Abstract
У статті визначено напрямки гуманітарної політики, яка стає ключовим інструментом для зміцнення державності, національної єдності та культурного відродження. Основою гуманітарної політики, без сумніву, виступає державна мова. З'ясовано роль української мови, як державної, у консолідації суспільства, забезпеченні комунікації між громадянами різних регіонів та зміцненні державності. Оскільки мова – ознака етнічна, тому мовні питання завжди є етнополітичними. Вивчено основи державної мовної політики в Україні. Проаналізовано функції української мови, з-поміж яких виокремлено декілька основних. Комунікативна функція полягає в обміні необхідними для забезпечення належної життєдіяльності держави повідомленнями. Правова функція створює правову основу для регулювання різних сфер суспільного життя, забезпечуючи єдність правового простору в країні. Ідентифікаційна функція української мова є важливим елементом національної ідентичності та консолідації суспільства. Саме з метою посилення державотворчих і консолідаційних функцій мови, підвищення її ролі в забезпеченні територіальної цілісності та національної безпеки України у 2019-му році був прийнятий Закон «Про забезпечення функціонування української мови як державної». Протягом століть мова виконувала роль об’єднавчого чинника для українців, попри численні спроби її знищення або маргіналізації. Використання державної мови в публічному управлінні також забезпечує функцію контролю та звітності. Усі документи, що стосуються роботи органів влади, мають бути складені державною мовою, що дозволяє громадянам контролювати діяльність чиновників й органів влади. Доведено, що під час війни українська мова набула ще більшого значення. Вона стала символом опору російській агресії та важливим фактором самоідентифікації українців у боротьбі за свободу й незалежність. Обгрунтовано, що в умовах сучасних викликів одним з пріоритетів залишається формування сильної національної ідентичності, яка ґрунтується на повазі до української мови, культури та історії.
The article defines the directions of humanitarian policy, which becomes a key tool for strengthening statehood, national unity, and cultural revival. The basis of humanitarian policy, without a doubt, is the state language. The role of the Ukrainian language, as the state language, in the consolidation of society, ensuring communication between citizens of different regions and contributing to the strengthening of statehood is clarified. Since language is an ethnic sign, language issues are always ethno-political. The basics of the state language policy in Ukraine were studied, The functions of the Ukrainian language were analyzed, among which several main ones were singled out. The communicative function consists in the exchange of messages necessary to ensure the proper functioning of the state. The legal function creates a legal basis for regulating various spheres of social life, ensuring the unity of the legal space in the country. The identification function of the Ukrainian language is an important element of national identity and consolidation of society. In 2019, the Law "On Ensuring the Functioning of the Ukrainian Language as a State Language" was adopted precisely with the aim of strengthening the state-building and consolidation functions of the language, increasing its role in ensuring the territorial integrity and national security of Ukraine. For centuries, the language played the role of a unifying factor for Ukrainians, despite numerous attempts to destroy or marginalize it. The use of the state language in public administration also provides a control and reporting function. All documents related to the work of government bodies must be drawn up in the state language, which allows citizens to monitor the activities of officials and government bodies. It has been proven that during the war the Ukrainian language gained even greater importance. It became a symbol of resistance to Russian aggression and an important factor in the self-identification of Ukrainians in the struggle for freedom and independence. It is justified that in the conditions of modern challenges, one of the priorities remains the formation of a strong national identity, which is based on respect for the Ukrainian language, culture and history.
