Item Інтегральна оцінка рівня конкурентоспроможності вищої освіти України в умовах переходу до інноваційної моделі економіки: регіональний аспект(ЦНТУ, 2018) Царенко, І. О.; Царенко, И. А.; Tsarenko, I.У статті розроблено методичний підхід до інтегральної оцінки рівня конкурентоспроможності вищої освіти на регіональному рівні. Здійснено інтегральне оцінювання конкурентоспроможності вищої освіти за регіонами України, за результатами якого запропоновано диференційовані заходи державного регуляторного впливу, запровадження яких дасть змогу забезпечити подолання існуючих територіальних асиметрій, підвищення ефективності функціонування закладів вищої освіти і конкурентоспроможності вищої освіти в умовах переходу до інноваційної моделі економіки України в цілому. В статье разработан методический подход к интегральной оценки уровня конкурентоспособности высшего образования на региональном уровне. Осуществлена интегральная оценка конкурентоспособности высшего образования по регионам Украины, по результатам которой предложены дифференцированные меры государственного регуляторного влияния, внедрение которых позволит обеспечить преодоление существующих территориальных асимметрий, повышения эффективности функционирования учреждений высшего образования и конкурентоспособности высшего образования в условиях перехода к инновационной модели экономики Украины в целом. The paper deals with the issue of integral evaluation of the level of competitiveness of higher education of Ukraine in the context of the transition to an innovative model of the economy, in particularly the regional aspect of the conducted result. The aim of this paper is to carry out an integrated evaluation of the level of competitiveness of higher education of Ukraine at the regional level and the development of the appropriate recommendations for each group of regions. The paper is developed the methodological approach to the conduction an integral evaluation of the level of competitiveness of higher education of Ukraine in the context of the transition to an innovative model of the economy, its regional aspect. The works of domestic and foreign researchers in the field of the development of higher education and the carrying out an integral evaluation are analyzed by the author. It has been established, that there is no single method for evaluation the competitiveness of higher education in the territorial perspective, which is an urgent issue for make an analysis the regional disparities in the level of competitiveness of higher education in Ukraine. The scheme of indicators of the integrated evaluation of the level of competitiveness of higher education of Ukraine is formed. According to the results of the development of the integral indicator of the competitiveness of higher education and the implementation of an appropriate integrated assessment of the regions of Ukraine, it has been stated that there is a significant differentiation of the regions of Ukraine by the most of the studied indicators that were selected to characterize the level of competitiveness of higher education. An integral evaluation of the competitiveness of higher education by the regions of Ukraine was carried out, within the limits of which the Kherson region (0.21) received the lowest integrated score and the highest - Kyiv (0.58). Five groups of regions were distinguished: with the highest, high, middle, low and lowest level of competitiveness of higher education in Ukraine. According to the obtained results, the differentiated measures of the state regulation was proposed, the implementation of which would allow to overcome the existing territorial asymmetries, improve the efficiency of higher education institutions and competitiveness of higher education in the transition to an innovative model of the Ukrainian economy as a whole. The prospect for further research is the development of ways of improving the state mechanism of regulation of the competitiveness of higher education in Ukraine.Item Академічна мобільність в контексті підвищення конкурентоспроможності системи вищої освіти(ЦНТУ, 2018) Плинокос, Д. Розглянуто сутність поняття «конкурентоспроможність системи вищої освіти» та особливості визначення рівня конкурентоспроможності системи освіти. Досліджено основні тенденції залучення іноземних студентів. Проаналізовано стан та тенденції академічної мобільності українських студентів. Досліджено основні перешкоди та перспективи розвитку міграційних процесів серед українських студентів з метою підвищення конкурентоспроможності вітчизняної системи вищої освіти. В статье исследуются процессы академической мобильности в контексте повышения конкурентоспособности системы высшего образования. Рассмотрены сущность понятия «конкурентоспособность системы высшего образования» и особенности определения уровня конкурентоспособности системы образования. Исследованы основные тенденции привлечения иностранных студентов. Проанализировано состояние и тенденции академической мобильности украинских студентов. Исследованы основные препятствия и перспективы развития миграционных процессов среди украинских студентов с целью повышения конкурентоспособности отечественной системы высшего образования. The purpose of the article is to study the processes of academic mobility in the context of increasing the competitiveness of the