Узагальнено методи оцінки впливу торгівлі сировинними товарами на економічний розвиток країни. Охарактеризовано рівень сировинної місткості зовнішньої торгівлі України. Проаналізовано динаміку та географічну структуру зовнішньої торгівлі України сировинною продукцією. Визначено чинники структурних змін у зовнішній торгівлі України в умовах війни. Оцінено залежність української економіки від експорту сировинної продукції та влив географічної структури сировинного експорту на економічне зростання України. The work defines the essence and summarizes the main concepts of international trade in raw materials. Theoretical provisions and empirical studies of the influence of trade in raw goods on the economy of countries are systematized. Methods of assessing the influence of trade in raw materials on the economic development of the country are summarized. The level of raw material capacity of Ukraine's foreign trade is characterized. The dynamics and geographical structure of Ukraine's foreign trade in raw materials are analyzed. The factors of structural changes in the foreign trade of Ukraine in the conditions of the war are determined. Проаналізовано стан зовнішньої торгівлі регіонів України у 2013-2020 рр. та визначено основні тенденції під час війни. Оцінено рівень зовнішньоторговельної безпеки регіонів України та визначено загрози зовнішньоторговельній безпеці на регіональному рівні. Розроблено базовий, оптимістичний та песимістичний прогнози зміни зовнішньоторговельної безпеки Кіровоградської області у 2022 р. The work defines the essence of foreign trade security of the region and its role in ensuring economic development at the regional level. External and internal factors of foreign economic security of the region are systematized. Methodical approaches to assessing the state of foreign trade security in the region and identifying threats are summarized. The state of foreign trade of the regions of Ukraine in 2013-2020 was analyzed and the main trends during the war were determined. The level of foreign trade security of the regions of Ukraine was assessed and threats to foreign trade security at the regional level were identified. Basic, optimistic and pessimistic forecasts of changes in foreign trade security of the Kirovohrad region in 2022 have been developed.Item Збереження і розвиток трудового потенціалу підприємства ЖКГ в умовах війни (на прикладі ОКВП «Дніпро-Кіровоград», м. Кропивницький)(ЦНТУ, 2024-12) Димура, Микола Миколайович; Dymura, MykolaУ кваліфікаційній роботі проведений комплексний аналіз трудового потенціалу підприємства житлово-комунального господарства в умовах війни, на прикладі ОКВП «Дніпро-Кіровоград». Робота має три основні розділи, кожен з яких вносить значний внесок у розуміння та вирішення проблеми збереження і розвитку трудового потенціалу в екстремальних умовах. У першому розділі здійснено систематизацію наукових поглядів на категорію «трудовий потенціал». Автор описує його сучасне багатоаспектне визначення, ключові характеристики і особливості, які стають важливими у контексті сучасних трансформаційних процесів. Аналізується вплив внутрішніх та зовнішніх факторів на формування та розвиток трудового потенціалу, і розглядаються специфічні особливості цього процесу на прикладах з різних галузей і країн, що надає змогу виявити універсальні та унікальні аспекти цих процесів. Другий розділ присвячений детальному аналізу стану трудового потенціалу на ОКВП «Дніпро-Кіровоград» в контексті триваючого військового конфлікту. Він починається з загального огляду діяльності підприємства, його фінансово-економічної результативності, а далі зосереджується на оцінці трудового потенціалу. Розглядаються ключові виклики та проблеми, з якими зіштовхується підприємство під час війни, і аналізується їх вплив на персонал та загальну продуктивність роботи. У третьому розділі автор розробляє стратегії та політики, спрямовані на підтримку і розвиток трудового потенціалу підприємства в умовах війни. Пропонується ряд інноваційних підходів, включаючи стратегії збереження трудового потенціалу, політику розвитку та підвищення кваліфікації персоналу, та мотиваційні механізми. Особлива увага приділяється забезпеченню безпеки працівників, підтримці їхнього морального духу та здоров'я, що є критично важливим для забезпечення неперервної і ефективної роботи підприємства в екстремальних умовах. Завдяки цьому комплексному підходу кваліфікаційна робота забезпечує цінний внесок у практичну діяльність, спрямовану на управління трудовими ресурсами в умовах кризи та конфліктів. In the qualification work, a comprehensive analysis of the labor potential of the housing and communal services enterprise during wartime, exemplified by the OKVP "Dnipro-Kirovograd," is conducted. The work is divided into three main sections, each of which makes a significant contribution to understanding and solving the problem of preserving and developing labor potential under extreme conditions. The first section systematizes scientific views on the category "labor potential." The author describes its modern multifaceted definition, key characteristics, and features that become important in the context of current transformational processes. The influence of internal and external factors on the formation and development of labor potential is analyzed, and specific features of this process are examined through examples from various industries