Abstract
У статті вирішується стратегічна економічна прикладна проблема за допомогою теоретико-економічного інструментарію: необхідність трансформації завдань державного регулювання в умовах сучасного стану економіки України.
Наведено визначення структури наявного господарського механізму та долі державного регулювання економіки в ньому. Якщо в розвинутих країнах сучасний господарський механізм доповнюється національною інноваційною системою, то в Україні стратегію як державного регулювання економіки, так і ринкового саморегулювання визначає економічний інтерес олігархату, який дуже рідко співпадає з національним економічним інтересом. Відтак, якщо в умовах цивілізованої економіки система державного регулювання економіки спрямована на підвищення рівня життя найменш забезпечених верств населення та обмеження монополістичних тенденцій, то в Україні – все з точністю до навпаки.
Досліджено складність методології аналізу цієї проблеми через різноманітні схеми, шахрайські прийоми та засоби, приховування реальних власників та значний рівень тінізації економіки. Наведено спостереження щодо участі силових органів та судової системи в господарському механізмі через покривання незаконної діяльності, маніпулювання законодавством, відмови порушувати кримінальні справи або винесення виправдальних вироків, обмеження допуску виробників чи продавців до певних сегментів продажів, до участі у тендерах тощо.
Наведено мінімальні завдання держави в економіці з точки зору класичної економічної теорії, визначено, що навіть вони в структурі економіки України не виконуються належним чином.
Проаналізовано тенденції щодо монополізації галузей, що забезпечують первинні потреби населення, зокрема сільське господарство та житлово-комунальне господарство. Розкрито шахрайський механізм ціноутворення в сфері цін на паливо – який призводить до підвищення цін на внутрішньому ринку України навіть у разі падіння цін на нафту на глобальних ринках.
Окрему увагу дослідження приділено проблемам девальвації гривні та регулювання НБУ.
The article deals with the strategic economic application problem with the help of theoretical and economic toolkit: the need for transformation of the tasks of state regulation in the conditions of the current state of the economy of Ukraine.
The definition of the structure of the existing economic mechanism and the part of the state regulation of the economy in it are given. If in developed countries the modern economic mechanism is supplemented by the national innovation system, in Ukraine the strategy of both state regulation of the economy and market self-regulation determines the economic interest of the oligarch, which rarely coincides with the national economic interest. Thus, if, in a civilized economy, the system of state regulation of the economy is aimed at raising the living standards of the poorest segments of the population and limiting monopolistic tendencies, in Ukraine – everything is exactly the opposite.
The complexity of the methodology of analysis of this problem through various schemes, fraudulent methods and means, concealment of real owners and a significant level of economic shadowing, is explored. The observation of the involvement of law enforcement agencies and the judicial system in the economic mechanism, through the coverage of illegal activity, manipulation of legislation, refusal to institute criminal proceedings, or the issuing of acquittals, restriction of the admission of producers or sellers to certain segments of sales, participation in tenders, etc. are given.
The minimal tasks of the state in the economy from the point of view of the classical economic theory are given, and it is determined that even in the structure of the Ukrainian economy they are not properly executed.
The tendencies of monopolization of branches providing primary needs of the population, in particular, agriculture and housing and communal services, are analyzed. The fraudulent mechanism of pricing in the field of fuel prices is revealed – which leads to higher prices on the domestic market of Ukraine, even in the event of a drop in oil prices in global markets.
Special attention is paid to the problems of devaluation of the hryvnia and regulation of the NBU.