higher education system. The article considers the essence of the concept of "competitiveness of the system of higher education" and features of determining the level of competitiveness of the education system. The main tendencies of attraction of foreign students are studied. The state and trends of academic mobility of Ukrainian students are analyzed. The main obstacles and perspectives of the development of migration processes among Ukrainian students are studied in order to increase the competitiveness of the national system of higher education. The number of foreign students in Ukraine remains at a rather low level - 3.3%, while in the OECD countries in 2015, international students accounted for an average of 8%.Despite the apparent high level of interest in studying abroad among Ukrainian students, the share of those who participate in academic mobility is rather low. The most common obstacles to studying abroad include additional financial costs associated with staying abroad; insufficient knowledge of a foreign language; divorce with family and relatives; problems with the rules of access to the chosen country (obtaining a visa, etc.); the difficulties associated with integration into the domestic education system. It should be noted that, as a rule, in Ukraine, for the most part, students came from post-Soviet countries, but their share in the structure of foreign students is decreasing. If in 2015, 44.62% of this category of foreign students was noted, then in 2017 they amounted to 29.47%. At the same time, there is an increase in the number of foreign students from Africa, in particular Nigeria and Morocco. The high rates of growth of the number of Ukrainian students who choose foreign higher educational establishments for studying and the lower level of attraction of foreign students in comparison with developed countries testify to the need to increase the competitiveness of the domestic higher education system. It is determined that the current conditions of development of the global educational services market for quality of education become particularly complex, should ensure the rapid reaction of educational systems to changing conditions, especially through the development of academic mobility, which will ensure a high level of competitiveness of the national higher education system.Item Сучасний стан та проблеми фінансового забезпечення вищої освіти в Україні(ЦНТУ, 2017) Сало, А. В.; Salo, А.В статті проаналізовано сучасний стан фінансування вищої освіти в Україні, виокремлені слабкі сторони та недоліки державного механізму фінансування. Досліджена світова практика недержавного фінансування. На основі отриманих результатів сформовані рекомендації щодо покращення фінансового забезпечення вищої освіти, а також щодо активізації науково-дослідницької діяльності ВНЗ. The work analyzes the current state the higher education financing in Ukraine. On the basis of the Treasury system financing higher education detailed analysis, it is possible to highlight the weaknesses and shortcomings of this funding mechanism. In order to review the current state of the higher education financing and directions of its improvement, this paper discovers the mechanism of the Treasury's funding for the higher education, its advantages and disadvantages. Nowadays, the higher educational institutions look for the alternative funding sources therefore, the research was conducted. Due to analysis, one may clearly see that the most common practices usually attract financial aid for the universities. The alternative methods of financing the higher education in Ukraine are offered as a result, there are various possible activities for domestic higher education to reach the desired goals. In addition, all the types of the state financial support were considered the international practices of the private funding became the core theoretical background for the research. On the basis of the obtained results, there are several recommendations to give for the improvement of the financial support of the Ukrainian higher education as well as the promotion of the scientific research activities of the University.Item Проблеми фінансування вищої освіти регіону(КНТУ, 2013) Котенко, Т. This paper will analyze the strategy of public funding of educational institutions of Ukraine and the region and define prospects paid (private and public) higher education. Higher education should be oriented to the needs of the labor market and socio-economic development of the country and the region. As a result - contracts with final consumers of educational services partially displace state order. With the increasing role of non-budgetary funds encourages the establishment of university research and production facilities that will promote the commercialization and dissemination of research results and innovation. Further development of the toll of higher education in Ukraine is to some extent justified. Taking into account rapid development of all spheres of the country in light of the recent globalization trends, it is impossible not to notice substantial retardation of all sub-systems of higher education. This condition is one of the major subsystems of the country is threatening and extremely dangerous. Despite the fact that the education system provides the country with such