    Кваліфікаційна робота присвячена проблемі інформатизації державних установ. Схарактеризовано освітню діяльність Регіонального центру підвищення кваліфікації м. Кропивницький. Проаналізовано, зокрема, особливості застосування інноваційних технологій та вебресурсів, визначено їх завдання та функції. Зазначено проблемні аспекти використання інформаційних технологій в роботі конкретної державної установи. Визначено напрямки використання електронних інновацій у науковій та освітній сферах, можливості їх подальшого вдосконалення. The qualification work is devoted to the problem of informatization of state institutions. The educational activity of the Regional Center for Advanced Training in Kropyvnytskyi is characterized. In particular, the features of the application of innovative technologies and web resources were analyzed, their tasks and functions were determined. Problematic aspects of the use of information technologies in the work of a specific state institution are indicated. The areas of use of electronic innovations in the scientific and educational spheres, the possibilities of their further improvement are determined.

    Кваліфікаційна робота присвячена проблемі проблеми функціонування ринку науково-технічної інформації в Україні. Визначено джерела науково-технічної інформації та її специфіку, роль в інноваціях. Проаналізовано особливості становлення ринку науково-технічної інформації в сучасному світі. Визначено основні напрямки міжнародного співробітництва у цій сфері. Окреслено основні завдання подолання піратства у сфері захисту інтелектуальної власності. Визначено перспективи функціонування ринку науково-технічної інформації в Україні. The qualification work is devoted to the problem of the functioning of the market of scientific and technical information in Ukraine. Sources of scientific and technical information and their specificity, role in innovations are defined. The peculiarities of the formation of the market of scientific and technical information in the modern world are analyzed. The main directions of international cooperation in this area have been determined. The main tasks of overcoming piracy in the field of intellectual property protection are outlined. The prospects for the functioning of the scientific and technical information market in Ukraine have been determined.

    Кваліфікаційна робота присвячена проблемі документаційного забезпечення системи управління якості освіти. Визначено сутність системи управління якістю вищої освіти, її структуру, функції, роль у забезпеченні життєдіяльності усіх підрозділів освітньої установи. Проаналізовано досвід документаційного забезпечення системи управління якістю освіти європейських країн. Досліджено використання інформаційних технологій в сучасній системі професійної підготовки майбутнього фахівця-документознавця на прикладі діяльності кафедри історії, археології, інформаційної та архівної справи ЦНТУ. Визначено перспективні напрямки підготовки фахівців сфери інформаційної діяльності в Україні. The qualification work is devoted to the problem of documentation support of the education quality management system. The essence of the quality management system of higher education, its structure, functions, and role in ensuring the vital activity of all divisions of the educational institution are determined. The experience of documentation support of the education quality management system of European countries is analyzed. The use of information technologies in the modern system of professional training of the future specialist-document researcher is studied on the example of the Department of History, Archaeology, Information and Archival Affairs of the National Technical University. Prospective areas of training of specialists in the field of information activities in Ukraine have been determined.

    Особливості роботи Регіонального центру підвищення кваліфікації в умовах воєнного стану

    У вступі підтверджено актуальність представленої теми, визначено об’єкт, предмет, мету та завдання кваліфікаційної роботи. У першому розділі представлено аналіз сучасних наукових досліджень з проблеми документаційного забезпечення діяльності установ; проаналізовано методи дослідження; визначено джерельну базу дослідження. У другому розділі досліджено історію створення установи, схарактеризовано структуру, види діяльності Регіонального центру підвищення кваліфікації Кіровоградської області. Третій розділ присвячено дослідженню документаційного забезпечення функціонування установи. Представлено характеристику системи класифікацій документів Регіонального центру підвищення кваліфікації, а також проаналізовано нормативно-правові документи установи. У четвертому розділі проаналізовано стан адаптації Регіонального центру підвищення кваліфікації до нових умов праці, що обумовлені введенням воєнного стану в Україні. Здійснено порівняльний аналіз діяльності до і під час воєнного стану. Досліджено сучасну систему підготовки, а також особливості організації і проведення курсів. Розглянуто провідні програми та бази даних РЦПК КО. Запропоновано шляхи удосконалення роботи Регіонального центру підвищення кваліфікації Кіровоградської області. У висновках узагальнено результати дослідження, представлено теоретичні та практичні підсумки. The introduction confirms the relevance of the presented topic, defines the object, subject, purpose and objectives of the qualification work. The first section presents an analysis of modern scientific research on the problem of documentary support for the activities of institutions; analyses the research methods; identifies the source base of the study. The second section examines the history of the institution, describes the structure and types of activities of the Regional Centre for Advanced Training of Kirovohrad Region. The third section is devoted to the study of documentary support for the functioning of the institution. The author describes the system of classifications of documents of the Regional Centre for Advanced Training and analyses the regulatory and legal documents of the institution. The fourth section analyses the state of adaptation of the Regional Centre for Advanced Training to the new working conditions caused by the introduction of martial law in Ukraine. A comparative analysis of the activities before and during martial law is carried out. The current training system, as well as the peculiarities of organising and conducting courses, are studied. The leading programmes and databases of the RCCC of the Military and Civilian Defense of Ukraine are considered. Ways to improve the work of the Regional Centre for Advanced Training of Kirovohrad Region are suggested. The conclusions summarise the results of the study, present theoretical and practical results.