and countries, revealing both universal and unique aspects. The second section is dedicated to a detailed analysis of the labor potential at OKVP "Dnipro-Kirovograd" in the context of the ongoing military conflict. It begins with a general overview of the enterprise's activities, its financial and economic performance, and then focuses on assessing labor potential. Key challenges and problems faced by the enterprise during the war are examined, and their impact on staff and overall work productivity is analyzed. In the third section, the author develops strategies and policies aimed at supporting and developing the enterprise's labor potential under wartime conditions. A range of innovative approaches is proposed, including labor potential preservation strategies, development policies, and personnel training, as well as motivational mechanisms. Special attention is given to ensuring the safety of workers, supporting their morale and health, which is critically important for maintaining continuous and effective operations of the enterprise under extreme conditions. Thanks to this comprehensive approach, the thesis provides a valuable contribution to practical activities aimed at managing labor resources in crisis and conflict situations.Item Формування механізму сталого розвитку аграрного підприємства під час воєнного стану (на прикладі ПП «ШАНС», Кіровоградська обл., Кропивницький р-н., с. Вільне)(ЦНТУ, 2024-12) Піддубний, Віталій Леонідович; Piddubnyi, VitaliyДослідження надає комплексний підхід до вирішення проблем сталого розвитку аграрного підприємства в умовах воєнного стану, забезпечуючи адаптацію, стабільність і перспективний розвиток навіть у кризових умовах. У першому розділі досліджено основні теоретико-методологічні засади сталого розвитку підприємств, зокрема аграрних, як бази для економічного зростання в умовах воєнного стану. Було розкрито сутність концепції сталого розвитку, яка інтегрує три ключові складові: економічну, екологічну та соціальну. Особливу увагу приділено впливу сучасних викликів, обумовлених війною, на сталий розвиток аграрного сектору. Виокремлено основні проблеми, які постають перед аграрними підприємствами в сучасних умовах. Обгрунтовано, що зазначені виклики вимагають від підприємств не лише адаптації бізнес-процесів, але й впровадження інноваційних підходів для досягнення сталого розвитку. Окремо розглянуто можливості управління ризиками як невід’ємної складової забезпечення сталого розвитку аграрних підприємств в умовах високої невизначеності. Запропоновано концептуальну модель управління ризиками, яка включає ідентифікацію, аналіз, пом’якшення ризиків та впровадження інновацій, спрямованих на зміцнення стійкості підприємств. Другий розділ присвячений діагностиці проблем забезпечення сталого розвитку приватного підприємства «Шанс» в умовах воєнного стану. Основними аспектами аналізу стали загальна організаційно-економічна характеристика підприємства, фінансово-економічний аналіз, а також факторно-критеріальне оцінювання організаційно-економічних передумов сталого розвитку. Було проведено факторно-критеріальне оцінювання сталого розвитку, завдяки чому були виявлені основні проблеми та виклики, з якими підприємство стикається. У третьому розділі систематизовані підходи до подолання викликів, спричинених війною, шляхом розробки комплексного механізму забезпечення сталого розвитку. У підрозділі розглянуто ключові аспекти, які визначають адаптацію підприємства до сучасних реалій. Ідентифіковано ключові виклики сталого розвитку, зокрема ризики, пов’язані з інноваційним потенціалом, аграрною специфікою, економічною стійкістю, ресурсною забезпеченістю, кадровим потенціалом та ринковою позицією. Запропоновано заходи для нейтралізації цих викликів, які включають інвестиції в інноваційні технології, впровадження адаптивних рішень до кліматичних змін, оптимізацію ресурсів та підвищення кадрового потенціалу. Розроблено рекомендації щодо участі ПП «Шанс» у грантовій програмі USAID, спрямованій на розширення логістичних можливостей підприємства. Розроблено комплексний механізм, який враховує зовнішні та внутрішні чинники, спрямовані на забезпечення стійкості підприємства до викликів воєнного стану. Запропоновані підходи спрямовані не лише на подолання поточних викликів, але й на закладення основ для довгострокового розвитку, що відповідає принципам економічної безпеки та стійкості. The study provides a comprehensive approach to addressing the issues of sustainable development of an agricultural enterprise during martial law, ensuring adaptation, stability, and forward-looking development even in crisis conditions. In the first chapter, the fundamental theoretical and methodological principles of sustainable development of enterprises, particularly agricultural ones, as a basis for economic growth during martial law, were explored. The essence of the sustainable development concept, which integrates three key components: economic, environmental, and social, was revealed. Special attention was paid to the impact of contemporary challenges caused by the war on the sustainable development of the agricultural sector. Key problems facing agricultural enterprises in current conditions were identified. It was justified that these challenges require not only adaptation of business processes but also the implementation of innovative approaches to achieve sustainable development. The possibilities