The purpose of the study is comparative analysis of the theoretical and methodological basis of various paradigms of state regulation of the national labor market and the substantiation of the provisions on the implementation of transformational changes in this area that are adequate to the requirements of the development of the modern technological method of social production.Item Концептуальні положення щодо інституціонального реформування національного ринку праці в Україні(ІНЖЕК, 2017) Сибірцев, В. В.; Sybirtsev, V.Метою дослідження у роботі є обґрунтування та розробка концептуальних положень щодо інституціонального реформування національного ринку праці. Визначено аспекти здійснення процесів функціонування та розвитку ринку праці в контексті прояву притаманних йому внутрішньої складності, мультифункціональності. Доведено закономірність зростання потреб у розвитку інституціональної структури ринку праці в умовах трансформації та перебудови системи соціально-економічних відносин. Встановлено наявність мультиплікативного ефекту поширення, розповсюдження нових інституціональних практик, які впроваджуються на ринку праці, на інституціональне регулювання широкого кола господарських операцій, явищ та процесів. Визначено змістовну сутність процесу розбудови інституціонального простору національного ринку праці, що полягає у інституціональному закріпленні (інституціоналізації) процесів соціалізації соціально-економічних відносин, пов’язаних із продуктивною зайнятістю, в контексті яких відбувається зростання значущості та ролі людських ресурсів у процесах створення економічних благ, розширеного суспільного відтворення. The aim of the study is to substantiate and develop conceptual provisions for conducting the institutional reform of the national labor market. There singled out aspects of implementing the operation and development of the labor market in the context of manifestation of the internal complexity and multi-functionality inherent to it. The existence of regularities in the increase of the need for development of the institutional structure of the labor market under conditions of transforming and restructuring the system of socio-economic relations is proved. The presence of a multiplicative effect from the spread of the new institutional practices being introduced in the labor market on the institutional regulation of a wide range of economic operations, phenomena and processes is revealed. There defined the content of the process of developing the institutional space of the national labor market, which involves institutionalizing the processes of socialization of the socio-economic relations associated with productive employment, in the context of which there occurs an increase in the importance and role of human resources in the creation of economic goods, expanded social reproduction.Item Протиріччя та проблеми сучасного розвитку національного ринку праці(ІНЖЕК, 2017) Сибірцев, В. В.; Sybirtsev, V.Метою статті є узагальнення та систематизація протиріч та проблем сучасного розвитку національного ринку праці, а також визначення причин і передумов виникнення та закономірностей вирішення зазначених суперечностей. У складі передумов виникнення проблем сучасного розвитку національного ринку праці виділено та охарактеризовано групи протиріч: відтворювальні, міжфазові, цільові, просторово-часові, територіально-галузеві. Доведено необхідність розробки та реалізації державної політики регулювання національного ринку праці, що визначала би довгострокові пріоритети дій держави у сферах інституціонального та інфраструктурного будівництва, освіти і культури, науково-технічної та інноваційної діяльності. The article is aimed at generalizing and systematizing the contradictions and problems of the current development of the national labor market, identifying the causes and preconditions for the emergence together with regularities of overcoming these contradictions. Among the preconditions for emergence of problems of the current development of the national labor market the following groups of contradictions have been identified and characterized: reproductive, interphased, targeted, spatial-temporal, territorial and sectoral. The need to develop and implement the State policy of regulating the national labor market, which would determine the long-term priorities of actions on the part of the State in the spheres of institutional and infrastructural construction, education and culture, science, technology and innovation, has been proved.