    Сучасні напрями інформатизації бібліотеки (на прикладі ОУНБ ім. Д. І. Чижевського)

    У вступі обґрунтовується актуальність теми, визначаються об’єкт, предмет, мета та завдання дослідження. Перший розділ присвячено розгляду історіографії проблеми впровадження інформаційних технологій в бібліотечну діяльність, визначено методи та джерельну базу дослідження. У другому розділі досліджено проблему інформатизації бібліотечної справи у загальносвітовому контексті (на прикладі зарубіжних бібліотек); проаналізовано особливості впровадження інформаційних технологій у вітчизняних бібліотеках. У третьому розділі проаналізовано інформаційну діяльність Обласної універсальної наукової бібліотеки імені Дмитра Чижевського; досліджено цифрову бібліотеку, визначено перспективні напрями інформатизації досліджуваної бібліотечної установи. У висновках узагальнено результати дослідження, сформульовано підсумки в теоретичному та практичному аспектах. The introduction substantiates the relevance of the topic, defines the object, subject, purpose and objectives of the study. The first section is devoted to the historiography of the problem of introducing information technologies into library activities, defines the methods and source base of the study. The second section examines the problem of library informatization in the global context (on the example of foreign libraries); analyzes the peculiarities of the introduction of information technologies in domestic libraries. The third section analyzes the information activities of the Dmytro Chyzhevskyi Regional Universal Scientific Library; the digital library is studied, and promising directions of informatization of the library institution under study are identified. The conclusions summarize the results of the study and formulate the results in theoretical and practical terms.

The professionalism of civil servants is a key factor for the effective functioning of the state apparatus and the implementation of state functions. Professionalism implies not only a high level of knowledge, competencies and practical skills, but also the ability to apply them in everyday work, to make informed decisions, taking into account the interests of citizens and the requirements of modern public administration. It also includes ethical standards, which are an integral part of professional activity.

    Документаційна складова інвентаризації пам’яток історії та археології

    На разі в Україні відсутній єдиний стандарт такої документації. Мають місце лише базові вимоги Міністерства культури України до фіксації пам’яток на місці їх розташування, основних компонентів структури паспорту пам’ятки тощо. Тому набуває виняткової актуальності дослідження документаційної складової інвентаризації пам’яток історії та археології у світлі вироблення загальнодержавних стандартів. Актуальність цих дослідженнь набуває виняткової ваги в зв’язку з тим, що пам’ятка поряд реальним існуванням набуває ще й суто інформаційну форму, а тому від якості складеної документації залежить повнота інформації про пам’ятку, особливо на випадок її пошкодження чи руйнування в майбутньому, що в умовах війни росії проти України набуває особливої загрози в ході бойових дій. Currently, there is no single standard for such documentation in Ukraine. There are only the basic requirements of the Ministry of Culture of Ukraine for fixing monuments at their location, the main components of the structure of the monument passport, etc. Therefore, the study of the documentary component of the inventory of historical and archaeological monuments in the light of the development of national standards is of utmost relevance. The relevance of these studies is of particular importance due to the fact that the monument, along with its real existence, also acquires a purely informational form, and therefore the completeness of information about the monument depends on the quality of the documentation, especially in case of its damage or destruction in the future, which in the context of Russia's war against Ukraine is particularly threatening during hostilities.

    Обласна універсальна наукова бібліотека імені Д.І. Чижевського (далі – ОУНБ) є одним з провідних науково-інформаційних центрів регіону. Протягом останнього десятиліття вона активно впроваджує нові технології, розвиває електронні ресурси та оновлює спектр своїх послуг відповідно до вимог часу. Соціологічні дослідження, проведені бібліотекою, відіграють ключову роль у визначенні напрямів розвитку та вдосконалення її діяльності. The D.I. Chizhevsky Regional Universal Scientific Library (hereinafter referred to as the RUSL) is one of the leading scientific and information centers in the region. Over the past decade, it has been actively introducing new technologies, developing electronic resources, and updating its range of services to meet the demands of the times. Sociological research conducted by the library plays a key role in determining the directions of development and improvement of its activities.