of risk management as an integral part of ensuring sustainable development of agricultural enterprises in conditions of high uncertainty were considered. A conceptual model of risk management was proposed, which includes identification, analysis, mitigation of risks, and the implementation of innovations aimed at strengthening enterprise resilience. The second chapter is dedicated to diagnosing problems in ensuring the sustainable development of the private enterprise "Chance" during martial law. The main aspects of the analysis were the general organizational and economic characteristics of the enterprise, financialeconomic analysis, and factor-criterion evaluation of organizational-economic preconditions for sustainable development. A factor-criterion evaluation of sustainable development was conducted, identifying the main problems and challenges faced by the enterprise. In the third chapter, approaches to overcoming challenges caused by the war through the development of a comprehensive mechanism for ensuring sustainable development were systematized. The subsection examined key aspects defining the enterprise's adaptation to current realities. Key challenges to sustainable development were identified, including risks associated with innovation potential, agricultural specificity, economic resilience, resource provision, human resource potential, and market position. Measures to neutralize these challenges were proposed, including investments in innovative technologies, implementation of adaptive solutions to climate changes, resource optimization, and enhancement of human resource potential. Recommendations were developed for the participation of PE "Chance" in a USAID grant program aimed at expanding the enterprise's logistical capabilities. A comprehensive mechanism that considers external and internal factors aimed at ensuring the enterprise's resilience to the challenges of martial law was developed. The proposed approaches are aimed not only at overcoming current challenges but also at laying the foundation for long-term development that meets the principles of economic security and sustainability.Item Державна фінансова підтримка розвитку підприємств малого та середнього бізнесу(ЦНТУ, 2024-01) Бобро, Павло Олегович; Bobro, PavloУ сучасних умовах економічної нестабільності та воєнного конфлікту, малі та середні підприємства стають особливо вразливими. Державна фінансова підтримка грає важливу роль у забезпеченні їх виживання та розвитку. Кваліфікаційна робота спрямована на аналіз механізмів та ефективності державної фінансової підтримки для підприємств малого та середнього бізнесу в Україні. Об’єктом розгляду є інструменти державної фінансової підтримки, такі як гранти, субсидії, кредитування та інші фінансові механізми. Робота вивчає ефективність цих інструментів у забезпеченні сталого розвитку підприємств в умовах кризи та надає рекомендації для вдосконалення діючих програм. У роботі наведені приклади надання фінансової підтримки підприємствам малого та середнього бізнесу на регіональному рівні, з урахуванням синергії надання грантів від урядової програми ЄРобота «Власна справа» та фінансової допомоги від Регіонального фонду підтримки підприємництва у Кіровоградській області, розроблені рекомендації для вдосконалення механізмів надання фінансової підтримки як на державному так і на регіональному рівнях. Результати роботи сприятимуть розробці стратегій та політик для поліпшення фінансової стійкості підприємств у складних економічних та соціальних умовах. In today's minds of economic instability and military conflict, small and medium-sized enterprises become especially unstable. Government financial support plays an important role in ensuring their survival and development. The work is aimed at analyzing the mechanisms and effectiveness of government financial support for small and medium-sized businesses in Ukraine. The object of consideration is the instruments of government financial support, such as grants, subsidies, loans and other financial mechanisms. The work examines the effectiveness of these tools in ensuring the development of enterprises in the minds of the crisis and provides recommendations for the improvement of existing programs. The robot aims to provide financial support to small and medium-sized businesses on the regional level, with the aim of ensuring the synergy of grants between the routine programs of the Work «Power on the Right» and financial assistance from the Regional Fund for the Promotion of Entrepreneurship in the Kirovograd region, detailed recommendations for improved mechanisms for providing financial support as at the national and regional levels. Обґрунтовано інструменти забезпечення аграрного експорту України в умовах воєнного стану. The study summarizes theoretical approaches to the interpretation of the role of the agricultural sector in the development of the world economy. The main factors of the international competitiveness of the agricultural sector of the economy are systematized. Generalized methodical approaches to assessing the state and dynamics of foreign trade in agricultural products. The dynamics of Ukraine's foreign trade in agricultural products have been analyzed. The degree of structural transformations in the export of agricultural products in wartime conditions is assessed. The main factors of agricultural export of Ukraine in the