The global world tendencies of innovative development of the world countries in the modern conditions are systematized. The tendencies in the development of the network economy and different forms of the horizontal integration (the forming of innovative-integrated structures and innovative ecosystems) were characterized. The directions and models of interaction of the participants of the innovation process in the framework of the concept "Quadruple Helix" were determined. The main consequences of the fourth industrial revolution "Industry 4.0" were presented, related to the emergence and rapid spread of the latest production technologies and information exchange. The possibilities of ensuring rational and efficient using of resources and the spread of a humancentered approach, which are based on smart technologies were explored. The comparative analysis of indicators of innovation and competitiveness of Ukraine in the measurement of the international comparisons was carried out. The strategic priorities of the sustainable growth of the national economy on the basis of innovations were grounded.Item Удосконалення системи фінансування дослідницького сектора вищої освіти в Україні як умова розвитку національної економіки(2017) Левченко, О. М.; Levchenko, О.; Zhovnovach, R.; Haidura, Hani MohammadСтаттю присвячено висвітленню проблеми інноваційного розвитку дослідницького сектора вищої освіти в Україні та обґрунтуванню новітніх механізмів його фінансування з урахуванням характеру ринкових постіндустріальних трансформацій національної економіки. Розкрито роль освіти та науки в системі формування інноваційної моделі розвитку національної економіки. Проаналізовано основні джерела фінансування науково-дослідницького сектору системи закладів вищої освіти та встановлено їх вплив на ВНЗ в цілому й на науково-дослідницьку діяльність зокрема. Доводиться, що існуюча система фінансування науково-дослідницького сектору системи закладів вищої освіти потребує реформування на основі пошуку та використання альтернативних джерел фінансового забезпечення діяльності. Визначено основні напрями залучення коштів інвесторів недержавного сектору. Обґрунтовано удосконалення системи фінансування науково-дослідницького сектору закладів вищої освіти у рамках їх участі у розвитку глобальних технологічних платформ. The article discloses the issue of innovative development of the research sector of higher education in Ukraine. The newest mechanisms of financing the research sector taking into account the nature of the market post-industrial transformations of the national economy were grounded. The role of education and science in the system of the formation of an innovative model of development of the national economy was disclosed. The main sources of funding of the research sector of the system of higher education institutions have been analyzed. Their influence on higher educational institutions in general and on the research activity in particular was determined. It was proved that the existing system of financing the research sector of the system of higher education institutions needs to be reformed on the basis of the search and application of alternative sources of financial support for the activities. The main directions of attraction of investments of the non-state sector were determined. The improvement of the funding system for the research sector of higher education institutions were grounded.Item Cовременные тенденции экономического регулирования инновационного развития системы высшего образования(2015) Левченко, А. Інновація - ключовий гравець у просуванні технології. У сьогоднішньому знанні закладена економіка, інвестування в людський ресурс має більшу ефективність для університету і корпорації, ніж вкладення у фізичні активи. Концептуальні основи людського капіталу ґрунтуються на знанні, навичках, компетентності, та інструментах, які розвиваються через тренування і вивчення діяльності, забезпеченні зацікавленим підприємством. У цій статті описуються і розробляються окремі позиції теорії і практики до законодавчого розмежування повноважень і зобов»язань державних і приватних інвесторів у фінансовому забезпеченні інноваційного розвитку вищої школи (ІРВШ), який ґрунтується на визначенні рівня достатності фінансування, який визначається з пропорції між суспільно-необхідним рівнем державного фінансування вищої школи і приватними вкладеннями у розвиток вузівської науки та інновацій. Фінансове забезпечення має бути пріоритетом, у підтримці інноваційного розвитку вищої освіти. The consensus in the high school is valued by how much we invest in human capital which is determinant of efficiency. High school is a pillar contributor to productivity growth. There is evidence that innovation is a key player in nurturing technology chan¬ge. In today’s knowledge based economy, it becomes more evident that investing in human capital has greater return for university and corporation which is more effec¬tive than that of physical assets. Simultaneously, the conceptual fundamental of hu¬man capital is based on knowledge, skills, competencies, and tools that are developed through coaching and learning activities provided by the concerned institution. This paper intend to tackle and to develop separate positions of the theory and practice of financing the innovative development of higher education (IDHE) toward the formati¬on and development of the national economy of knowledge. Furthermore, it examines the retention of the increased globalization of higher education, while state financial obligation is in decrease, which leads to greater distinction among universities in res¬pect of financial support and security. Financial support should be a priority to support the innovative development of higher education.
