноваційних стратегій та виборі напрямків кластеризації. The article discloses the study and the ways of improvement of theoretical aspects of creating the conditions for the innovation cluster in the region with the help of grounding the indicators of innovation, investment and personnel constituents. The analysis of the conditions for the formation of innovation clusters in the context of the regions of Ukraine was carried out. The explanation of the trends of activation of the formation of innovation clusters in the conditions of economic growth of the regions of Ukraine was further developed. It was grounded on the assessment of innovative development of the region, which is an important stage in the development of regional innovation strategies and the choice of clustering directions. It is substantiated that the success of the development of the innovation cluster in the economy of the region depends, first of all, on the development of innovation, investment and personnel components. The use of multicriteria assessment of the preconditions for the formation of clusters in the region is proposed, which allows taking into account the most important factors influencing the process of formation of the cluster. The proposed method involves the use of available data for analysis, and takes into account the most important factors of the preconditions of clusterization. Therefore it is universal for using. The practical application of this technique will allow a reasonable preliminary selection of regions in which the most favorable prerequisites for the formation of clusters are available. Prospects for further research will consist in the study and evaluation of the conditions for the functioning of potential clusters in the region with the use of such qualitative methods as SWOT-analysis, PEST-analysis, the results of which can be used for substantiation of conditions for the formation of cluster structures in certain areas of economic activity in the region.Item Сучасний стан інноваційної діяльності підприємств, установ, організацій Кіровоградської області та його проблеми(ЦНТУ, 2017) Фільштейн, Л. В.; Filstein, L.; Budulatiy, A.; Budulatiy, V.У статті розглянуто стан інноваційної діяльності та досліджено інноваційну активність підприємств, установ, організацій Кіровоградської області. Конкретизовано проблеми інноваційного розвитку підприємств регіону. На основі проведеного аналізу визначено основні напрямки активізації інноваційного розвитку суб’єктів господарювання регіону.The objective of the article is to study the current state and problems of the innovation activity of enterprises and organizations in the region, to generalize the received information for the development and implementation of measures for qualitative reform and increase of the region's economy efficiency, ensuring of its development on an innovative basis. Summarizing the main economic processes in Kirovograd region and the results of the survey of innovation development of region enterprises state, it is necessary to note the unsatisfactory development of industry innovation activity, the results indicate that in the conditions of legislation instability, low investment rating of Kirovograd region, lack of financial and investment fund and tense relations with individual countries, there is a risk of lowering business investment activity in the region. This is facilitated by the decline in solvent demand for scientific technical products by the state and the business sector, the deterioration of scientific personnel qualitative characteristics and the material technical base of the research and a number of equally important factors. At the same time, Kirovograd region has significant potential for the innovation activity development under conditions of effective state and regional policy. However, despite the high innovation potential, the innovative component of the economic development of the region is poorly used. In order to create a system that will ensure effective innovation development, it is necessary to develop an innovation-investment strategy that would provide resource support for the subjects of the region's economic activity, the development of which takes place under conditions of constant negative change of internal and external factors.Item Вплив людського капіталу на соціально-економічну безпеку регіону(ЦНТУ, 2017) Сторожук, О. Здійснено аналіз впливу людського капіталу на соціально-економічну безпеку регіону. Обґрунтовано стратегічні цілі розвитку людського капіталу в умовах інноваційного зростання Кіровоградської області, які, на доповнення до вже діючих програм, враховують особливості регіону на основі проведеного аналізу стану людського капіталу в контексті соціально-економічної безпеки регіону за ключовими індикаторами. The purpose of the article is to study the impact of human capital on the provision of socioeconomic security of the region in modern economic conditions. The article considers and improves the theoretical foundations of the human capital management system by substantiating the components of the system of ensuring the socioeconomic security of the region. The analysis of the influence of human capital on the socioeconomic security of the region was carried out. The further development of the justification of the strategic goals of human capital development in the context of the innovative growth of the Kirovograd region, which, in addition to the existing programs, takes into account the features of the region based on the analysis of the state of human capital in the context of socioeconomic security of the region by key indicators. The human resource is the most important in ensuring the social and economic security of the country. Innovative activity depends on the capabilities of the individual. The value of human capital determines the quality of human resources. Human capital is the main factor of innovative development of the economy and the main condition for ensuring the social and economic security of the country. The deterioration in the quality of human capital of the scientific and innovation organizations in the region is an obstacle to the formation of the economy of an innovative economy. This is a threat to the social and economic security of the region.Item Розробка та реалізація комплексу регіональних та місцевих програмних заходів розвитку малого та середнього підприємництва(ЦНТУ, 2017) Кропівний, В. Розглянуті механізми державної політики підтримки на місцевому рівні бізнесового середовища, зокрема регіональна програма розвитку малого та середнього підприємництва у Кіровоградській області на 2016-2018 роки. Здійснено узагальнення результатів виконання Програми, визначені основні проблеми, що стримують розвиток підприємництва в регіоні та визначені пріоритетні завдання Програми на наступний період. In