Abstract
У бакалаврській роботі досліджено стратегічні комунікації Європейського Союзу в умовах трансформації глобального безпекового середовища та зростання гібридних загроз. Проаналізовано теоретичні засади стратегічних комунікацій, зокрема поняття, еволюцію та інституційну архітектуру цієї політики в рамках безпекової стратегії ЄС. Висвітлено ключові концепції інформаційної безпеки та стратегічного впливу, зокрема через призму масових комунікацій, наративного підходу та фреймінгу. Розкрито специфіку реагування ЄС на виклики гібридної війни, дезінформації, кіберзагроз і зовнішнього втручання, зокрема через діяльність East StratCom Task Force, платформу EUvsDisinfo та реалізацію Стратегічного компасу. Проведено кейсовий аналіз практик стратегічних комунікацій у контексті повномасштабної війни Росії проти України та пандемії COVID-19 як критичних випробувань для інформаційної стійкості ЄС. Оцінено ефективність стратегічних наративів як інструменту зміцнення єдності ЄС, просування демократичних цінностей та протидії деструктивним впливам. Обґрунтовано напрями удосконалення стратегічних комунікацій у нових безпекових реаліях, зокрема через цифрову дипломатію, розвиток медіаграмотності та міжінституційну синергію. Результати дослідження мають практичну значущість для формування інформаційної політики України в умовах війни та адаптації до стандартів ЄС у сфері інформаційної безпеки. The bachelor's thesis the strategic communications of the European Union in the context of the transformation of the global security environment and the growth of hybrid threats are examined. The theoretical foundations of strategic communications are analyzed, in particular, the concept, evolution and institutional architecture of this policy within the framework of the EU security strategy. The key concepts of information security and strategic influence are highlighted, in particular through the prism of mass communications, narrative approach and framing. The specifics of the EU's response to the challenges of hybrid warfare, disinformation, cyber threats and external interference are revealed, in particular through the activities of the East StratCom Task Force, the EUvsDisinfo platform and the implementation of the Strategic Compass. A case analysis of strategic communications practices is conducted in the context of Russia's full-scale war against Ukraine and the COVID-19 pandemic as critical tests for the EU's information resilience. The effectiveness of strategic narratives as a tool for strengthening EU unity, promoting democratic values and countering destructive influences is assessed. The directions for improving strategic communications in new security realities are substantiated, in particular through digital diplomacy, the development of media literacy and inter-institutional synergy. The results of the study have practical significance for the formation of Ukraine's information policy in wartime and adaptation to EU standards in the field of information security.
