Для досягнення поставленої мети визначено такі завдання: проаналізувати теоретичні та правові основи формування спроможних територіальних громад в умовах децентралізації; оцінити сучасний стан розвитку територіальних громад за умов реформи децентралізації; вивчити законодавчі засади функціонування місцевого самоврядування; визначити особливості управління розвитком територіальних громад; провести аналіз фінансово-економічного стану територіальних громад для налагодження ефективної роботи органів місцевого самоврядування; виявити проблемні аспекти розвитку територіальних громад; запропонувати шляхи вдосконалення механізмів зміцнення спроможності територіальних громад в Україні. The purpose of the study is to theoretically substantiate the process of forming and ensuring the capacity of territorial communities within the framework of the decentralization reform, as well as to identify the main problems and prospects for their development. To achieve the goal, the following tasks have been defined: to analyze the theoretical and legal foundations of the formation of capable territorial communities in the context of decentralization; to assess the current state of development of territorial communities under the conditions of the decentralization reform; to study the legislative principles of the functioning of local self-government; to determine the features of managing the development of territorial communities; to analyze the financial and economic condition of territorial communities to establish the effective work of local self-government bodies; to identify problematic aspects of the development of territorial communities; to propose ways to improve the mechanisms for strengthening the capacity of territorial communities in Ukraine.Item Фінансове забезпечення розвитку територіальних громад в Україні(ЦНТУ, 2024-01) Марухніч. Аліна Віталіївна; Marukhnich, AlinaУ роботі досліджено теоретичні та методичні основи фінансового забезпечення територіальних громад. Поглиблено сутність понять фінансова спроможність територіальної громади та фінансове забезпечення територіальної громади, охарактеризовано елементи системи фінансового забезпечення територіальних громад. Досліджено сутність та принципи фінансування розвитку територіальних громад. Здійснено оцінку сучасної практики фінансового забезпечення об’єднаних територіальних громад в Україні. Проаналізовано динаміку обсягів та структури доходної та видаткової частин бюджетів територіальних громад, а також розподіл коштів державної фінансової підтримки на розвиток різних їх сфер. Визначено тенденції та проблеми фінансування розвитку Первозванівської об’єднаної територіальної громади Кропивницького району Кіровоградської області. Запропоновано основні напрямки підвищення фінансової спроможності територіальних громад. Розроблено практичні рекомендації стосовно формування привабливого інвестиційного іміджу громади та залучення інвесторів, створення Центру навчально-інформаційної підтримки службовців територіальних громад, розширення напрямків залучення фінансових ресурсів та впровадження новітніх фінансових інструментів, заснованих на використанні інформаційних технологій. The theoretical and methodical foundations of financial provision of territorial communities were investigated in this work. The essence of the following concepts: the financial capacity of a territorial community and the financial support of a territorial community was deepened, the elements of the financial system of territorial communities were described. The essence and principles of financing of the development of territorial communities were investigated. The current practice of financial support of joint territorial communities in Ukraine was evaluated. The dynamics of the volume and structure of the revenue and expenditure parts of the budgets of territorial communities as well as the distribution of state financial support for the development of their various spheres were analyzed. The tendencies and problems of financing of development of the Pervozvanivska joint territorial community of Kropyvnytskyi district of Kirovohrad region were determined. The main directions of increasing the financial capacity of territorial communities were proposed. The practical recommendations regarding the formation of an attractive investment image of the community and the attraction of investors, the creation of a Center for educational and informational support for employees of territorial communities, the expansion of directions for attracting financial resources and the introduction of the latest financial tools based on the use of information technologies were developed.Item Напрями удосконалення розробки стратегії сталого розвитку територіальних громад в умовах повоєнних трансформацій(ЦНТУ, 2024-01) Казарян, Ярослав Русланович; Kazarian, YaroslavМетою кваліфікаційної роботи виступає комплексний аналіз теоретичних і практичних аспектів, пов’язаних із встановленням та реалізацією основних цілей і завдань, окреслених у стратегії сталого розвитку Кропивницької міської територіальної громади Кіровоградської області, зокрема з урахуванням повоєнних перетворень. Для досягнення цієї мети поставлені наступні завдання: аналіз основних організаційно-правових механізмів територіальних громад та сучасних наукових підходів до визначення поняття «стратегія сталого розвитку»; обґрунтування сутності та принципів стратегічного планування розвитку громади; проведення дослідження про загальні тенденції та показники стратегій розвитку територіальних громад; здійснення SWOT-аналізу місцевого розвитку; аналіз стратегій розвитку територіальних громад Кіровоградської області на прикладі однієї з них; формування рекомендацій щодо активізації діяльності органів місцевого самоврядування у процесі формування стратегій для сталого розвитку територіальних громад в умовах повоєнних перетворень; надати докази та підкріпити ключові цілі й завдання стратегій розвитку територіальних громад з урахуванням як вітчизняного, так і європейського досвіду. The purpose of the qualification work is a comprehensive analysis of theoretical and practical aspects related to the establishment