order to identify the main reasons that hinder small and medium entrepreneurship development in the region and determine the priority directions of their development, the analysis is made and trends and indicators of SME development in Kirovohrad region are generalized, the mechanisms of the state policy of support at the local level of the business environment are defined, in particular through the implementation of the measures of the regional program of small and medium entrepreneurship development in Kirovohrad region in 2016, the main reasons that hinder the development of entrepreneurship in the region are identified and the priorities of this program for the next period are determined. An analysis of the indicators of SMEs development in Kirovohrad region showed that the general tendency of the dynamics of business entities activity in Kirovohrad region has been improved. However, under present conditions, SMEs are faced with a multitude of constraining factors and problems that have to be tackled on their own. In order to solve the problems, identified during the implementation of the program of the small and medium entrepreneurship development of Kirovograd region for 2016-2018 and the programs of all previous periods, it is expedient to develop and implement such program for a five-year period, taking into account the economic and innovative potential of the region, and to introduce the development of the Concept/Road map for the small and medium entrepreneurship development in Kirovograd region for the period up to 2022.Item Стан розвитку та особливості функціонування інноваційної інфраструктури в Кіровоградському регіоні(КНТУ, 2016) Фільштейн, Л. Здійснено критичний аналіз умов функціонування діючих об’єктів інноваційної інфраструктури регіону. Визначені основні напрямки розвитку інноваційної інфраструктури Кіровоградської області. The aim of the article is to study the state of development and peculiarities of functioning of innovative infrastructure in Kirovohrad in order to determine the conditions necessary for the establishment or improvement of the formation of innovative infrastructure in the region taking into account its needs and potential. The state of development and peculiarities of functioning of innovative infrastructure in Kirovohrad region in the context of the implementation the state regional policy and the creation of a system of the subjects that can ensure effective implementation of innovative economic activities for the benefit of all society have been investigated The critical analysis of conditions functioning of innovative infrastructure objects existing has been carried out. The main directions of development of innovative infrastructure in Kirovohrad region have been determined. The experience of creation and activity of innovative infrastructure of foreign countries showed the need for further systematic and coordinated action by regional state administration, regional council, district state administrations and district councils, research institutions and universities, enterprises, institutions and organizations to maintain favorable conditions for innovation development of the region through the creation of new technologies, production facilities, materials, and other high-tech competitive products, including improving the formation of innovative infrastructure in the region considering its needs and potential. It has been substantiated that these measures should be considered as a prerequisite for successful economic reform in the region.Item Ентропійні параметри соціально-економічної пружності регіонів(КНТУ, 2015) Бурлуцька, C. В.; Burlutska, S.У статті розглянуті питання оцінки ентропійних параметрів соціально-економічної пружності регіонів. Проведено кластерний аналіз за параметром структурної ентропії (за видами економічної діяльності) та глибиною шоку (падіння валового регіонального продукту) за 2013-2014 роки). Визначені регіональні особливості пружної реакції на шокові збурення. Емпірично підтверджено прояв ефектів модульності, структурної нейтральності, міжрегіональної субституційності та компліментарності. Наведені пропозиції щодо покращення інформаційної вірогідності ентропійних параметрів соціально-економічної пружності. The events of the past two years illustrate the most significant shock effect on the domestic socio-economic system. In this context deepening of territorial imbalances necessitated the development of differentiated approaches to formation of strategy and tactics for regional development. The solution of this problem is impossible without a perfect research of reaction features of regional systems on recessionary symptoms. The purpose of this investigation is the definition of entropy characteristics of the region socio-economic resilience as a response to shock disturbances of Ukrainian economy in 2013-2014. Socio-economic resilience is the ability of an economy (region) to withstand or recover from market, competitive, environmental, and other external shocks and to return to the path of growth. The economic structure of a region (structure existing activities) affects the exposure and vulnerability to different types of shock, and determines the robustness of local socio-economic system. Assessment of the economic structure involves determining both the overall structural diversification and parameter modularity, structural substitution and complementarity. Some shock impact on the socio-economic system is associated with the violation of existing relationships and the introduction of some "chaos". The entropy assessments of the region functioning were used for accounting this effect in this paper. It was modified Shannon entropy function and estimated the structural entropy level by economic activities for quantifying structural diversification of regions. Regional clusters are identified by the criteria of shock depth and the entropy change speed. According to the research regional features of the resilience response to shock disturbances are identified. The effects of modularity, structural neutrality, interregional substitution and complementarity are empirically confirmed. Framework to improve the information reliability of entropy parameters of socio-economic resilience are proponed.Item Методичне забезпечення аналізу конкурентоспроможності регіонів(КНТУ, 2014) Шинкаренко, О. The article identified the need to develop a common methodological approach to assessing the competitiveness of regions, summarizing domestic and foreign experience and form their own methods of analysis. To date, a number of economic thought methodological approaches for assessing regional competitiveness based on the use of complex integrated approach to the assessment of the competitiveness of the region. The article is summarized the scientific approaches to evaluating the