А.; Tsarenko, I.У статті розроблено методичний підхід до інтегральної оцінки рівня конкурентоспроможності вищої освіти на регіональному рівні. Здійснено інтегральне оцінювання конкурентоспроможності вищої освіти за регіонами України, за результатами якого запропоновано диференційовані заходи державного регуляторного впливу, запровадження яких дасть змогу забезпечити подолання існуючих територіальних асиметрій, підвищення ефективності функціонування закладів вищої освіти і конкурентоспроможності вищої освіти в умовах переходу до інноваційної моделі економіки України в цілому. В статье разработан методический подход к интегральной оценки уровня конкурентоспособности высшего образования на региональном уровне. Осуществлена интегральная оценка конкурентоспособности высшего образования по регионам Украины, по результатам которой предложены дифференцированные меры государственного регуляторного влияния, внедрение которых позволит обеспечить преодоление существующих территориальных асимметрий, повышения эффективности функционирования учреждений высшего образования и конкурентоспособности высшего образования в условиях перехода к инновационной модели экономики Украины в целом. The paper deals with the issue of integral evaluation of the level of competitiveness of higher education of Ukraine in the context of the transition to an innovative model of the economy, in particularly the regional aspect of the conducted result. The aim of this paper is to carry out an integrated evaluation of the level of competitiveness of higher education of Ukraine at the regional level and the development of the appropriate recommendations for each group of regions. The paper is developed the methodological approach to the conduction an integral evaluation of the level of competitiveness of higher education of Ukraine in the context of the transition to an innovative model of the economy, its regional aspect. The works of domestic and foreign researchers in the field of the development of higher education and the carrying out an integral evaluation are analyzed by the author. It has been established, that there is no single method for evaluation the competitiveness of higher education in the territorial perspective, which is an urgent issue for make an analysis the regional disparities in the level of competitiveness of higher education in Ukraine. The scheme of indicators of the integrated evaluation of the level of competitiveness of higher education of Ukraine is formed. According to the results of the development of the integral indicator of the competitiveness of higher education and the implementation of an appropriate integrated assessment of the regions of Ukraine, it has been stated that there is a significant differentiation of the regions of Ukraine by the most of the studied indicators that were selected to characterize the level of competitiveness of higher education. An integral evaluation of the competitiveness of higher education by the regions of Ukraine was carried out, within the limits of which the Kherson region (0.21) received the lowest integrated score and the highest - Kyiv (0.58). Five groups of regions were distinguished: with the highest, high, middle, low and lowest level of competitiveness of higher education in Ukraine. According to the obtained results, the differentiated measures of the state regulation was proposed, the implementation of which would allow to overcome the existing territorial asymmetries, improve the efficiency of higher education institutions and competitiveness of higher education in the transition to an innovative model of the Ukrainian economy as a whole. The prospect for further research is the development of ways of improving the state mechanism of regulation of the competitiveness of higher education in Ukraine.Item Венчурна фірма в системі формування інноваційно-інтегрованих структур : переваги та недоліки(ЦНТУ, 2017) Левченко, О. Досліджено найбільш поширені організаційні форми венчурних фірм. Представлено сильні та слабкі сторони форм венчурного підприємництва. Виявлено переваги та недоліки венчурних фірм. Проаналізовано рейтинг привабливості країн для здійснення венчурних інвестицій у 2016 році, динаміку зміни позиції України в межах рейтингу. Розглянуто щорічний огляд Української асоціації венчурного капіталу та прямих інвестицій щодо інвестування в Україну та наведено основні перешкоди щодо функціонування венчурних фірм в Україні на сучасному етапі реформування національної економіки. The paper is defined an analysis the peculiarities of the forming and functioning of venture firms in the system of forming of innovative-integrated structure, their advantages and disadvantages. The essence of the definition "venture firm", "venture enterprise / entrepreneurship" is revealed in the paper, conditions for it forming are highlighted. The most common organizational forms of venture firms are considered. The strengths and weaknesses of the forms of venture entrepreneurship are presented. The advantages and disadvantages of venture firms are described. The Venture Capital and Private Equity Country Attractiveness Index of 2016 is analyzed, the dynamics of change of the Ukraine's position within the rating are analyzed. The annual review of the Ukrainian Association of Venture Capital and Direct Investments for Investing in Ukraine is considered and the main obstacles for functioning of venture firms in Ukraine at the current stage of reforming of the national economy are given.Item Соціально-економічні передумови кадрового забезпечення інтегрованих структур в АПК : стан та перспективи розвитку в міжнародному контексті(ЦНТУ, 2017) Коваленко, С. Розглянуто основні соціально-економічні