    Узгодження у вищій школі залежить від того, скільки ми інвестуємо в людський ресурс, який є детермінантом ефективності. Вища школа – основа зростання продуктивності. Інновація - ключовий гравець у просуванні технології. У сьогоднішньому знанні закладена економіка, інвестування в людський ресурс має більшу ефективність для університету і корпорації, ніж вкладення у фізичні активи. Концептуальні основи людського капіталу ґрунтуються на знанні, навичках, компетентності, та інструментах, які розвиваються через тренування і вивчення діяльності, забезпеченні зацікавленим підприємством. У цій статті описуються і розробляються окремі позиції теорії і практики до законодавчого розмежування повноважень і зобов»язань державних і приватних інвесторів у фінансовому забезпеченні інноваційного розвитку вищої школи (ІРВШ), який ґрунтується на визначенні рівня достатності фінансування, який визначається з пропорції між суспільно-необхідним рівнем державного фінансування вищої школи і приватними вкладеннями у розвиток вузівської науки та інновацій. Фінансове забезпечення має бути пріоритетом, у підтримці інноваційного розвитку вищої освіти. The consensus in the high school is valued by how much we invest in human capital which is determinant of efficiency. High school is a pillar contributor to productivity growth. There is evidence that innovation is a key player in nurturing technology chan¬ge. In today’s knowledge based economy, it becomes more evident that investing in human capital has greater return for university and corporation which is more effec¬tive than that of physical assets. Simultaneously, the conceptual fundamental of hu¬man capital is based on knowledge, skills, competencies, and tools that are developed through coaching and learning activities provided by the concerned institution. This paper intend to tackle and to develop separate positions of the theory and practice of financing the innovative development of higher education (IDHE) toward the formati¬on and development of the national economy of knowledge. Furthermore, it examines the retention of the increased globalization of higher education, while state financial obligation is in decrease, which leads to greater distinction among universities in res¬pect of financial support and security. Financial support should be a priority to support the innovative development of higher education.

    Людський капітал як фактор інтенсифікації інноваційної діяльності підприємств

    У статті досліджено трансформацію економічного змісту людського фактору у вимірі еволюційних моделей економічного розвитку. Обґрунтовано сучасні напрями забезпечення інноваційного характеру розвитку людських ресурсів. Підкреслено необхідність підвищення ролі навчальних закладів у формуванні інноваційного потенціалу країни, сприяння впровадженню інновацій в освіті. Відзначено актуальність розробки та впровадження стандартів з розвитку персоналу. In the article the transformation of human factor economical content among evolutional economical models development is analyzed. The main ways of innovatively based human resources development ensuring are grounded. Underlined the necessity of educational establishments role increasing in forming of innovative potential of country, assistance to introduction of innovations in education. Actuality of working out and introduction of personnel development standards is marked.

    Людський капітал як чинник інноваційного розвитку національної економіки України

    У статті розглянуто питання трансформації ролі людського капіталу як чинника інноваційного розвитку національної економіки. Досліджено диференціацію показників індексу людського капіталу за групами країн світу з різним рівнем доходу та залежність відносних заробітків працівників від освітнього рівня. Виявлено дисбаланс між наявним в Україні людським потенціалом та ефективністю його використання, включаючи територіальну специфіку. Розроблено пропозиції щодо основних напрямів інноваційного впливу на процеси формування та розвитку людського капіталу в Україні. The questions of the human capital role transformation as a factor of innovative development of national economy have been investigated. The differentiation of indicators of human capital index by the groups of countries with different income level and the relative earnings of workers dependent on the educational level have been analyzed. The imbalance between available human potential in Ukraine and efficiency of its using, including the territorial specificity, has been defined. The key areas of innovation impact on the formation and development of human capital in Ukraine have been worked out. For this purpose it was suggested to implement the innovative measures of modernizing the content and methods of system of higher education, the modern approaches of total quality management (TQM), the spread of information and communication technologies, transfer of modern knowledge, to establish an actual system of continuous education, through the formation of national qualifications, the innovation infrastructure, to develop the market of intellectual property.