conditions of the war have been identified. Opportunities and threats to the development of the agricultural sector of Ukraine in the conditions of a full-scale war have been identified. The tools for ensuring the agricultural export of Ukraine in the conditions of martial law are substantiated.Item Напрями удосконалення розробки стратегії сталого розвитку територіальних громад в умовах повоєнних трансформацій(ЦНТУ, 2024-01) Казарян, Ярослав Русланович; Kazarian, YaroslavМетою кваліфікаційної роботи виступає комплексний аналіз теоретичних і практичних аспектів, пов’язаних із встановленням та реалізацією основних цілей і завдань, окреслених у стратегії сталого розвитку Кропивницької міської територіальної громади Кіровоградської області, зокрема з урахуванням повоєнних перетворень. Для досягнення цієї мети поставлені наступні завдання: аналіз основних організаційно-правових механізмів територіальних громад та сучасних наукових підходів до визначення поняття «стратегія сталого розвитку»; обґрунтування сутності та принципів стратегічного планування розвитку громади; проведення дослідження про загальні тенденції та показники стратегій розвитку територіальних громад; здійснення SWOT-аналізу місцевого розвитку; аналіз стратегій розвитку територіальних громад Кіровоградської області на прикладі однієї з них; формування рекомендацій щодо активізації діяльності органів місцевого самоврядування у процесі формування стратегій для сталого розвитку територіальних громад в умовах повоєнних перетворень; надати докази та підкріпити ключові цілі й завдання стратегій розвитку територіальних громад з урахуванням як вітчизняного, так і європейського досвіду. The purpose of the qualification work is a comprehensive analysis of theoretical and practical aspects related to the establishment and implementation of the main goals and objectives outlined in the sustainable development strategy of the Kropyvnytskyi urban territorial community of the Kirovohrad region, in particular, taking into account the post-war transformations. To achieve this goal, the following tasks are set: analysis of the main organizational and legal mechanisms of territorial communities and modern scientific approaches to defining the concept of "sustainable development strategy"; justification of the essence and principles of strategic planning of community development; conducting research on general trends and indicators of development strategies of territorial communities; carrying out a SWOT analysis of local development; analysis of strategies for the development of territorial communities of the Kirovohrad region on the example of one of them; formation of recommendations on the activation of the activities of local self-government bodies in the process of formation of strategies for the sustainable development of territorial communities in the conditions of post-war transformations; provide evidence and reinforce the key goals and objectives of territorial community development strategies, taking into account both domestic and European experience.Item Забезпечення оптимізації витрат торговельного підприємства в умовах воєнного стану (на прикладі ТОВ «Універсал-плюс», м. Проаналізовано роль та сутність витрат торговельного підприємства, систематизовано їх види. Узагальнено наукову думку щодо необхідності управління витратами в діяльності торговельного підприємства. Розкрито сучасні методичні підходи до управління витратами у торговельному бізнесі. У другому розділі здійснено аналіз стану управління витратами торговельного підприємства на прикладі ТОВ «УНІВЕРСАЛ-ПЛЮС». Надано загальну характеристику діяльності торговельного підприємства. Здійснено системний аналіз витрат торговельного підприємства та оцінку ефективності існуючої на підприємстві системи управління витратами. У третьому розділі визначено шляхи оптимізації витрат торговельного підприємства в умовах воєнного стану. Запропоновано напрями вдосконалення системи управління витратами підприємства. Рекомендовано запровадження методів моделювання у практику управління витратами в умовах невизначеності та ризику. Розроблено пропозиції щодо оптимізації управління витратами торговельного підприємства. The first chapter examines the theoretical foundations of cost management of a trading enterprise. The role and essence of the costs of a trading enterprise are analyzed, their types are systematized. The scientific opinion on the necessity of cost management in the trade enterprise activity has been summarized. Modern methodical approaches to cost management in trade business have been disclosed. The second section is devoted to the analysis of the cost management state of a trading enterprise on the example of UNIVERSAL-PLUS LLC. The general description of the trading company's activity has been given. The system analysis of the costs of the trading enterprise has been performed. The evaluation of the effectiveness of the cost management system existing at the enterprise has been carried out. The third section describes the ways to optimize the costs of a trade enterprise in the conditions of martial law. The directions for improving the company's cost management system have been proposed. It is recommended to implement the modeling methods in the cost management practice in conditions of uncertainty and risk. The suggestions for optimization of the trading enterprise cost management have been developed.
