Abstract

The purpose of this study is to assess Ukraine’s innovation activity in the context of global trends in innovation implementation. The paper examines the current state and dynamics of innovation activity in Ukraine in the context of global and European trends. According to the Global Innovation Index, Ukraine ranked 66th among 139 economies in 2025, compared with 60th among 133 economies in 2024 and 55th among 132 economies in 2023. Despite Ukraine’s strong positions in information and communication technologies and education, significant challenges remain in the regulatory and business environments, which constrain the country’s innovation potential. At the same time, Ukraine demonstrated positive dynamics in the startup ecosystem. According to the Global Startup Ecosystem Index 2025, Ukraine ranked 42nd globally and 8th among Eastern European countries, while Kyiv, Lviv, Kharkiv, and Odesa were included among the world’s top 1,000 startup cities. The study focuses on a systematic assessment of Ukraine’s innovation activity and its comparison with the corresponding indicators of leading innovative economies. Particular attention is paid to identifying Ukraine’s competitive advantages, structural weaknesses, and development constraints. The results are expected to contribute to the formulation of evidence-based priorities for strengthening Ukraine’s innovation ecosystem, improving the institutional and business environment, fostering human capital, and enhancing the country’s global innovation competitiveness.
