А.У монографії досліджено питання теоретичних положень еволюції категорії «трудовий потенціал» в умовах інноваційних трансформацій, деталізовано чинники, що здійснюють вплив на процес його соціального розвитку, досліджено функціонування організаційно-економічного механізму соціального розвитку трудового потенціалу та розроблено концептуальну модель його відтворення на засадах інноваційної інклюзії. Приділена значна увага здійсненню компаративного аналізу показників соціального розвитку трудового потенціалу за країнами світу, досліджено особливості та тенденції соціального розвитку трудового потенціалу в Україні, проведено кластерний аналіз на регіональному рівні з урахуванням територіальних особливостей. В монографії викладено шляхи удосконалення організаційно-економічного механізму соціального розвитку трудового потенціалу в умовах інноваційних трансформацій, зокрема, проведення SWOT і STEEPLE-аналізу та обґрунтування на їх основі стратегічних альтернатив розвитку трудового потенціалу, розробці концептуальних шляхів удосконалення організаційно-економічного механізму, а також визначенні передумов та інструментарію для здійснення моніторингу соціального розвитку трудового потенціалу. О.; Немченко, Т. А.The subject of the paper reveals the prospects of adopting the foreign experience to regulate the social development of human resources in Ukraine. In the global economic crisis, according to researchers, human resources should become the basis of the country's competitiveness on the world stage. Human resources accumulate skills, as well as they are mobile and adaptable to new challenges. By the author the definition of social development of human resources as a driving factor in strengthening the social welfare is presented, the main factors, which influence on it are identified and the mechanism of social development of human resources is presented. In paper the comparative analysis of the level of human resources development in Ukraine and other countries is conducted by the author. The position of Ukraine in the world ranking of human resources development was studied. Along with this, the Ukraine's place in the world ranking was determined by such indicators as: Human Capital Index, Quality of Life Index and the Legatum Prosperity Index. The author also identified the main weaknesses that hinder the achievement of efficiency in human resource management in general. The main vectors to which the state policy on human resources regulation should be directed were found out, and possible consequences of the global pandemic impact on further development of the state economy were highlighted. The tendencies of the global labour market were clarified and it is emphasized that in the economic crisis for the forming and development of human resources, in addition to overcoming the above problems, the state needs to strengthen influence on domestic enterprises to save workplaces. А.; Nemchenko, T.У статті визначено суть поняття «механізм державного регулювання трудового потенціалу», його мету, напрями, принципи та складові. Виділено наступні складові механізму державного регулювання трудового потенціалу: законодавчо-нормативна, організаційна, соціально-економічна, освітньоінноваційна, інформаційна. Виокремлено комплекс законодавчих і нормативних актів, які регулюють функціонування та розвиток трудового потенціалу промисловості. Наголошено, що в умовах сучасності набувають надзвичайної нагальності соціальна переорієнтація економіки та обов’язковість створення ефективної системи соціального партнерства, як провідного інституту узгодження інтересів агентів трудового договору. Підкреслено важливість побудови освітньо-інноваційного механізму на тісній взаємодії держави, освітніх закладів та безпосередньо виробничих підприємств. The essence of the concept of «the mechanism of state regulation of labour potential» as one of the components of the mechanism of regulation of the economy was defined. The objective, directions, principles and components of the mechanism have also been defined. The authors identified the following components of the state regulation mechanism of labour potential: legislative, normative, organizational, social and economic, educational and innovative, informational. A set of legislative and normative acts regulating the functioning and development of labour potential of industry was specified. The conclusion was made that the legislative and normative components of the state mechanism for regulating labour potential of industry is an urgent issue of the development of labour potential of industry. The authors described the objects, subjects and infrastructure of state regulation of labour potential of industry in Ukraine. The article defines the main directions of influence of the socio-economic component of the mechanism of state regulation of labour potential of industry, and indicates the importance of transition to knowledge economy. The authors emphasize that in today’s conditions social reorientation of the economy and the obligation to create an effective system of social partnership, as a leading institution for coordinating the interests of the parties of an employment contract become extremely vital. The attention is focused on the focal problems that constitute the subject of labour agreements within the framework of social partnership. The article describes the authors’ understanding of the essence of the informational component of state regulation, which consists in the implementation of information and communication technologies in the field of functioning of labour potential, integration with international information networks, application of modern information technologies in organizations and enterprises to provide prompt access to necessary data and production.