essential resources as intellectual capital, labor and scientific potential, modernization of this system through the reconsideration and resolve urgent problems is obvious. The article deals with basic questions of reforming and improving the system of higher education in Ukraine in the context of European integration processes. Despite rapid development of a modern system of higher education is seen as the main factor of social and economic progress. That is why it is appropriate selection and specification of new requirements that are dictated by these processes. The article analyzes the key directions, which primarily affected by the changes of European integration. The main of them already have modified a number of requirements to the graduates of higher educational institutions. As a result of gradual analysis presents the most immediate sector of higher education functions, requires radical changes. The author gives examples of the use of outdated and inefficient levers of influence on the educational process, and proposed alternative to the more effective ways, such as replacing the old administrative principles of motivational. This innovative policy in the framework of higher education allows to form an intelligent, conscious and competitive nation, able to direct its potential for the benefit of the country. The author has studied the quantitative indicators of graduates of higher educational institutions, the main trends in this direction. Together in addition to quantitative indicators, paid attention to the qualitative component of this sector research. Namely analyzed such functions of higher education, both internal and external efficiency, represented by their principal criteria and factors of influence. In addition to the work carried out examination and analysis of the most painful problems of the current state of higher education which include financing, material and technical basis, organization of educational process.The author presents suggestions for the improvement of the status in these areas, and also expressed an opinion about expediency of the refusal of outdated methods of conducting of educational policy in Ukraine.Item Удосконалення вищої освіти в умовах реалізації інноваційно-інвестиційної моделі розвитку економіки(КНТУ, 2014) Кривоногова, І. Г.; Krivonogova, IrinaУ статті досліджуються підходи удосконалення вищої освіти. Пропонуються інноваційні підходи управління вишем на основі організаційного управління. Розглянута структуризація цілей в процесі удосконалення організаційного управління вузом з метою реалізації однієї з важливих функцій системного аналізу - робота з цілями. Визначені нові критерії оцінки діяльності вузів, які виражаються, наприклад, у тому, що для акредитації вузу обов'язково наявність системи менеджменту якості, а для проектно- програмного фінансування необхідний відповідний рівень інноваційного потенціалу. Обґрунтовано, що сучасним українським університетам необхідно переходити від функції управління змінами за фактом їх звершення, коли основна увага приділяється адаптації, до нової парадигми управління, яка полягає у створенні «організаційних знань» та управлінні на основі знань. The article examines the approaches of improving higher education. Offers an innovative approach to the management of the university - based organizational management. Considered structuring objectives in improving the organizational management of the university in order to implement one of the important functions of the system analysis - work with objectives. Defined new criteria for the evaluation of universities, which are expressed, for example, that for the accreditation of the university one must have a quality management system, and to design and program funding needs an appropriate level of innovation capacity. It is proved that in order to be competitive, universities must build adequate development strategy. Effectiveness of the strategy depends on the willingness of the university to quality management changes that are associated primarily with the transition from administrative management to strategic management and performance management. The analysis leads to the conclusion that modern Ukrainian universities need to move from change management features upon which they occurred when the focus is on adapting to the new management paradigm which is to create «institutional knowledge» and knowledge-based management. It comes to achieving the critical success factors - the most strategic targets to ensure competitiveness of the university. Along with this need innovative solutions, which will be the key mechanism for creating and sustaining competitive advantage, development of adaptive competencies of the University and its employees. Thus, an updated organizational and technological tools of university management, the introduction of new management tools with a focus on the use of organizational knowledge. Given the large number of factors discussed there is a need to further their group, setting different kinds of combinations and interdependencies as a basis for constructing the transformational model of management of innovative university, which contributes to its establishment as a self-developing adaptive organization.Item Роль вищої освіти в інформаційному суспільстві(КНТУ, 2012) Горпинченко, М.