передумови кадрового забезпечення інтегрованих структур, загалом, та в агропромисловому комплексі, зокрема. Проаналізовано частку сільського населення та сільськогосподарських угідь у розрізі країн світу, в тому числі України. Розглянуто стан кадрового забезпечення сільської місцевості України на основі основних демографічних показників. Проаналізовано динаміку показників, які характеризують соціально- економічні передумови кадрового забезпечення інтегрованих структур в АПК України. Наведено комплекс заходів, направлених на вирішення проблем із кадровим забезпеченням інтегрованих структур в агропромисловому комплексі України. The paper is defined the necessity of forming integrated structures for improving the competitiveness of agroindustrial complex as the main component of sustainable development of economy and its national security at current stage of economy's reforming. Personnel provision as one of the formative factor in the process of the formation of integrated structures in the agroindustrial complex is distinguished. The main socio-economic preconditions of personnel provision of integrated structures in general and in the agro-industrial complex, in particular, are considered. The shares of rural population and agricultural lands in terms of countries of the world, including Ukraine are analyzed. The status of staffing of rural areas of Ukraine, the based on basic demographic indicators is considered. The dynamics of indicators, which are characterizing the socio-economic preconditions of personnel provision of integrated structures in the agroindustrial complex of Ukraine, are analyzed. The complex of measures which could aim to solve the problems with personnel provision of integrated structures in the agroindustrial complex of Ukraine is presented.Item Зарубіжний досвід функціонування кластерних утворень та шляхи його використання в Україні(ЦНТУ, 2017) Левченко, А. Розглянуто та узагальнено досвід функціонування кластерних утворень у зарубіжних країнах. Представлено найбільш відомі кластери світу. Проаналізовано динаміку субіндексу «рівень кластерного розвитку» Індексу Глобальної конкурентоспроможності країн світу та України. Розглянуто стан функціонування кластерів в Україні та наведено основні перешкоди щодо формування кластерних структур на сучасному етапі інноваційної моделі розвитку економік країн світу. The paper is defined the necessity of forming cluster structures for economy's competitiveness as the main component of sustainable development of economy and its national security. The various scientific approaches to the definition of essence 'cluster' and factors of forming of this phenomenon are described. It is noted that the basis of any cluster is the balance between two types of factors: evolutionary and constructive. The experience of functioning of clusters in different foreign countries is reviewed and summarized. The most well-known clusters of the world are represented. The dynamics of the subindex "State of cluster development" of the Global Competitiveness Index of the countries of the world and Ukraine are analyzed. The state of forming and functioning of clusters in Ukraine is considered. The focus is on the fact that the cluster approach to the economy makes it possible to identify the needs of business, and education and the state meet these needs. The main obstacles of cluster's forming at the current stage of the innovation model of the economies of the countries of the world are given.Item Рейтингові системи ранжування вищих навчальних закладів: українські та світові методики(КНТУ, 2014) Царенко, І. О.; Tsarenko, IlonaУ статті охарактеризовано концептуальні засади методології проведення ранжування вищих начальних закладів відповідно до українських та світових рейтингових систем. Розкрито вплив рейтингових систем на поведінку абітурієнтів при виборі вищого навачльного закладу. Проаналізовано методики проведення українських рейтингів, виділено найбільш популярні з них та представлено лідерів національних рейтингів. Виокремлено світові рейтингові методики ранжування вищих навачльних закладів та позиції українських університетів в них. Крім того, проаналізовано нову рейтингову багатовимірну систему U-Multirank. The main aim of this article is to analyze the methodology of ranking of the higher education institutions by using the international and Ukrainian rating systems. The article describes the conceptual bases of methodology of the realization the ranking of higher education institutions according to Ukrainian and international rating systems. The influence of rating systems on the behavior of applicants in choosing the higher education institution are uncovered. The methodologies of Ukrainian rankings are analyzed, the most popular of them are selected, the leaders of national ratings are represented. The methodologies of the international ranking of the higher education institutions universities and the position of Ukrainian universities in them are distinguished. Additionally, the new multivariate rating system as U-Multirank is explored. It was proved, that the rating "TOP-200 Ukraine" highlights the actual indicators such as the number of teachers, foreign students and others, while the rating of "Compass reflects an assessment of the higher education institution by the graduates and employers in terms of conformity of the level of educational services to the needs of the labor market, that is more objective assessment. Moreover, it was defined, that the unifying the indicators for international methods are: the number of articles. which are published in relevant international journals; the level of citation and also the share of the foreign students and teachers.
