    У статті доведено важливість дотримання принципу оптимального поєднання централізованої та децентралізованої форм організації персоналу і введення облікового персоналу в центри прийняття рішень. Запропоновано варіант організаційної структури, що дозволяє впровадити об’єктно-цільовий підхід у практику управління водопровідно-каналізаційними підприємствами з метою посилення інтеграційних можливостей функцій управління. In article the importance is led to of observance of principle of optimum combination of the centralized and decentralized forms of organization of personnel and introduction of registration personnel in the centers of acceptance of decisions. A variant is offered of organizational structure, that allows to inculcate objective-purpose approach in practice of management by the plumbing-sewage enterprises and strengthen integration possibilities of functions of management.

    У країні на сучасному етапі визначаються концептуальні основи формування єдиної незалежної системи державного фінансового контролю, яка б могла адекватно реагувати на чисельні соціально-економічні проблеми, повною мірою відповідала його природі, забезпечила єдність та стійкі організаційно-економічні зв'язки між гілками влади, і була б побудована на єдиних принципах та єдиних нормативно-правових засадах функціонування. In the article the problem questions of development of state financial control in Ukraine on a modern stage are considered. The conceptual bases of forming of the sole independent state financial checking system which would adequately react on numeral socio-economic problems are determined, to a full degree answered his nature, provided unity and firm organizational-economic copulas between the branches of power, and was built on sole principles and sole normative-legal frameworks of functioning.
