| dc.description.abstract | Стаття присвячена проблемам розвитку ринків праці України та ЄС в контексті стимулювання молодіжної зайнятості. Проаналізовано поточну політику у сфері зайнятості молоді, яка реалізується на рівні Міжнародної організації праці, Організації економічного співробітництва та розвитку, а також Європейського Союзу. Проведено порівняльний аналіз зайнятості молоді в Україні та деяких країнах ЄС. Зокрема проаналізовано показники рівня молодіжного безробіття, самозайнятості, частки NEET молоді в Україні, Польщі, Угорщині, Румунії, Словаччині як країнах‐сусідах, а також Німеччині та Великій Британії як основних міжнародних партнерах України в ЄС. Проведено порівняння окремих показників вартості життя (оренда та купівля житла, розмір комунальних послуг по відношенню до середньої зарплати) у столиці України та столицях зазначених європейських держав. За результатами вивчення політики ЄС визначено ключові підходи, принципи та практики, базовані на молодіжних гарантіях працевлаштування, навчання і розвитку. Компаративний аналіз молодіжної зайнятості в Україні та ЄС, досвід політики в даній сфері дозволили виокремити актуальні заходи з вирішення гострих питань та для розробки стратегій розвитку ринків праці в проєкції євроінтеграції та повоєнної відбудови України. The article is devoted to the problems of the development of the labor markets of Ukraine and the EU in the context of stimulating youth employment. The purpose of the article is to substantiate the current priorities of supporting youth employment in Ukraine in the projection of European integration and strategizing post‐war reconstruction. The current policy in the field of youth employment, which is implemented at the level of the International Labor Organization, the Organization for Economic Cooperation and Development, and the European Union, is analyzed. The key approaches, principles and practices based on youth guarantees of employment, training and development, based on the results of the analysis, are determined. A comparative analysis of youth employment in Ukraine and some EU countries is carried out. In particular, the indicators of the level of youth unemployment, self‐employment, the share of NEET youth in Ukraine, Poland, Hungary, Romania, Slovakia as neighboring countries, as well as Germany and United Kingdom as the main international partners of Ukraine in the EU are analyzed. A comparison of some indicators of the cost of living (rent and purchase of housing, the size of communal services in relation to the average salary) in the capital of Ukraine and the capitals of the mentioned European states is carried out. The recommendations for solving acute issues and as a basis for strategizing support for youth employment in the projection of European integration and post‐war reconstruction of Ukraine, based on the results of comparison and study of the experience of youth policy in Ukraine, are proposed. The recommendations concern improvements in the statistical accounting of youth employment, support for the development of the public sector, in particular, the creation of an association to support youth employment, as well as the activation of the study and adaptation of the EU experience as a basis for strategizing the development of the youth segment of the labor market of Ukraine in the conditions of European integration and post‐war reconstruction. | |