and implementation of the main goals and objectives outlined in the sustainable development strategy of the Kropyvnytskyi urban territorial community of the Kirovohrad region, in particular, taking into account the post-war transformations. To achieve this goal, the following tasks are set: analysis of the main organizational and legal mechanisms of territorial communities and modern scientific approaches to defining the concept of "sustainable development strategy"; justification of the essence and principles of strategic planning of community development; conducting research on general trends and indicators of development strategies of territorial communities; carrying out a SWOT analysis of local development; analysis of strategies for the development of territorial communities of the Kirovohrad region on the example of one of them; formation of recommendations on the activation of the activities of local self-government bodies in the process of formation of strategies for the sustainable development of territorial communities in the conditions of post-war transformations; provide evidence and reinforce the key goals and objectives of territorial community development strategies, taking into account both domestic and European experience.Item Удосконалення соціально-економічного розвитку територіальних громад регіону в умовах адміністративно-територіальної реформи(ЦНТУ, 2024-01) Доценко, Сергій Олександрович; Dotsenko, SerhiiМетою кваліфікаційної роботи виступає вивчення науково обґрунтованих засад та практичних пропозицій щодо посилення соціально-економічного прогресу територіальних громад в умовах адміністративно-територіальної реформи на прикладі Кропивницької територіальної громади. Для досягнення цієї мети поставлені наступні завдання: закріпити засади державної політики щодо розвитку територіальних громад; дослідити особливості соціально-економічного розвитку територіальних громад в умовах адміністративно-територіальної реформи; проаналізувати вивчення методів, які застосовуються як в Україні, так і в країнах ЄС для реалізації державної політики соціального та економічного розвитку у конкретних громадах; оцінити рівень соціально-економічного розвитку Кропивницької міської територіальної громади як репрезентативного прикладу; запропонувати шляхи активізації соціально-економічного розвитку Кропивницької громади; визначити місце реалізації державної політики соціально-економічного розвитку на районному рівні, щоб дослідити необхідність врахування бюджетної децентралізації та стратегічного планування. The purpose of the qualification work is the study of scientifically based principles and practical proposals for strengthening the socio-economic progress of territorial communities in the conditions of administrative-territorial reform on the example of the Kropyvnytskyi territorial community. To achieve this goal, the following tasks have been set: to establish the principles of state policy regarding the development of territorial communities; to investigate the peculiarities of socio-economic development of territorial communities in the conditions of administrative-territorial reform; to analyze the study of methods that are used both in Ukraine and in the EU countries to implement the state policy of social and economic development in specific communities; assess the level of socio-economic development of the Kropyvnytskyi urban territorial community as a representative example; to propose ways to activate the socio-economic development of the Kropyvnytskyi community; determine the place of implementation of the state policy of socio-economic development at the district level in order to investigate the need to take into account budgetary decentralization and strategic planning.Item Публічна політика щодо розвитку медичного туризму у національному та регіональному вимірах(ЦНТУ, 2024-01) Крамаренко, Алла Миколаївна; Kramarenko, AllaМетою кваліфікаційної роботи є теоретичне обґрунтування та надання практичних рекомендацій для державної політики, спрямованої на сприяння зростанню і розвитку медичного туризму в Україні. Для досягнення цієї мети поставлені наступні завдання: дослідження унікальних характеристик і категоризації різних форм медичного туризму; вивчення міжнародних практик регулювання медичного туризму як на національному, так і на наднаціональному рівнях; в епоху глобалізації вкрай актуальним є виявлення унікальних особливостей розвитку регіонального медичного туризму; з’ясування, якими методами держава може впливати на реалізацію антикризових заходів у сфері регулювання медичного туризму в умовах пандемії COVID-19; вивчення еволюції медичного туризму як окремого сектора економіки України; у сучасному контексті України існує потреба вивчити організаційну та правову основу, яка підтримує державну політику щодо розвитку медичного туризму; сформулювати пропозиції щодо підвищення ефективності державної політики щодо розвитку медичного туризму в Україні та у регіональному вимірі. The purpose of the qualification work is theoretical substantiation and provision of practical recommendations for state policy aimed at promoting the growth and development of medical tourism in Ukraine. To achieve this goal, the following tasks are set: research of unique characteristics and categorization of various forms of medical tourism; study of international practices of medical tourism regulation both at the national and supranational levels; in the era of globalization, it is extremely important to identify the unique features of the development of regional medical tourism; finding out by what methods the state can influence the implementation of anti-crisis measures in the field of medical tourism regulation in the conditions of the COVID-19 pandemic; study of the evolution of medical tourism as a separate sector of the economy of Ukraine; in the modern context of Ukraine, there is a need to study the organizational and legal basis that supports the state policy regarding the development of medical tourism; formulate proposals for increasing the effectiveness of state policy on the development of medical tourism in Ukraine and at the regional level.