competitiveness of the region and concluded that these methods use a group of indicators which are detailed in the system of diverse indicators. The article is noted that the main aspect to assess the competitiveness of the region is an adequate choice of parameters for the calculation of the integral indicator. The article is suggested the following groups of indicators to assess the competitiveness of the region: the entrepreneurial potential, socio-demographic potential, the economic and financial capacity, production capacity, natural and ecological potential, investment potential.Item Оцінка податкової ефективності програм підтримки малого і середнього бізнесу(КНТУ, 2014) Гришина, Л. Запропоновано підходи до оцінювання податкової ефективності фінансування підтримки малого підприємництва органами місцевого самоврядування. In modern condition, the solution of problems related to ensuring faster growth of small and middle businesses is of great importance nowadays. Futher pace a the firction of small a middle businesses development as well as local budgetiny are mostly predetermined by the state and above all the negional authorities support. The purpose of this study is scientific and practical motivation for assessing tax efficiency government support programs for small and middle businesses. In this paper, theoretical and practical problems of the tax efficiency of state support for small and middle businesses as a source of fiscal revenue in the region have been considered. Comparative analysys has proved thed there are significant differences in the methods of state support and the needs of small and middle businesses. The obtained results allowed to characterize the support small and middle businesses for this criterion ineffective; and therefore recommend annually to detect deviation of the actual distribution of funds from the expected support of small and middle businesses. The aproach to the evaluation of the effectiveness of tax financing of small and middle businesses support local authorities offered. Calculated on the basis of budgetary efficiency coefficients in Mykolayiv and Balta ragion and town Voznesensk of the direct relationship between the amount of funding programs to support small businesses and small businesses tax revenues to the local budget hasbeen confirmed.Item Теоретико-методичні підходи оцінки розвитку соціально-трудового потенціалу: регіональний аспект(КНТУ, 2014) Пасєка, С. Р.; Pasieka, StanislavaУ статті запропоновано методику оцінки розвитку соціально-трудового потенціалу регіону з урахуванням наявної статистичної інформації, що відображає закономірності розвитку його компонент. Здійснено розрахунок та аналіз часткових та інтегрального індексів розвитку соціально-трудового потенціалу областей України з простеженням тенденцій їх зміни протягом останніх 10-ти років та зміщення рейтингових позицій. Проведено кластеризацію областей України за показником інтегрального індексу розвитку соціально-трудового потенціалу, що дала змогу виявити регіони з подібними проблемними та перспективними явищами і процесами. The aim of the article is the formulation of basic theoretical and methodological approaches to the assessment of social and employment potential. The method of assessment of social and employment potential of the region is based on available statistical information that reflects the patterns of its components. Social and employment potential - a category that allows to reveal not only the potential of each individual subject of industrial relations, but also enhance the possibility of such additional benefits arising from the social relations. Analyzed its component structures, which formed by demographic, economic, intellectual, social and psychophysiological components. These potential components of the region are formed on the basis of specific components of personal potential of its carrier, namely, health, morals, activity, intelligence, organization, education, professionalism and resources of the time. Have been provided the calculation and analysis of partial indices of social and employment potential areas of Ukraine tracing trends of change over the past 10 years and offset ranking positions. We used the method of cluster analysis of social and employment potential in the regions of Ukraine, which allows to track overall trends for individual territorial social systems that will help identify the causes of problems and appropriate situations. The conducted research is important for public authorities, who can use the constancy of collecting statistical information on indicators that reflect the development of social and employment potential for the settlement, including under and we offer techniques to other terms that have helped to make forecasts of areas. This allows to form, develop and implement effective employment opportunities for people from employment in the economy of the region.Item Развитие научной деятельности региона: стратегический подход, экономическая эффективность(КНТУ, 2013) Носачевская, Е. О.; Nosachevskaja, С.Целью статьи является рассмотрение вопросов эффективности функционирования процессов научного обеспечения экономики на региональном уровне, формирование соответствующих научнопрактических рекомендаций для активизации инновационных процессов на уровне субъектов Российской Федерации. В результате исследования автором разработан и апробирован алгоритм составления рейтинга субъектов Российской Федерации по уровню эффективности научного обеспечения экономики. Формирование подобных рейтингов позволяет своевременно принимать управленческие решения, направленные на стратегическое инновационное развитие хозяйства регионов. Метою статті є розгляд питань ефективності функціонування процесів наукового забезпечення економіки на регіональному рівні, формування відповідних науково-практичних рекомендацій для активізації інноваційних процесів на рівні суб'єктів Російської Федерації. У результаті дослідження автором розроблено і апробовано алгоритм складання рейтингу суб'єктів Російської Федерації за рівнем ефективності наукового забезпечення економіки. Формування подібних рейтингів дозволяє своєчасно приймати управлінські рішення, спрямовані на стратегічний інноваційний розвиток господарства регіонів. Purpose of the article is to examine the efficiency of the processes of scientific support for the economy at the regional level, the formation of the relevant scientific and practical recommendations for enhancing innovation processes at the level of the Russian Federation. As a result of research by the author developed and tested an algorithm of the rating of the Russian Federation on the level of scientific support for the effectiveness of the economy. Formation of such ratings allows to make management decisions for the strategic development of innovative farming regions.
