    Фінансове забезпечення галузі охорони здоров’я в Україні

    У роботі досліджено теоретичні та методичні аспекти фінансового забезпечення сфери охорони здоров’я. Визначено сутність системи охорони здоров’я та характеристики її моделей Поглиблено сутність фінансового забезпечення. Охарактеризовано систему охорони здоров’я України та модель її фінансового забезпечення. Проаналізовано сучасні тенденції фінансування охорони здоров’я в Україні та досліджено практичні аспекти фінансового забезпечення сфери охорони здоров’я на рівні територіальних громад. Розроблено рекомендації щодо покращення процесу фінансового забезпечення функціонування закладів охорони здоров’я, які містять комплекс заходів із розширення джерел їх фінансування. Обґрунтовано пропозиції стосовно запровадження медичного страхування: добровільного та обов’язкового. Визначено основні напрямки реформування сфери охорони здоров’я з використанням зарубіжного досвіду. Запропоновано напрямки покращення фінансування охорони здоров’я у територіальних громадах. The research of theoretical and methodological aspects of financial support for the healthcare sector was conducted in the paper. The essence of the healthcare system and the characteristics of its models were determined. The essence of financial support was deepened. The healthcare system of Ukraine and its financial support model was characterized. Modern trends in healthcare financing in Ukraine and practical aspects of financial support for the healthcare sector at the level of territorial communities were studied. Recommendations for improving the process of financial support for the functioning of healthcare institutions which include a set of measures to expand their funding sources were developed. Proposals regarding the introduction of voluntary and mandatory medical insurance were substantiated. The main directions of healthcare reform using foreign experience were determined. Directions for improving healthcare financing in territorial communities were proposed.
